Stephen Shaw’s reports (of 2016 and 2018) led to a comprehensive and systematic programme of work to improve and reform immigration detention. It informed both our strategic and tactical approach to reform and the treatment of people who are detained. This work has strengthened our decision-making and safeguards for the vulnerable, ensuring those who are detained are treated with dignity and respect in an estate that is fit for purpose.
Progress has been made on all accepted recommendations and I wrote to the MP for Oxford West and Abingdon with more detail on 14 December 2022. A copy of this letter has been placed in the House library for all.

The Office for National Statistics (ONS) publish annual statistics on ‘Deaths related to Drug Poisoning’ for England and Wales. The most recent update, published in August 2022, provides data up to 2021 on the number of drug-related poisonings. Data indicates a decline in fentanyl and fentanyl analogue related deaths from a peak in 2017 of 75 fentanyl-related deaths and 31 fentanyl analogue related deaths, to 58 fentanyl-related deaths and 3 fentanyl analogue related deaths in 2021. The statistics include all deaths related to fentanyl and/or fentanyl analogues, including fentanyl that has been lawfully prescribed.
The ONS provide data on Drug Misuse in England and Wales, with the most recent update published in December 2022. Specific data on the use of fentanyl and fentanyl analogues is not available.
Fentanyl and fentanyl analogues are controlled as Class A drugs under the Misuse of Drugs Act 1971. The penalties for supply are life imprisonment an unlimited fine, or both; and for possession these are seven years’ imprisonment, an unlimited fine, or both.
A number of fentanyl-based medicines have been approved by the Medicines and Healthcare products Regulatory Agency and are therefore able to be sold and advertised legitimately by pharmaceutical manufacturers and distributors who hold a Home Office controlled drugs licence.
As part of our Drug Strategy, the Home Office is investing £300m over three years to mobilise a robust and innovative end-to-end plan which attacks the illicit supply of drugs at every stage, undermining the business of criminal drugs supply from source to street.

No specific assessment has been made. However, in 2016 the former Public Health England published an assessment of the effectiveness of policies to reduce alcohol-related harm in England. This included a review of the evidence on the public health burden of alcohol in England and policy responses to reduce the health, social and economic harm.
Alcohol-related harms are being addressed through commitments in the ‘Advancing our health: prevention in the 2020s’ green paper, the NHS Long Term Plan and improvements to the substance misuse treatment system through the drugs strategy ‘From harm to hope: A 10-year drugs plan to cut crime and save lives’.

Clean sport is a shared responsibility and one in which UK Anti-Doping (UKAD), sport and government work together. UKAD is the UK’s national anti-doping organisation and an arm’s length body of the Department for Digital, Culture, Media and Sport (DCMS). DCMS and UKAD share the common objective of promoting and protecting clean sport through education, testing and enforcement. UKAD works with athletes and national sports bodies to ensure compliance with the World Anti-Doping Code, primarily through implementing the government’s National Anti-Doping Policy.

The product information for clozapine for healthcare professionals and patients advises against drinking alcohol during treatment with that drug. The Medicines and Healthcare products Regulatory Agency provided a Drug Safety Update which recommends that blood concentration of clozapine should be monitored for toxicity in clinical situations, such as during smoking cessation or if a patient transfers to e-cigarettes. The British National Formulary advises that dose adjustment may be necessary if a patient’s smoking habits change during treatment with clozapine.

We are committed to working across the UK and have regular contact with the Scottish Government at ministerial and official level on tackling drug use and reducing the harms it causes.
This includes discussion of Scottish Government interest in drug consumption rooms. The next UK Drugs Ministerial meeting is in planning for early in the New Year and will be held in Cardiff.

Public Health England’s evidence review recommended a range of evidence-based policies which could be effective at reducing alcohol harm, including those related to taxation, regulating marketing and clinical interventions.
The Government is reforming alcohol duty to tax all alcohol according to strength, which will be implemented from 1 August 2023. The Government is currently reviewing how online advertising is regulated in the United Kingdom, including age-restricted or potentially harmful content, such as alcohol advertising. The consultation closed on 8 June 2022 and a response will be issued in due course.
Local authorities and the National Health Service are responsible for the provision of high-quality services to prevent, mitigate and treat alcohol-related health harm. This includes the identification of people at risk and brief advice, an alcohol risk assessment in the NHS Health Check and specialist services for dependent drinkers. Information and brief advice is also included at new general practitioner registrations and within the standard contract for secondary care. Through the drugs strategy, the Government is investing £532 million into local authority commissioned substance misuse treatment services in England, which include treatment for both drug and alcohol addiction.
