While we have not yet made an assessment of this particular matter, the UK supports refugees remaining in host countries in the region, and supports host countries to accommodate them. As part of this, we are working in partnership with host countries to help them to expand job and education opportunities for refugees in a way that will enable them to better support themselves and give them skills for the future. We are also helping host countries to cope with the impact of refugees on local services.

âThe Foreign & Commonwealth Office commissioned a Joint Analysis of Conflict and Stability (JACS) in 2017 (refreshed in 2019) for the Western Balkans. A JACS is a strategic assessment used to strengthen cross-government approaches to tackling conflict and instability overseas. The analysis covered youth unemployment as well as migration and "brain-drain". In addition, the Foreign & Commonwealth Office has commissioned analysis on 'The Cost of Youth Emigration from Serbia' and analysis by the British Council for the Conflict, Stability and Security Fund (CSSF).
Through the CSSF, the Government funds the following projects to help tackle unemployment in the Western Balkans:
21st Century Schools; which will provide training to children in over 4,500 schools, to improve digital literacy and core skills across the Western Balkans.;
a project supporting employment and social services for vulnerable youths in Albania; and
in North Macedonia working jointly with the National Youth Council and IT Chamber of Commerce to support digital skills training to young people in return for community work.

The agenda of the Western Balkans Summit meeting in July will be shared with participants in advance. Details of the topics and themes the leaders and ministers will discuss are detailed on the .gov.uk Western Balkan Summit webpage, and more will be published as the Summit approaches.
The Summit is an important opportunity for civil society and young people from across the region to share their views with attending leaders. We have engaged with civil society and youth prior to the Summit to help shape the agenda. They have told us that youth unemployment in the region is a major challenge, which they intend to raise with ministers at the Summit. The Summit will also focus on regional economic integration, connectivity, digital and entrepreneurship – all of which can significantly impact youth unemployment.
Non-governmental organisations have been invited to the Summit to contribute their expertise and help shape initiatives.

The UK Government regularly discusses the future of the Occupied Palestinian Territories with both Israeli and Palestinian authorities. We are clear that it is necessary for the parties to take urgent steps to encourage prosperity and development in the West Bank and Gaza. We will support those efforts that we believe will take us closer to seeing a peaceful Palestinian state alongside a secure Israel.

We are not aware of any indications to date that the UK and Russian suspension of flights to Sharm el-Sheikh is having a negative impact on the security situation there. We are conscious of the economic impact which flight suspension and the resulting drop in tourism continues to have. We look forward to achieving the return of flights once we can be assured that the necessary security environment can be sustained. The safety of British nationals is our main concern.

We are aware of reports of some third country migrant workers not receiving payments. This is a matter for the parties involved in each situation to find a solution.

We have regular dialogue with the Tunisian government on a range of issues, including their economic development, particularly in marginalised areas like Kasserine.
UK support to Tunisia has doubled in the last year to nearly £6 million, and we will continue this high level of support in the next financial year. Since 2011, working with international partners and using funds including the Arab Partnership, Arab Partnership Economic Facility and Conflict Security and Stability Fund, the UK has supported private sector development, vocational training, job creation, economic governance and transparency, including in marginalised areas. Partners such as Germany, the US, France, the EU, the European Reconstruction and Development Bank, the World Bank and the European Investment Bank are also involved in similar initiatives. It is also important that the Tunisian government sets out and implements its vision for economic and social development. This will help ensure that international support is sustainable.

We are very concerned about the high level of unemployment in Kosovo and its impact, particularly on young people. We have been working with the Kosovo government to help support job creation, including through their 2016-2020 National Development Strategy, which will promote economic growth in Kosovo. The UK has recently funded a number of projects to tackle unemployment across all communities in Kosovo, including young people and women. These include creation of a Business Hub and Career Counselling Centre for young people, growing Information and Communications Technology companies, and providing career services to students in Vocational and Educational Training schools.
We very much welcome the adoption and subsequent ratification of Kosovo’s EU Stabilisation and Association Agreement (SAA). This represents a significant step for Kosovo along the country’s EU path. The SAA will support the objectives of the National Development Strategy, and help promote the right environment for job creation. It will bring added EU scrutiny and assistance, reinforcing co-operation in areas such as the rule of law, Kosovo’s transition to a functioning market economy, and the gradual development of a free trade area between Kosovo and the EU. We are encouraging Kosovo’s leaders to use the SAA to improve the rule of law and to implement the political and economic reforms needed to improve the business environment and economic opportunity in Kosovo.

The Action Plan agreed at the Valletta Summit on 11/12 November set out a clear strategy for tackling irregular migration that focuses on the root causes as well as the consequences. The Plan highlighted in particular the importance of providing greater job opportunities for young men and women, and stepping up support to young people in acquiring labour market-relevant skills through education, vocational training and access to digital technologies. These efforts will be supported through increased EU and bilateral funding - including a new EU Trust Fund - which we assess will help tackle youth unemployment and other drivers of migration.
The UK is committed to ensuring that the pledges made at Valletta are followed up quickly and that progress is monitored. In the Horn of Africa, the main mechanism to achieve this will be the EU/African Union “Khartoum Process” on tackling migration. The UK took on the chair of the Khartoum Process on 23 November and hosted a Senior Officials Meeting in London on 24 November. Alongside our partners, we will use this process to drive forward concrete action.

While we have not discussed this specific report by the World Bank with the Government of Israel, we continue to stress to the Israeli authorities the damage that their restrictions are doing to the living standards of ordinary Palestinians in Gaza and that supporting legal trade for Gazans is firmly in Israel’s long-term interests.
The Department for International Development’s current work on Gaza addresses the key access constraints, promotes economic growth and provides support to the poorest and most vulnerable parts of society.

The recent EU Initiative for Bosnia and Herzegovina (BiH) stresses the need for socio-economic reform which aims to tackle, amongst other important issues, unemployment. During his visit to BiH last week with his German counterpart, the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) reiterated Her Majesty’s Government support for the EU Initiative, and emphasised that it was time to stabilise and stimulate the economy and to create jobs – especially for the young. We welcome the BiH Presidency’s agreement to a written commitment to the EU Initiative, and look forward to their pledges being swiftly implemented.
