To ask the Secretary of State for International Development, what her Department’s policy is on funding organisations that provide abortions that have (a) been found guilty of breaking the law and (b) ineffective procedures for addressing sexual misconduct.
The Department for International Development is clear that we will not fund illegal activities. We take issues of sexual exploitation and abuse and sexual harassment extremely seriously and demand the highest standards from all organisations the department works with. We have put in place new, enhanced and specific safeguarding standards and new funding will not be approved unless our partners meet these tough standards. When organisations uncover issues, we must not penalise them for being transparent, but support effective due process in the handling of such allegations.

What steps she is taking to protect aid projects following reports of sexual misconduct by Oxfam and other charity workers overseas.
We have introduced new safeguarding standards for all DFID programmes. I have requested and received assurances from our partners on their safeguarding policies and procedures. Internationally, we are leading the charge to raise standards. I have ensured that Oxfam’s withdrawal from bidding for funding has not impacted on beneficiaries.
As I announced in my opening response to topical questions, we have a process under way within our Department, working with civil society both in the UK and internationally, to look at how we can strengthen that relationship. As part of that though, I believe there will also be a discussion around standards and commitments that NGOs can make to ensure that they are part of a strategy that we are delivering, but a good part and one that does not have reputational risk to it.

by Oxfam to suspend all telephone fundraising in the UK while it investigates these claims of malpractice. What steps will she be taking to ensure that other charities embroiled in this case follow suit?
