The associated cost to the Department for International Development (DFID) in contributing to the Democratic Republic of Congo (DRC) Humanitarian Pooled Fund is difficult to accurately disaggregate from the overall administrative costs of DFID in DRC. Administration costs for DFID DRC in 2007-08 are 4.4 per cent., with expenditure of just over £72 million. However, now the Pooled Fund is up and running, the costs of our oversight, monitoring and evaluation and lobbying for humanitarian reforms will be much less than 4.4 per cent. of our £30 million contribution to the pooled fund.The DRC Humanitarian Pooled Fund (about £58 million in 2007) is managed by the United Nations (UN), with technical humanitarian expertise provided by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and financial management provided by the United Nations Development Program (UNDP). The management costs associated with the pooled fund are:"In 2008, OCHA/UNDP will require approximately £500,000 to provide the technical and managerial expertise, amounting to 0.5 per cent. of the fund.""UNDP charges 1 per cent. for the overall financial management of the fund, (about £580,000 in 2007).""UNDP also manages grants made directly to non-governmental organisations (NGOs) and charges a further 5 per cent. to administer these (about £1 million in 2007).""Thus a total of about £2.08 million (about 3.5 per cent.) is spent to administer the Pooled Fund. As per standard practice, each UN agency and NGO receiving Pooled Funds can charge an overhead fee of up to 7 per cent. for each grant received.""In 2007 the Pooled Fund contributed to over 200 projects. Numerous field missions have come to the Democratic Republic of the Congo (DRC) in the past year: Office for the Coordination of Humanitarian Affairs (OCHA) donor Support Group, Pooled Fund Evaluation, Central Emergency Revolving Fund evaluation (CERF), and internal field missions undertaken by the in-country humanitarian team. Recommendations emanating from these missions include:"The need to strengthen the role of the Humanitarian Coordinator;""Better needs and gap identification;""Improved coordination between UN agencies and NGOs;""Donors to provide flexible, timely and unearmarked funding."The Department for International Development (DFID) is at the forefront of humanitarian reform internationally and within DRC. In DRC, this has translated into the establishment of a common Humanitarian Pooled Fund in 2006 ($120 million from eight donors in 2008) to provide the Humanitarian Coordinator with funds to target critical needs; support for the design of the yearly DRC Humanitarian Action Plan that better defines need and strategic priorities and is more measurable; and support for the Cluster Lead Agency coordination system that brings NGOs and UN agencies together to determine priorities and strategy under a common framework. Although work remains to improve the humanitarian response, all above elements, with DFID support, are improving the timeliness, effectiveness and quality of humanitarian assistance provided in the DRC.

Assessing progress against the Millennium Development Goals (MDGs) in the Democratic Republic of the Congo (DRC) is very difficult due to the lack to reliable data. The most recent social sector statistics data comes from a survey undertaken in 2001, which covered the third of the country under Government control at the time. DFID is supporting the Ministry of Plan’s Demographic and Health Survey in 2006 to start addressing this lack of accurate data. The United Nation’s Development Programme’s human development report for 2005, based on the 2001 survey, reports most recent statistics on the MDGs in the DRC as follows:
The situation has worsened for much of the population since 1990—as a result of civil war, large scale population displacement and the weakness of the state. It has been estimated that an additional 3.5 million people have died as a result of the war, either as direct victims of the conflict or from associated increased levels of disease and malnutrition.DFID’s engagement in the DRC has increased rapidly over recent years in recognition of the enormous humanitarian and development needs in the country. From spending £5.6 million in 2001-02, we have £62 million available this financial year. Our current transition programme follows the following themes:1. Security and the Rule of Law"Support for the disarmament, demobilisation and re-integration of ex-combatants through the Multi-Country Demobilisation and Re-integration Programme (MDRP), support to army integration, reform of the police and justice sector, and local level peacebuilding and dialogue initiatives through non-governmental organisations (NGOs)."2. Functioning State"This includes support for the transition institutions (such as the Parliament, Electoral Commission and High Media Authority), the establishment of a professional and impartial media sector, and preparation for elections. The UK is the largest bilateral donor to the electoral process in the DRC."3. Reconstruction"Support for infrastructure within the Government’s reconstruction plan, especially transport links; the development of a poverty reduction strategy paper (PRSP); support to the social sectors (health, education and water) largely through NGOs; and the fight against HIV/AIDS through the Joint United Nations Programme for HIV/AIDS (UNAIDS) and NGOs."4. Natural Resources and Enhanced Revenue Generation"We have funded research by Global Witness into the current state of natural resources management in the DRC. We are supporting the implementation of the Extractive Industries Transparency Initiative (EITI) in the DRC and developing our plans for further support for effective and transparent natural resource extraction and the re-establishment of border control systems."5. Humanitarian"Around half of our programme is spent on humanitarian interventions either through UN agencies or NGOs, to address the complex and chronic humanitarian emergency that has faced the people of the DRC since the war. Our funding is principally channelled to the UN’s Action Plan for the DRC through its pooled donor funding mechanism."

Improving the management of natural resource and improving revenue generation in the DRC is one of the main features of DFID's Country Engagement Plan for DRC. DFID funded the non-governmental organisation Global Witness to conduct research on natural resources in the Great Lakes region, and we have now developed a plan for long term involvement in the sector.DFID and the World Bank have been leading support to the implementation of the Extractive Industries Transparency Initiative (EITI) in DRC—which aims to improve revenue transparency between government and mining companies.DFID is also involved in the development of the World Bank's plans to support implementation of the DRC's forestry code—to ensure it provides for a sustainable timber business in DRC, and protects the livelihoods of forest dwelling communities and the environment.We are now developing a large programme of support to the minerals sector. This is likely to include continuing support to the implementation of the EITI, support for efforts to improve the regulation of companies involved in minerals extraction, and developing partnerships with the private sector to provide services to mining communities.
