To ask His Majesty's Government what assessment they have made of the collapse of Cheshunt Lakeside Developments Ltd with reported debts to Broxbourne Borough Council of over £1 million and to Homes England of £18.7 million; and what is the likelihood of recovery of those debts.
To ask His Majesty's Government what assessment they have made of the collapse of Cheshunt Lakeside Developments Ltd with reported debts to Broxbourne Borough Council of over £1 million and to Homes England of £18.7 million; and what is the likelihood of recovery of those debts.
Local authorities are independent bodies and Broxbourne Borough Council's recovery of debt is in the first instance a matter for the council. Nonetheless, the Government stands ready to speak to any council that has concerns about its ability to manage its finances or faces pressures for which it has not planned.
Homes England is working closely with the insolvency administrators for Cheshunt Lakeside development site. The Agency is keen to see a workable solution that allows housing delivery to continue. Until the sale of the site has been concluded, the Agency is not able to comment on any potential loss in relation to its recoverable loan.

Local government in England will see an increase in Core Spending Power of up to £4.5 billion next year, or 7.5% in cash terms, an above-inflation increase, rising from £60.2 billion in 2023-24 to up to £64.7 billion in 2024-25. Councils must manage the costs of borrowing as part of their overall financial position, and should ensure that all borrowing is prudent, affordable, and sustainable.
The Levelling Up and Regeneration Act provides new powers for central government to step in when councils take on excessive risk through disproportionate debt. It will also provide powers to address risk from historic practices. We stand ready to speak to any council that has concerns about its ability to manage its finances or faces pressures it has not planned for.

Councils are ultimately responsible for their own finances, including decisions on the timing of borrowing, and the type and length of loan to manage interest rate risks. The effect of interest rates will vary significantly between councils depending on individual circumstances and financing needs, and the government does not collect this level of data. Under the Prudential Framework, authorities must, however, ensure all debt is affordable and capital investments are prudent and sustainable.
Local council tax payers in Warrington quite rightly expect high levels of governance and transparency when councillors are using public money to invest in commercial businesses, which carries a high level of risk. Does the Minister agree that the decision by Labour-run Warrington Borough Council to reduce the number of opposition councillors on its audit committee flies in the face of good governance and that questions need to be asked about how it is managing its £1.8 billion debt?

To ask the Secretary of State for Levelling Up, Housing and Communities, what steps (a) employees, (b) creditors and (c) Government departments can take to recover monies owed to them by town or parish councils.
The Government is aware that Staveley Town Council is experiencing financial difficulties. The Government has engaged with Staveley Town Council and Chesterfield Borough Council to help facilitate a local resolution, and will continue to monitor the situation.
Parish councils are responsible for setting their level of Council Tax to meet the service needs of their area and for maintaining robust financial management. If local councils experience financial difficulties, the government expects that they should take all necessary step to manage the pressures locally and engage with their Principal Authority.
Parish councils are not defined as best value authorities within the Local Government Act 1999 and so the government does not have the powers to intervene using the best value powers. The government is also not able to provide direct financial support to parish councils. Responsibility for reviewing and making decisions with respect to parish councils is devolved to local authorities and their communities.
