Joan Ruddock: To ask the Minister for Women, what support the Government is giving to the Iraqi Women's Higher Council. [182674]
Ms Hewitt: The Iraqi Women's Higher Council (IWHC) was the first of a number of women's organisations to evolve over the last year.
Following a scoping study of the needs of new, emerging women's NGOs in Iraq, commissioned by DfID earlier this year, the UK is now
supporting the development of a diverse NGO sector. We believe this will provide a strong and sustainable base for ensuring women's
voices are heard, and women play a full part in the future of their nation. Currently we are helping to increase women's
organisations' influence in national policy and the political process through both the Civil Society Support Fund and the Political
Participation Fund.

Ms Hewitt: I am delighted to hear that six women have now been appointed as Ministers in Iraq. I am especially pleased to hear that
the Iraqi interim Government has created the post of Minister of State for Women.

Ms Hewitt: I have been very involved in supporting Iraqi women to play a full role in the leadership of their country.
I recently met Dr. Raja Khuzaai, one of the two female members of the Iraqi Governing Council, to discuss concrete ways to support
women's full involvement in the emerging political structures.
I have also pledged my full support for the establishment of an Iraqi Women's Higher Council--a non-governmental advisory body on
women's issues.

Ms Hewitt: Two weeks ago I met Dr. Raja Khuzaai, one of the two female members of the Iraqi Governing Council. In July I met the US
Special Envoy, Amb. Bremer, in Baghdad. I impressed on him the importance of women's full involvement in the emerging political
structures--this includes the Constitutional reform process.
I have pledged my full support for the establishment of an Iraqi Women's Higher Council--a non-governmental advisory body on women's
issues.

Joan Ruddock: To ask the Minister for Women what follow-up action has taken place in the United Kingdom following the Voice of the
Women of Iraq conference on 9 July. [132148]
Ms Hewitt: [holding answer 14 October 2003]: Since the Voice of Women of Iraq conference that I attended in July, the Government
have seconded two gender experts to the Coalition Provisional Authority in Baghdad and Basra. They will take forward the work
started in May by the secondee from my Women and Equality Unit, in supporting Iraqi women and to help determine a national policy
for women. I continue to meet with a group of Iraqi women to listen to their concerns and experiences, as well as discuss ways to
support Iraqi women during this critical phase. I have continued to stress the need to ensure substantial women's representation in
all strands of the rapidly evolving political and reconstruction process at the highest level.
