To ask the Secretary of State for Levelling Up, Housing and Communities, what steps he is taking to ensure that digitally excluded older people can access the Government Property Portal.
To ask the Secretary of State for Levelling Up, Housing and Communities, what steps he is taking to ensure that digitally excluded older people can access the Government Property Portal.
The Property Portal is being designed in line with the Government’s Digital Service Standard. One of these Standards is to ‘Make sure that everyone can use the service’ including disabled people, people who do not have access to the internet or lack the skills or confidence to use it. We also intend for the Property Portal to have offline routes available to all users. To support this, the next phase of digital development of the Property Portal will include ongoing accessibility testing with representatives from all user groups.
My officials have recently met with Disability Rights UK and Independent Age to discuss accessibility and the Property Portal and have reassured them of the intent to follow the Service Standard and provide an offline route for users.

To ask the Secretary of State for Levelling Up, Housing and Communities, what steps his Department is taking to increase access to green spaces.
National Planning Policy sets out that access to high quality open spaces and opportunities for sport and physical activity are important for the health and well-being of communities.
The Government is firmly committed to protecting and creating more parks and green spaces. Through the Levelling Up Parks Fund we have provided £9 million to create new or significantly refurbish existing green spaces.

To ask the Secretary of State for Levelling Up, Housing and Communities, what assessment he has made of the nature of challenges to access social housing for people aged 16 to 24.
Local Housing Authorities do not allocate social housing based on age. Social housing is prioritised for those in identified housing need by means of the statutory ‘reasonable preference’ (priority) requirements.

To ask the Secretary of State for Levelling Up, Housing and Communities, how many officials in his Department work on access to nature; and what the full-time equivalent of those officials is.
The Department for Levelling Up, Housing, Communities and Local Government’s role in policy on access to nature and open and green spaces spans planning policy, levelling up funding and communities policy. Staff in the department often work across a range of policy areas which may include work on access to nature and therefore it is not possible to specify exact numbers.
The Department publishes an organogram showing all staff roles at the following link.

The National Planning Policy Framework (NPPF) is already clear that transport issues should be considered from the earliest stage of plan-making and development proposals. This enables potential impact of development on transport networks to be addressed, including access. Local Plans should be prepared with the active involvement of local highways authorities. When determining a planning application for development which involves access to or from a trunk road the local planning authority must consult the local highways authority. They will provide expert advice, based on technical standards and on any adopted local transport plan policies, relating to highways safety and impacts on the transport network as a whole.

The right hon. Gentleman is giving a great speech and articulating the value of parks to our many local communities, including those across north London. Many parks are under unprecedented threat, whether from financial interests or from development—not least Stanley Park in my constituency, which was voted England’s best park...

I thank the hon. Member for his intervention. Stanley park is a wonderful park and a great place. Many other parks around the country are iconic and beautiful and all are at risk because of the danger of local authorities agreeing to a planning rule change that would allow parts...

I welcome this point being made, because parks have a clear benefit for our communities. They are an important cultural asset, but also improve people’s health and have an important role to play in maintaining our natural environment. Public Health England recognises the value of parks for people’s physical and...
