I have asked him to arrange for a reply to be given. Letter from Richard Foster to Mr. Tim Loughton, dated 12 July 2000: As the Employment Service is an Executive Agency, the Secretary of State for Education and Employment has asked Leigh Lewis to reply direct to your questions, about the guidance given to Jobcentres on the advertising of jobs in the sex industry; and what definition of the "sex industry" is used in the guidance and about what the Departments' policy is about the use of public funds to subsidise job placement schemes with firms in the sex industry. This is something which falls within the responsibilities delegated to Leigh Lewis as the Chief Executive of the Agency, I am replying in his absence. Jobcentres are instructed not to deal with job vacancies associated with the sex industry. The guidance dates from 1996 and does not seek to define precisely the boundaries of the sex industry but has as its prime aim the need to avoid causing genuine offence or embarrassment to jobseekers. All job placement subsidies provided by the Government require there to be a vacancy or opening with an employer. As the Employment Service does not deal with vacancies in the sex industry the question of subsidies does not arise. I hope this is helpful.

Letter from Leigh Lewis to Mr. Roger Berry, dated 10 January 2000: As the Employment Service is an Executive Agency, the Secretary of State has asked me to reply direct to your questions about the Access to Work programme. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. For the current financial year, we have allocated £450,000 to marketing and promoting the full range of our services for disabled people and their employers. This includes Access to Work, although we do not reserve a specific amount within that total for Access to Work. We carefully consider advertising options but do not allocate specific amounts to advertising on radio, television, newspapers or journals and trade magazines. We are spending £350,000 of the budget on national promotions and the rest is being spent to promote disability programmes and services at regional and local level. Our publicity strategy is to raise awareness of the whole range of support available to disabled people and their employers from our disability services. Thus we generally market these services collectively to give a coherent picture of the support available. We produce, for example, leaflets, audio tapes, videos, posters, advertisements and articles for publication in a range of general and specific disability journals. All such generic advertising includes information on the Access to Work programme. For example, in March 1999, we worked closely with the British Deaf Association to produce a British Sign Language video--Make it Work--about our programmes and services. We used three case studies in the video, two of which specifically promoted Access to Work. We have distributed the video to every Jobcentre and to 1,000 external organisations including clubs, organisations and collages for deaf and hearing impaired people. The leaflets we produce are freely available from Jobcentres, Disability Service Teams and at marketing events, and we produce them in alternative formats. There are specific leaflets for disabled people and employers promoting Access to Work. Disability Employment Advisers use these leaflets on visits to employers to ensure they are aware of Access to Work. We also promote our services, including Access to Work, at many national, regional and local marketing events. For example, we have recently held promotions at the Institute of Personnel and Development Conference and Exhibition, the Confederation of British Industry Conference, and the Access Ability, National Information Day. Access to Work was the central theme of the two employment workshops at the Access Ability event. In addition to our own promotions, the Government's current "See the Person" campaign is designed to raise awareness of the positive contribution disabled people are able to make. The campaign refers directly to the support Access to Work can provide to those in work. I hope this is helpful.

Letter from Leigh Lewis to Mr. Allan Rogers, dated 27 July 1999: As the Employment Service is an Executive Agency, the Secretary of State has asked me to reply to your question concerning the acceptance by Jobcentres of advertisements for jobs paying less than the national minimum wage. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. In answer to your specific question, I am aware of one representation - to which I have replied - regarding whether Jobcentres would accept advertisements for jobs paying less than the national minimum wage. It may be helpful if I explain our arrangements for dealing with this matter. All Jobcentres have detailed instructions explaining that they must only take job vacancies that meet the requirements of the National Minimum Wage Act. When taking details of a job vacancy, if no wage rate is stated, the Jobcentre will ask the employer for an assurance that they are meeting the requirements of the Act. If employers remain unsure of their responsibilities under the Act the Jobcentre will advise them to contact the National Minimum Wage Advice Line for more detailed help. I hope this is helpful.

Horne to Mr. Brian Donohoe, dated 28 November 1996: The Secretary of State has asked me, in the absence of the Chief Executive, to write to you about your question of 28 November concerning the production of promotional items by the Employment Service. The Employment Service undertakes a wide range of promotional activity to inform employers and jobseekers about the services it offers. These activities have included jobseeker and employer advertising campaigns, production of leaflets and posters, stands at exhibitions and conferences--where employers are informed of the benefits of using jobcentres, and the organisation of Jobfairs where employers have the opportunity to recruit unemployed jobseekers in one place and at one time. The total marketing and promotional spend during the last three years is as follows: _________________________________________________________________________________________________. £ 1994-95 3,556,921 1995-96 5,854,079 1996-97{1} 1,854,411 _________________________________________________________________________________________________. {1}spend to end of October 1996. As there is such a diverse range of activity I am unable to give you this information in the form you have requested. I hope however that the following examples will give you an understanding of our promotional activity. During the last three years we have undertaken a number of national advertising campaigns to promote to employers and unemployed jobseekers the services offered by our Jobcentres. The total cost of these campaigns in 1994-95 was £2.45m in 1995-96 £3.62m and our spend to date for 1996-97 is £1.3m. Each of these national campaigns has involved a mix of television, radio and/or press advertising, with supporting information literature. The campaigns have been fully evaluated using independent tracking research. The research has indicated that the campaigns have been very effective in informing both employers and jobseekers of the services available. In addition to the national campaigns, a range of national, regional and local activity is undertaken to promote specific events or services. The aim is to encourage local employers to use Jobcentres and for unemployed jobseekers to be aware of the wide range of help available to them. I have enclosed two examples of leaflets that we have produced for this purpose. I have arranged for copies of these leaflets to be available in the Library. We produce each year about half a million copies of the `Just the Job' booklet which is available in Jobcentres and other advice locations. It explains the range of back to work services available to unemployed jobseekers. We also this year produced four million copies of the `Jobseeker's Allowance--Helping you Back to Work' guide. This is available to jobseekers through Jobcentres Post Offices, Citizen Advice Bureaux and Benefit Agency Offices. The booklet tells jobseekers about the help available when looking for work and in particular the entitlement conditions for receiving the Jobseeker's Allowance. At a local level Jobcentre managers have used a variety of promotional methods, including direct mail shots to employers and adverts on the sides of buses. We also obtain a great deal of free editorial coverage in local press. We recently exhibited this year at the annual conferences of the Institute of Personnel and Development and the Confederation of British Industry. This provided us with the opportunity to explain to employers and their recruitment specialists the benefits of using Jobcentres to meet their recruitment needs. I hope that this information is helpful.
