Ms Roseanna Cunningham: To ask the Secretary of State for Education and Employment (1) what estimate he has made of the cost of reimbursing the travel costs of those people in rural areas who have had to travel to jobcentres to sign on and claim benefits in the last three years; [145135] (2) how much was spent in the most recent year for which figures are available on reimbursing those on jobseeker's allowance, travelling to an interview at the jobcentre other than on their normal day of attendance. [145126] Ms Jowell: [holding answer 15 January 2001]: Responsibility for the subject of the questions has been delegated to the Employment Service agency under its Chief Executive. I have asked him to arrange for a reply to be given. Letter from Leigh Lewis to Ms Roseanna Cunningham dated January 2001: As the Employment Service is an Executive Agency, the Secretary of State has asked me to reply to your questions about the costs of reimbursement of travel expenses for people attending Jobcentres. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. I am afraid that it is not possible to estimate the cost of reimbursing travel expenses for people living in rural areas who have to travel to Jobcentres to sign on and claim benefits. People are usually required to attend the Jobcentre fortnightly as part of maintaining their claim for Jobseeker's Allowance. There are, though, circumstances in which people may make their fortnightly declaration that they are available for and actively seeking work-- by post. These circumstances allow people who would have to spend an unreasonable amount of their time travelling to the Jobcentre, and those who have a mental or physical disability which restricts their mobility, to make their fortnightly declarations by post. You also ask how much was spent last year on reimbursing the travel expenses of people who had travelled to an interview at the Jobcentre other than on their normal day of attendance. The total amount paid to people to reimburse travel expenses in the operational year 1999-2000 was just over £447,000. That figure includes travel expenses reimbursed in a variety of circumstances, for example the fares incurred by people taking part in the New Deal programmes who have travelled to see their personal advisers or to attend work trials with employers. Letter from Richard Foster to Mr. Tim Loughton, dated 12 July 2000: As the Employment Service is an Executive Agency, the Secretary of State for Education and Employment has asked Leigh Lewis to reply direct to your questions, about the guidance given to Jobcentres on the advertising of jobs in the sex industry; and what definition of the "sex industry" is used in the guidance and about what the Departments' policy is about the use of public funds to subsidise job placement schemes with firms in the sex industry. This is something which falls within the responsibilities delegated to Leigh Lewis as the Chief Executive of the Agency, I am replying in his absence. Jobcentres are instructed not to deal with job vacancies associated with the sex industry. The guidance dates from 1996 and does not seek to define precisely the boundaries of the sex industry but has as its prime aim the need to avoid causing genuine offence or embarrassment to jobseekers. All job placement subsidies provided by the Government require there to be a vacancy or opening with an employer. As the Employment Service does not deal with vacancies in the sex industry the question of subsidies does not arise. I hope this is helpful.

I have asked him to arrange for a reply to be given. Letter from Leigh Lewis to Mr. David Lidington, dated 10 July 2000: As the Employment Service is an Executive Agency, the Secretary of State has asked me to reply to your questions about ensuring that persons seeking employment in the United Kingdom are entitled to do so. Permission to work in the United Kingdom is a matter for the Immigration and Nationality Directorate of the Home Office. While Jobcentres do have advice available to them on which groups of jobseekers from outside the UK are entitled to work in the UK, it would not be practical for them to undertake nationality checks given the fact that they make some 20 million job submissions annually. It is the responsibility of employers to ensure that jobseekers have permission to work. Employment Service guidance to Jobcentres states that non-EEA (European Economic Area) jobseekers are not entitled to obtain work in the UK without a work permit. It advises staff to pass inquiries to the Immigration and Nationality Directorate. Similarly, vacancies advertised via the Employment Service website carry a statement which makes clear that the vacancies are not open to non-EEA jobseekers. I hope this is helpful.

Letter from Leigh Lewis to Caroline Flint, dated 12 June 2000: As the Employment Service is an Executive Agency, the Secretary of State has asked me to reply to your questions concerning the distances people live from a Jobcentre and the definition of a reasonable distance when determining access to a Jobcentre. These are issues which fall within the responsibilities delegated to me as Chief Executive of the Agency. I am afraid that we do not collect information about the distances at which jobseekers, or the population more generally, live from their nearest Jobcentre. However, with over 1000 Jobcentres nationwide, very many people will live within 3 miles of the one nearest to them. As to the definition of a "reasonable distance", it may be helpful to explain that jobseekers are normally required by regulations made under the Jobseeker's Act 1995 to attend a Jobcentre in person each fortnight in order to confirm that they are available and actively seeking work and that their circumstances have remained unchanged. Where, however, a jobseeker lives more than one hour, by public transport (in either direction), from their nearest Jobcentre; or if their attendance would result in an absence from home of more than four hours; or if they have a mental or physical disability which restricts their mobility, then they will be offered the opportunity to have their claims dealt with by post. In addition Jobcentre Managers may also exercise discretion in offering this facility to other jobseekers, even if their journey is possible within the time limits set out above, in circumstances where it would be unreasonable to expect a jobseeker to attend; for example, where they would have to use a form of transport which they could not be expected to use on a fortnightly basis, such as an Intercity train, a ferry or a plane.

Letter from Leigh Lewis to Mr. Allan Rogers, dated 27 July 1999: As the Employment Service is an Executive Agency, the Secretary of State has asked me to reply to your question concerning the acceptance by Jobcentres of advertisements for jobs paying less than the national minimum wage. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. In answer to your specific question, I am aware of one representation - to which I have replied - regarding whether Jobcentres would accept advertisements for jobs paying less than the national minimum wage. It may be helpful if I explain our arrangements for dealing with this matter. All Jobcentres have detailed instructions explaining that they must only take job vacancies that meet the requirements of the National Minimum Wage Act. When taking details of a job vacancy, if no wage rate is stated, the Jobcentre will ask the employer for an assurance that they are meeting the requirements of the Act. If employers remain unsure of their responsibilities under the Act the Jobcentre will advise them to contact the National Minimum Wage Advice Line for more detailed help. I hope this is helpful.
