To ask the Secretary of State for Transport, how many staff in his Department have been allocated to deal with issues related to international trade in (a) each of the past five years and (b) the next two years; and if he will make a statement.
In 2017, three members of DfT staff were directly working on international trade. In 2018 and 2019 the Department significantly expanded staff numbers allocated to this area. Since 2020 there has been a specific Trade Division in the International Directorate, with fourteen staff dedicated to these issues.
Many other staff in the Department have diverse work portfolios which include international trade as a part. It is not possible to quantify exactly how many officials overall work on international trade issues within DfT.
The Government will continue to monitor and provide for an appropriate level of resource to meet demand in this important area.

To ask Her Majesty's Government whether additional access will be provided to freight operators to support UK businesses trade internationally.
Access for EU and UK freight operators to one another’s markets is governed by the Trade and Cooperation Agreement (TCA) There are no restrictions on freight movements between the UK and EU. Once an international laden journey has been completed, a UK operator can make two freight movements in a 7 day period within the EU, one of which may be within a single EU country. EU operators can make up to two movements in a 7 day period in the UK following an international laden journey.
The Government has no plans to renegotiate the TCA at this time.

The Department does not hold data on the traffic flows and delays affecting motorways within 30 miles of Dover over the last 12 months. The Kent Resilience Forum (KRF) is responsible for traffic management in Kent.
The Department collects and publishes quarterly statistics on traffic at all UK major ports by direction. Data on the flows in and out of Dover for the last four quarters is provided in the table PORT0502 below. The next quarterly statistics will be published in September covering April to June 2022.

My Lords, I, too, thank the Minister for her explanation of the purpose and content of these regulations. As has been said, certain regulations on vehicles and carbon dioxide emission targets are currently regulated by the EU. The draft Road Vehicles and Non-Road Mobile Machinery (Type-Approval) (Amendment) (EU Exit) Regulations...

My Lords, I thank the Minister for her explanation of these regulations and recognise the urgent need to get them through in time for the end of the transition period, so I intervene not to oppose or amend the transposition, but to get a clearer idea of how the Government...

My Lords, my questions, of which I have given the Minister notice, relate almost entirely to the enforcement of standards. Can she tell us who enforces these regulations? Are the bodies that enforce them up to strength? Can they conduct real-time, on-the-road tests, other than occasional visits to vehicle inspection...

My Lords, here we are again, debating yet more of the necessary instruments ahead of the end of the transition period, following our leaving the EU. Of course, they are necessary; without them we would have no suitable regulations in place to replace those where the ultimate arbiter at present...

My Lords, I support other noble Lords who have already spoken. These statutory instruments cannot be argued with, because they are necessary and even innocuous. However, they raise the wider problems that we have with our transport system, one of which is air pollution.

My Lords, I had some sympathy with the noble Lord, Lord Kirkhope, when he started with the words “Here we are again”. These SIs are part of the mountain of paperwork which is part of the bureaucratic nightmare we have created for ourselves in leaving the EU. Those of us...

I once again thank the Minister for explaining the purpose and objectives of this SI. As the Explanatory Memorandum points out, it deals with the legislation related to market access and regulation for maritime transport services. The EU law in question dealing with market access is Council Regulation (EEC) 3577/92...
