What steps his Department is taking to help support the medium-sized helicopter industry in the South West.
What steps his Department is taking to help support the medium-sized helicopter industry in the South West.
Helicopters form an important part of our integrated operating concept. Through past and current investment in rotary capability, the UK industrial base remains well placed to support existing and future helicopter platforms. Positive progress is being made towards the next stage of the competition with the three downselected suppliers: Airbus Helicopters UK, Leonardo Helicopters UK and Lockheed Martin UK.
Can my hon. Friend confirm that the invitation to negotiate for the medium-sized helicopter will indeed be issued by the end of December?

I am grateful to my hon. Friend. We are keen to get on with this, and that is certainly our intention. At the moment, we are in the process of securing final cross-Government approval. As I said, that is our aim, but I cannot absolutely guarantee it.
Will my right hon. Friend update the House on progress being made with the new medium-sized helicopter procurement, noting that Leonardo Helicopters in Yeovil is the only end-to-end helicopter manufacturer in the UK and supports hundreds of jobs in West Dorset? I would like to make the case again for the AW149.

I reassure my hon. Friend that he will have plenty of opportunity to lobby on behalf of his constituents and others in the south-west. The new medium helicopter competition will align with the defence and security industrial strategy; the competition’s contract notice and dynamic pre-qualification questionnaire were released on 18 May this year and responses are now being evaluated to determine a shortlist of credible suppliers. The second half of the competition, in which we will ask the selected suppliers to provide more detailed responses, is due to be launched later this year.

I would like to update the House on the exciting progress of the United Kingdom’s future combat air system programme, Tempest. At Farnborough international airshow this week, our industry and international partners are showcasing the new FCAS capabilities, demonstrating the momentum we have achieved. Today, I can announce that a flying demonstrator aircraft is being developed by the UK MOD and Italian industry. This piloted combat air demonstrator will fly for the first time within the next five years and is an important step in
ensuring that our technology skills and industrial capability are ready for the future. I am delighted that the UK is working alongside Italy, Japan and Sweden on the same combat air journey. We intend to take collaborative decisions by the end of the year.

To ask the Secretary of State for Defence, what assessment he has made of the future possibilities for British defence manufacture under the Future Soldier plan for the Army.
As set out in DSIS there will be significant opportunities for UK Defence Manufacturers in meeting the requirements for enhanced Army Capabilities. Further information will be available on the publication of the Equipment Plan and Land Industrial Strategy.

We expect the New Medium Helicopter Procurement to be the subject of Competition. However, at this stage I am not able to comment on the impact of the competition on economic activity or job numbers.

We recognise the need to understand and manage risk in our supply chains, including rotary wing, and work closely on this with the defence industry, including through the defence suppliers forum. We are also engaged with the cross-Government global supply chains initiative, which is aimed at improving resilience in public procurement.
I was particularly pleased to learn of Leonardo’s £1 billion investment proposition to provide a great future for the site in Yeovil—where many of my West Dorset constituents work—as a global centre of military excellence. Will my right hon. Friend kindly ensure that we in the UK, and the Leonardo business in particular, will secure more transformational industrial innovation, as he envisaged under the defence and security industrial strategy?

Yes. I welcome Leonardo’s investment in West Dorset and in UK manufacturing as a whole. The defence and security industrial strategy will ensure that the UK can continue to have competitive, innovative
and world-class defence and security industries. The MOD is investing in emerging technology, utilising the UK’s strong industrial and research base. Through our forward-looking strategic partnerships, we will drive collaboration on cutting-edge information.

Chris Loder (West Dorset) (Con):
Leonardo helicopters, based in Yeovil, is a big employer for my West Dorset constituency. Its success in gaining foreign direct investments rests on the Government choosing its state-of-the-art AW149 for the military’s new medium helicopter. Will my hon. Friend confirm that the Government will be supporting West Dorset, and indeed the constituents of my hon. Friend the Member for Yeovil (Mr Fysh), with a British manufacturer of helicopters when making this choice?

