To ask The Leader of the House what steps she is taking to ensure the Department of Health and Social Care answer Questions for Written Answer within 10 working days.
It is regrettable that the Department for Health and Social Care has missed the 10 day response target for Questions for Written Answer in recent times. The department is seeing a significant increase in the volume of questions which has impacted on their system, I have been given reassurances that they are focusing on this area as a priority.
I regularly raise the importance of meeting the 10 day target to all Lords Ministers at our weekly Front Bench meetings.

The Secretary of State for Culture, Media and Sport and the Secretary of State for Science, Innovation and Technology wrote to all Peers on 18 March, outlining the Government's approach to the issue of AI and copyright. The report and impact assessment required under the Data (Use and Access) Act 2025 were published and laid before Parliament on the same date, fulfilling the statutory requirements. There are no plans to schedule a debate in the current parliamentary session.

Parliament is not formally notified when legislation proceeds under the urgent measures process. However, paragraphs 6.12 and 6.13 in the Better Regulation Framework outlines the process for urgent measures. Under this process, “it is still expected that the required analysis of impacts is presented to Parliament alongside the legislation or, where that is not possible, as soon as practical thereafter”. In regards to scrutiny by the Regulatory Policy Committee this should also be published to accompany the final Impact Assessment.

Since September 2024 there have been 29 House of Lords Select Committee Reports which have not been responded to by His Majesty’s Government within the recommended time. This does not include responses to Delegated Powers and Regulatory Reform Committee, Constitution Committee or Joint Committee on Human Rights reports as they are usually published in time for particular stages of bills rather than the usual two month period. My office regularly follows up with departments who fail to meet the recommended response period.

The current disproportionate cost threshold for written questions is £850. A review was undertaken in 2021 following the House of Commons Procedure Committee’s report, as a result the methodology in the 2022 version of the Guide to Parliamentary Work was updated. The threshold is set at 140% of the Freedom of Information Act cost limit which is currently set at £600, to the nearest £50. The Government will carry out an updated estimate on the cost of questions for written answer in due course. Any artificial intelligence used will adhere to Civil Service guidance in the “Artificial Intelligence Playbook for the UK Government” which sets out principles for the use of a wider range of artificial intelligence technologies safely, effectively and responsibly.

The Government does not collect data on the proportion of answers to written questions that are either researched or drafted using artificial intelligence tools. There is no specific cross - Government policy guidance relating to questions, but the Government Digital Service has published the “Artificial Intelligence Playbook for the UK Government” document which sets out principles for the use of a wider range of artificial intelligence technologies safely, effectively and responsibly.
