To ask His Majesty's Government, further to the Written Answers from Baroness Scott of Bybrook on 26 June (HL8412, HL8413 and HL8414), when they expect the Building Safety Regulator will undertake the cost benefit analysis of making regular inspections and testing of electrical installations in relevant buildings.
Under Section 21 of the Building Safety Act, the Building Safety Regulator must carry out a cost-benefit analysis of making regular inspections of, and testing and reporting on, the condition of electrical installations in relevant buildings. As outlined in Section 21 of the Act when it was passed in 2022, this report will be provided within three years of the passage of the Act. The Regulator remains on track for completing this activity within the agreed timeframe.

Defra does not own Ecolabelling or Ecodesign but does have an interest. Since January 2022 emissions to air have become part of the testing regime.
Prior to placing a product on the market, manufacturers must demonstrate conformity with the implementing measures as set out in the product specific regulations. This includes a declaration of conformity and technical documentation and can include relevant standards used to demonstrate compliance. This technical documentation must be kept by the manufacturer for a period of 10 years after production and made available to the market surveillance authority, who can conduct independent testing after the product has launched on the market.

To ask His Majesty's Government what estimate they have made of the number of pedelecs sold in England in the past five years, and what steps they are taking to ensure that users can meet insurance and MOT requirements.
The Department has made no such estimate. Pedelecs and other forms of e-cycle which do not comply with the Electrically Assisted Pedal Cycle regulations need to be registered, insured and taxed as a motor vehicle, and the rider will need an appropriate driving licence and will have to wear an approved motorcycle safety helmet. These are matters for the rider, and enforcement of the requirements is a matter for the police.

The Mandatory Drug Testing (MDT) panel is updated when a new drug type is known to be prevalent within the prison estate, or where a new drug poses a significant threat to the safety and security of prison regimes.
For the panel to be updated, HMPPS’s contracted drug testing supplier must have the technical capability to accurately test urine samples to obtain results to an evidential standard. Whilst new additions to the MDT panel were identified during 2022/23, preparatory technical work to add these compounds to the panel was not completed within the 2022/23 financial year. These substances have now been added to the MDT panel.

To ask the Secretary of State for Justice, with reference to page 32 of his Department's Annual Report and Accounts 2022-23, what his planned timetable is for when random mandatory drug testing will return to the levels required to estimate national drug use in prisons.
All random mandatory drug testing (rMDT) in prisons were paused in March 2020 following the outbreak of the COVID-19 pandemic. Low levels of testing resumed from September 2020 in line with the National Framework for managing COVID-19. rMDT levels have not yet returned to pre-pandemic levels due to operational and staffing pressures in prisons. We will keep performance under close review.
Prisons continue to have a zero-tolerance culture, and any prisoner suspected of taking illicit substances can still be subjected to a mandatory drug test. As part of the ambitious cross-Government Drug Strategy, we are rolling out a range of interventions to support prisoners off drugs and into recovery, such as doubling the number of Incentivised Substance-Free Living wings, and supporting prisoners to engage with community treatment pre-release.
We are also committed to tackling the supply of drugs into prison and our £100m Security Investment Programme delivered 75 additional X-ray body scanners, resulting in full coverage across the closed male estate. 84 X-ray baggage scanners have also been installed at 45 prisons and 4 learning centres, building on the rollout of our body scanners, drug trace detection machines and metal detection archways.

The following table shows the number of Nuclear Test Medal applications received and approved from veterans or next of kin as at 4 December 2023.

There are cases whereby further investigations are required to determine whether there is any official documentation held that can validate entitlement to the Nuclear Test Medal, as it was not apparent on the individual’s Service record. If evidence cannot be located, then there will be cases that result in a rejection against the qualifying criteria.

The Office for Product Safety and Standards (OPSS) is a part of the Department for Business and Trade. OPSS engages with trading standards on many issues related to protecting consumers, including the enforcement of weights and measure legislation.
Local Weights and Measures Authorities in Great Britain have a statutory duty to report on the level of local weights and measures enforcement work they undertake which includes liquid fuel measuring instruments such as petrol pumps. The latest Section 70 Weights and Measures report covering data for the year up to 31st March 2023 was published in September.
As stated in the report, 19 inspections of LFMIs resulted in prosecution or caution in 2022-23.