I confirm our intention to acquire a new medium lift helicopter for the armed forces later this decade, and I assure my hon. Friend that all options will be considered to ensure the best outcome for our defence and security requirements, and indeed for the prosperity of the UK.
To ask the Secretary of State for Defence, with reference to the Integrated Review of Security, Defence, Development and Foreign Policy, what plans he has for The Rifles, the successor regiment of the Devonshire and Dorset Regiment.
To ask the Secretary of State for Defence, with reference to the Integrated Review of Security, Defence, Development and Foreign Policy, what plans he has for The Rifles, the successor regiment of the Devonshire and Dorset Regiment.
The Secretary of State set out his vision for the Armed Forces when he launched the Defence Command Paper "Defence in a Competitive Age" on 22 March 2021. As he made clear, a transformation such as this requires significant reorganisation of force structures.
The Army will therefore in the next several months refine and test the designs, capabilities and structure of Army units before more detailed announcements can be made. Future announcements will include the Reserve Forces 2030 review, which builds on the work already done on utilising our reserves to make sure the whole force is better integrated and more productive.
I can however in the interim confirm that, as the Defence Secretary said, 4th Battalion The Rifles, currently a Specialised Infantry Battalion, will be one of the four battalions which seeds the new Ranger Regiment, carrying through its historic character and ethos to the benefit of the new unit.
To ask the Secretary of State for Defence, what the purpose is of the operations undertaken by the Light Dragoons Regiment in Mali.
To ask the Secretary of State for Defence, what the purpose is of the operations undertaken by the Light Dragoons Regiment in Mali.
UK Armed Forces, led by the Light Dragoons, joined the UN peacekeeping mission in Mali, MINUSMA, in December 2020. UK troops are fulfilling tasks mandated by the UN Security Council as a unit under UN command. In response to the Mission’s capability requirements, the UK task group is delivering a specialist reconnaissance capability for MINUSMA, improving the mission’s situational awareness and overall performance, particularly its ability to protect civilians. The UK contingent is enabling intelligence-led operations in support of the mission’s mandate, offering crucial support to the mission to better understand threats and to shape the mission’s response. The UK deployment to MINUSMA reflects our continued commitment to, and leadership in, multilateralism, and international peace and security. It also forms part of HMG’s wider efforts in Mali and the Sahel, alongside diplomatic and development activity in support of regional stability.
With the Government’s integrated review due to be published imminently, potential investment in programmes such as Tempest would clearly align with the Government’s agenda for skills, development and social value. The defence sector employs unique, high-end design and manufacturing capabilities across the UK, with significant export potential, so how will constituents benefit from this?

Many constituencies and many constituents will benefit from it. I know my hon. Friend is a fierce advocate for Leonardo helicopters in his part of the world. In that particular case, we really value our strategic partnership arrangements and recognise the contribution that they make to UK prosperity. We will shortly be publishing the findings of our review into the defence and security industrial strategy, setting out our strategic approach to a number of sectors.

The Department is committed to supporting UK helicopters and the defence industry more broadly. Over the next decade, we plan to spend over £180 billion on equipment and equipment support, which currently includes around £10.9 billion on helicopter capability.
Many of my constituents in West Dorset work for Leonardo Helicopters in Yeovil, where redundancies have recently been announced. That is of great concern to me, my constituents and those of my hon. Friend the Member for Yeovil (Mr Fysh). What is the Minister doing to support the company?

I share my hon. Friend’s concern. I am pleased to reassure him that those redundancies do not relate to any changes of plan on Ministry of Defence work, but rather to a decision taken by the company to ensure that it remains on a financially strong footing. We continue to work actively with Leonardo on its excellent Merlin and Wildcat helicopters, and I am pleased to support its export drives, including earlier this month in person, in Poland.
