Reports of human rights violations in Tibet are deeply concerning. This Government stands firm on human rights, including against China's repression of the people of Tibet, and we continue to raise our concerns at the highest levels; the Prime Minister raised Tibet during his meeting with Xi Jinping in January.
We champion the right to freedom of religion or belief for all abroad, including Tibetan Buddhists, across a wide range of international fora; the UK's Human Rights Ambassador raised our concerns around restrictions in Tibet at the UN Human Rights Council on 16 March.

The language proficiency of Foreign, Commonwealth & Development Office (FCDO) staff cannot adequately be assessed solely by looking at the number with current C1 and C2 qualifications, as this does not take into account those staff members who may hold other qualifications in those languages or be native speakers. A full record of staff language capabilities is not centrally held, and could only be obtained at disproportionate cost.

This Government stands firm on human rights, including China's repression of the people of Tibet. This includes concerns about the erosion of Tibetan cultural rights and traditions by the Chinese authorities.
We raise our concerns at the highest levels: the Prime Minister, Foreign Secretary, Chancellor, Energy Secretary and I all raised human rights recently with our Chinese counterparts. We also continue to work closely with our international partners to hold China to account for human rights violations. On July 2 the UK convened an event in the Human Rights Council to reaffirm the right to freedom of religious belief for all, including Tibetan Buddhists.
The Foreign, Commonwealth and Development Office is taking action to limit the impact of foreign information manipulation and interference (FIMI), which includes disinformation and propaganda, and working with international partners to forge a collective counter FIMI agenda.
We continue to encourage freedoms for religious and cultural expression in Tibet and across China.

In liaison with other government departments and the UK National Commission for UNESCO (UKNC), the FCDO partnered with the Bangladesh High Commission and High Commissioner for the 6th year to celebrate International Mother Language Day (IMLD) in London. IMLD was supported by the UK's Permanent Delegation to UNESCO, with UKNC, focussing on the theme of International Mother Language Day celebration for 2024 which is "Multilingual education is a pillar of intergenerational learning". The UK Permanent Delegate to UNESCO also promoted IMLD through e-communications and social channels, including support for IMLD related activities taking place around the UK, for example celebrating local musicians performing in their mother language in Wales.

The UK prioritises foundational learning (literacy, numeracy and socio-emotional skills) for all children across our education programmes. This recognises that foundational learning is crucial to achieving higher order skills and reaping the full benefits of education. We are focused on delivering evidence-based interventions. A key part of the evidence on what works in literacy is ensuring that children learn in their mother tongue. We therefore advocate for the teaching of basic early education in children's native language. We encourage countries to delay the transition to another language of instruction to later in children's education once they have secured foundational learning.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, whether he plans to take steps to discuss the use of Tibetan language in schools within that country with his relevant international counterparts at the next G7 summit.
We are aware of reports that Tibetan parents are being coerced into sending their children to boarding schools in Tibet with no access to traditional Tibetan learning. We continue to raise the situation in Tibet with the Chinese authorities, and in March, we raised the issue of boarding schools in our Item 4 statement at the UN Human Rights Council (HRC). We also coordinate with partners to draw international attention to the human rights situation in Tibet. In June 2022, a UK led lobbying effort helped to secure the support of 46 other countries for a joint statement at the HRC which highlighted the situation in Tibet, and called on the Chinese authorities to abide by their human rights obligations. On 18 April a G7 Foreign Ministers Communiqué noted that all G7 countries continue to raise concerns with China on human rights violations, including in Tibet. We will continue to work with international partners and press China to cease human rights violations.

We closely monitor the human rights situation in Tibet, including reports of the erosion of Tibetan language and culture. We continue to urge China to respect all fundamental rights across the People's Republic of China, including in Tibet, in line with both its own constitution and the international frameworks to which it is a party. In June 2022, a concerted UK lobbying effort helped to secure the support of a record 47 countries for a statement at the Human Rights Council that urged China to comply with its obligations with regard to the protection of human rights, including in Tibet. We also continue to press the Chinese authorities to respect religious and cultural freedoms and allow unrestricted access to Tibet for international journalists, NGOs and diplomats.
