The Natural Environment Research Council (NERC) and the British Antarctic Survey (BAS) no longer have any employees enrolled in the Merchant Navy Officers Pension Fund Scheme. There are no anticipated upcoming costs to these organisations related to this scheme with their share of the fund’s future deficit having been paid in full. As there are no active members of the scheme who are current employees of NERC or BAS an estimate cannot be made of entitlements as records of current pensions scheme memberships are not held.

We understand this is a very difficult time for employees and businesses across the UK, particularly those impacted by the sharp reduction in transportation and travel. The Government has made an unprecedented support package available to businesses to avoid job losses, where possible. Measures include access to billions of pounds of loans, grants, guarantees, and tax deferrals, as well as extending the Coronavirus Job Retention Scheme to October 2020.
The Government will continue to engage with businesses and do everything we can to support jobs as we re-open the economy.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what steps he is taking to ensure that major employers of UK seafarers do not make staff redundant due to the covid-19 outbreak.
The Coronavirus Job Retention Scheme is designed to help employers whose operations have been severely affected by coronavirus (COVID-19) to retain their employees and protect the UK economy. The scheme will help businesses to retain staff and reduce the need for redundancies.
Any entity with a UK payroll can apply to the Coronavirus Job Retention Scheme as long as they have: (1) created and started a PAYE payroll scheme on or before 19 March 2020, (2) enrolled for PAYE online and (3) a UK bank account. This applies to any employer, including those employing seafarers.
My Rt. Hon. Friend Mr Chancellor of the Exchequer has now announced that the scheme will be extended, in full, until the end of July. After July, we will introduce more flexibility to the furlough scheme so that we move out of it in a measured way that protects people’s incomes and helps support furloughed employees as they return to work. This will run for three months from August through to the end of October.

Workers who ordinarily work in the UK are entitled to minimum wage for all of their work, including, for example, for work on ships located outside the UK servicing offshore installations. Furthermore, workers on UK registered ships are entitled to minimum wage for all their work on the ship wherever it is located, unless they work entirely outside the UK or are not ordinarily resident in the UK.
This Government takes minimum wage enforcement seriously and is committed to ensuring all employers pay their workers correctly. We continue to invest heavily in minimum wage enforcement, increasing the budget to over £25 million for 2018/19, up from £13 million in 2015/16. In addition to following up on every worker complaint received, HMRC undertake proactive investigations and conduct awareness raising activities amongst both employers and workers.
Last year, HMRC identified record arrears of £15.6 million, for over 200,000 workers.

In collaboration with the Department for Transport and maritime stakeholders, we have been developing more detailed guidance on minimum wage law with respect to seafarers. Once this work has been completed, the guidance relating to seafarers will be published as part of a periodic update to the broader guidance on compliance with the National Minimum Wage.
