To ask Her Majesty’s Government how much energy is released into the atmosphere in the form of waste heat by the UK's electricity generating industry annually.
To ask Her Majesty’s Government how much energy is released into the atmosphere in the form of waste heat by the UK's electricity generating industry annually.
Analysis from the Association of Decentralised Energy estimates that just under 10% of UK power stations capture their heat currently. The UK has a number of policies in place to promote the use of heat produced as a by-product from the UK’s electricity generation industry. These include incentives for good quality combined heat and power (CHP), as well as the £320m Heat Networks Investment Project which will encourage capital investment in hundreds of heat networks, which can use not only heat from power stations but also others sources of waste heat such as industrial processes.

The Department actively engages with other Government departments, including at ministerial level, on a range of interdepartmental groups engaged in reducing emissions from heating and working towards our renewable energy targets.

The Government’s recent consultation on reform of the Renewable Heat Incentive included a proposal to withdraw RHI support for solar thermal technologies. The consultation closed on 27 April. In taking a decision on the future of support for solar thermal we will consider all relevant factors including potential effects on the UK supply chain.

Under the 2009 Renewable Energy Directive the UK has a target to deliver 15% of its energy from renewable sources by 2020. The government recognises that solar thermal can contribute towards the attainment of the renewable energy target. In 2014, renewable heat provided 2730 tonnes of oil equivalent, around 20% of total renewable energy. Around 2% of renewable heat came from solar thermal.

To ask the Secretary of State for Energy and Climate Change, what assessment her Department has made of the potential of solar thermal hot water heating to tackle fuel poverty.
Any measure which reduces the energy costs faced by a fuel poor home will have a beneficial impact on tackling fuel poverty. However, in order to tackle fuel poverty most cost effectively, it is right to focus on measures that can yield the greatest reductions in energy needs at least cost.
For example, low cost insulation is typically more cost effective in improving the energy efficiency of fuel poor homes than other measures, including solar thermal.
That is why Government is committed to insulating 1m homes this Parliament, helping to tackle the root cause of fuel poverty through cost effective policy.
My hon. Friend raises an important point. My Department is absolutely committed to taking steps to support those in most need. Since April 2015, boiler replacements under the affordable warmth obligation to which my hon. Friend has referred have come with a one-year warranty, covering the function of both the boiler and the heating system that it serves. I would encourage all customers who have faced problems to register a complaint with their installer or energy supplier so that remedial action can be taken. I hope that that assists my hon. Friend.

Grants may be available locally. The Government supports the replacement of heating systems with renewable heating alternatives through the Renewable Heat Incentive, a tariff-based scheme.
The Affordable Warmth Obligation, which is part of the Energy Company Obligation, provides heating (e.g. replacement or repair of a boiler or electric storage heater) and insulation measures to consumers living in private tenure properties that receive particular means-tested benefits. This obligation supports low income consumers that are vulnerable to the impact of living in cold homes.

In the final quarter of this year DECC will publish summary tables, including regional breakdowns, of the data gathered as a result of the notification requirement in the Heat Networks (Metering and Billing) Regulations. Due to the commercially sensitive nature of the data, this information will be aggregated rather than a list of individual networks.
