Numerous field missions have come to the Democratic Republic of the Congo (DRC) in the past year: Office for the Coordination of Humanitarian Affairs (OCHA) donor Support Group, Pooled Fund Evaluation, Central Emergency Revolving Fund evaluation (CERF), and internal field missions undertaken by the in-country humanitarian team. Recommendations emanating from these missions include:"The need to strengthen the role of the Humanitarian Coordinator;""Better needs and gap identification;""Improved coordination between UN agencies and NGOs;""Donors to provide flexible, timely and unearmarked funding."The Department for International Development (DFID) is at the forefront of humanitarian reform internationally and within DRC. In DRC, this has translated into the establishment of a common Humanitarian Pooled Fund in 2006 ($120 million from eight donors in 2008) to provide the Humanitarian Coordinator with funds to target critical needs; support for the design of the yearly DRC Humanitarian Action Plan that better defines need and strategic priorities and is more measurable; and support for the Cluster Lead Agency coordination system that brings NGOs and UN agencies together to determine priorities and strategy under a common framework. Although work remains to improve the humanitarian response, all above elements, with DFID support, are improving the timeliness, effectiveness and quality of humanitarian assistance provided in the DRC.

The Department for International Development (DFID) is one of the largest humanitarian donors to the Democratic Republic of Congo with over £37.5 million pounds provided in support of the 2007 Humanitarian Action Plan (approximately 10 per cent. of the £361 million ($686 million) Plan). DFID provided £30 million of this funding through the Humanitarian Pooled Fund, managed by the United Nations (UN), which funds priority humanitarian interventions by UN agencies and Non-Governmental Organisations (NGOs). In 2007, approximately 50 per cent. of the Pooled Fund was channelled directly or indirectly through NGOs. Our remaining funding under the Humanitarian Action Plan (£7.5 million) was provided as direct grants of £2 million to the 2007 International Committee of the Red Cross appeal and £5.5 million to NGOs.In 2007, DFID provided £13.7 million of support through grants to NGO programmes working in non-humanitarian sectors in DRC. In total DFID provided £19.2 million of direct grants to NGOs in 2007.Summary:

The Department for International Development (DFID) recently launched the 2008 to 2010 Country Plan for the Democratic Republic of Congo (DRC) which sets out how we will ensure that UK assistance to DRC has the greatest possible impact in reducing poverty and ending conflict. We continually review the effectiveness of our aid, including through internal audit visits and a country programme evaluation planned for later this month. Building on the leading role DFID played in the development of a joint donor strategy for DRC, we continue to be actively involved in discussions with other donors to improve the quality of aid.

The information is as follows:Democratic Republic of Congo (DRC)In the DRC, the Department for International Development (DFID) makes the bulk of its humanitarian contributions through the UN's global Central Emergency Relief Fund (CERF), and through a national pooled fund. In 2008-09, DFID is the largest contributor to CERF, contributing £40 million (20 per cent. of the total), and expects to contribute £30 million to the pooled fund. For both funds, the decision as to how the money is spent is at the discretion of the UN. At this early stage in the year, it is therefore difficult to predict how much the World Food Programme (WFP) is likely to receive from these two sources. In 2007, the WFP received £7.25 million total from CERF and the pooled fund.MozambiqueDuring 2008-09, the WFP is likely to benefit from allocations from the UN's global CERF, to which DFID is the largest contributor. At this early stage in the year, it is difficult to predict how much WFP is likely to receive from this source. DFID currently does not have plans to contribute directly to the World Food Programme in Mozambique in 2008-09.In 2007-08, DFID's contribution to the WFP was £250,000. Through CERF, the WFP received £2 million.

The Department for International Development (DFID) has not made a formal assessment of the contribution that industrial logging makes to poverty alleviation in the Democratic Republic of Congo (DRC). However, experience from other countries tells us that, while logging activities can contribute significant revenue, their contribution to poverty reduction tend to be marginal unless local communities are closely involved in decision making about the use of forests and the distribution of benefits from forest exploitation. This is why the UK Government have been sponsoring the Roundtable process to develop alternative models for forest management and financing in the DRC. These will be presented to Congolese and international partners during a conference in Kinshasa on 23 and 24 June. One of the proposals to be presented is the introduction of community-based forestry management in the DRC which puts local communities at the centre of the decision making process for forest use.

The UK Government do not believe that a moratorium on all logging in the Democratic Republic of Congo (DRC) is either desirable or enforceable. The DRC is a desperately poor country emerging from civil war and it needs to be able to exploit its natural resources in a .sustainable way to drive reconstruction and the provision of basic services. Sustainable logging practices from countries like Mexico and Guatemala show that governments and communities can derive substantial benefits from logging activities. A blanket moratorium would also prevent the emergence of small-scale logging businesses which are an essential element of community-based forest management.

In 2007 the Democratic Republic of Congo (DRC) government, donor partners and a large part of DRC and international civil society adopted the Priority Agenda for the DRC's forests. The UK Government agree with all the parties to the Priority Agenda that forest land-use planning involving local people is essential for avoiding future conflicts in forest areas. We also agree that the moratorium should not be lifted until a national plan for granting new concessions has been developed involving the DRC government, NGOs, private companies and local people. The recent establishment of a national committee to agree a standard methodology for forest land-use zoning is an encouraging sign that the rights of forest-dependent people are being taken seriously. This methodology should be agreed by all relevant parties and applied successfully before new logging titles can be issued.

The hon. Gentleman is quite right that rape is used as a weapon of war, but it has now gone beyond that in the DRC. It is used to humiliate and terrify, tearing up families and communities. We are working on a major programme to reform the security and justice sector. We need a well-run, trusted and accountable police force, army and supporting civil service; we are ensuring that victims also support the legal process; we are training magistrates; and we are lobbying for more prosecutions.

My hon. Friend will be aware that it is absolutely essential that women are involved in any solutions to achieve security in areas such as the Democratic Republic of the Congo. The United Kingdom has been ahead of the game in having a national plan on United Nations Security Council resolution 1325, but as yet, none of the international forces, either at NATO or UN level, has such a plan. Will my hon. Friend persuade international forces that now is the time to prepare a UN plan on Security Council resolution 1325?
