I have been asked to reply as the Minister responsible for the Learning and Skills Council.Managing Information Across Partners (MIAP) provides a set of services in support of the Transformational Government Agenda. It is about streamlining and improving how information on learners and learning is used within the education and training sectors so that excellent services are made available to individuals, employers and their communities.MIAP offers three internet based services: a provider facing Learner Registration Service which assigns a unique learner number to everyone over the age of 14 in education and training; a learner facing Learner Record Service which is in development, and which uses the unique learner number to enable learner access to their lifelong learning records for the very first time; and a UK Register of Learning Providers, which supports the sharing of learning provider information and brokerage. These services are supported by best practice data sharing protocols in line with Data Protection Legislation.Over 5.6 million unique learner numbers have been created. For each unique learner number, a unique learner number record is created with up to 16 data fields, of which 6 are mandatory.The UKRLP lists over 22,000 learning and training providers. These records provide details of individual training organisations, the services they provide, along with links to other information such as inspection reports.

Database maintenance costs in the Department are contained in the outsourced ICT contract service charges and the cost of staff involved in the management and analysis of information. The Department does not separately identify database management expenditure and to separate out the cost of maintaining databases would entail disproportionate cost.

The Student Loans Company (SLC) uses a composite modelling tool which includes access to one element of MOSAIC data only.The tool helps the SLC to predict the likelihood that borrowers who are not currently making repayments would be in a position to do so. It cannot provide any firm assessment of borrowers' ability to repay but it does provide SLC's loan administrators with indicative background when approaching borrowers. Once borrowers' actual positions are established—on a one-to-one confidential basis—action is agreed accordingly, e.g. to re-establish scheduled instalment repayment amounts, to negotiate lower repayment amounts or, for those earning under the repayment threshold, to facilitate deferment of repayments.This applies only to mortgage-style student loans, which were offered to students who started their higher education course before 1998. Since that date, this type of loan has been replaced by income contingent loans which are collected through the UK tax system by HM Revenue and Customs.

DIUS itself has not made any direct recent use of either MOSAIC or ACORN. The following is a summary of known examples of use and general extent of use in agencies and their contractors. There may be some use where MOSAIC or ACORN are used indirectly by external contractors which we have not been able to identify in collating the information for this reply.Some regional Learning and Skills Councils (LSC) use MOSAIC to a limited extent. Contractors working on behalf of LSC may recommend it for projects where the aim is to analyse the population in certain areas, or understand which particular groups are accessing/not accessing learning. For example the LSC South East project uses MOSAIC neighbourhood types to identify and map NEET (Not in Education Training or Employment) hotspots in the South East.The Student Loans Company, hires a modelling tool from Experian which relies on some MOSAIC data and which predicts the likelihood to repay of student loans mortgage style accounts.ACORN is to be used for the LSC Free Childcare for Training and Learning for Work project (activity to be undertaken November/December 2008)—profiling the population of England against the target audience (struggling families) to help plan where door drop activity should take place. It is also used to target media activity for the Skills for Life campaign.Ufi (University for Industry) uses ACORN data in its marketing campaigns to promote learndirect learning.No other use of MOSAIC or ACORN has been reported by DIUS or any of its agencies.

The Department for Innovation, Universities and Skills (DIUS) was created by the Prime Minister on 28 June 2007.HEFCE"Contracts with IPSOS/MORI for the purpose of carrying out the National Student Survey. As part of this contract, IPSOS/MORI transfers some data to a US company called SPSS Inc."FE"The following research organisations to whom both DIUS and LSC have supplied ILR data to in the last five years and who appear to be UK subsidiaries of US companies:""ORC International: part of Opinion Research Corporation who are based in Princeton, New Jersey.""Guidance Enterprise: GE Research.""BMRB Social Research: they are part of Millward Brown, who in turn are part of Kantar Group, a company based in Connecticut.""CACI Ltd.: they are a subsidiary of CACI International Inc. who are based in the US."Student Loans Company"The Oracle Corporation in the US hold and process the HR and finance data for the Student Loans Company on the Oracle system. These systems do 'not' meet the definition of a ““database”” as advised by the Cabinet Office."The Government takes the protection of personal data extremely seriously. Data exchanges between the Student Loans Company and HMRC have all been reviewed following the Chancellor's statement on 20 November to ensure they meet the appropriate security standards. No breaches of data protection protocols have occurred in respect of student loan administration. Furthermore, the provisions catering for the sharing of information in the Sale of Student Loans Bill will strengthen the framework for legal protection of data in respect of all loans, whether sold or unsold. The Bill will extend an existing criminal sanction prohibiting the wrongful disclosure of HMRC information outside the terms of the legislative gateway.

I welcome the hon. Gentleman to his new post and wish him well. Will he undertake one piece of qualifications research before we come back in October by trying to establish how many people are qualified to teach a broad history curriculum in our schools rather than merely concentrating on Nazi Germany, so that our children can emerge from school properly qualified in a knowledge of their own history?

My hon. Friend is right to raise the issue of individual ownership of qualifications. That is why we are shortly to trial the unique identification number. He has taken a big interest in this issue, and my hon. Friend the Minister for Lifelong Learning, Further and Higher Education wrote to him about it in January. I am happy to meet him to discuss it further, but he already knows that we have taken the decision to trial the unique identification number without the broker system.
