To ask His Majesty's Government what assessment they have made of the progress in ensuring immigrants from Hong Kong achieve employment commensurate with their education and skills; and what steps they are taking to assist new and recent arrivals to achieve this.

Since April 2021, DLUHC's Hong Kong British National (Overseas) [BN(O)] Welcome Programme has provided universal and targeted support. For the financial year (FY) 23/24, this included funding for VCSE organisations at both a national and regional level to deliver employability support.
In 2024/25, we continue to fund local authorities across England to provide English language support, alongside a network of Welcome Hubs across the UK.
Recent research has shown that almost half of employed BN(O)s, of all levels of skill and qualifications, report that their job does not match their skills and experience. To address this need, further VCSE grant funding is being provided in FY 24/25, for targeted employability support in England only. The deadline for grant applications was the 28 April and the successful organisation will be announced shortly.
BN(O) visa holders can also contact their local Hong Kong BN(O) Welcome Hub (delivered by Strategic Migration Partnerships) which DLUHC funds for further information on employability support offered locally.

If a person has equal treatment protection in matters of housing under the Withdrawal Agreement, the EEA-EFTA Separation Agreement or the Swiss Citizens’ Rights Agreement, they will meet the UK connection test as proposed in the consultation on social housing allocations reform.
The UK connection test will only need to be met by individuals who make an application for social housing, not the entire household.
To ask His Majesty's Government what is their assessment of the impact on the housing market of net migration reaching 745,000 in 2022.
To ask His Majesty's Government what is their assessment of the impact on the housing market of net migration reaching 745,000 in 2022.
Net migration inevitably has an impact on demand for housing. That is why this Government continues to act to control migration and stop illegal migration.
The Nationality and Borders Act 2022 has started delivering a major overhaul of our immigration and asylum system, laying the foundations for further immigration and asylum reform.
To ask the Secretary of State for Levelling Up, Housing and Communities, whether his Department have made an assessment of the potential impacts of implementing a national migration strategy on (a) planning, (b) housing and (c) house prices.
To ask the Secretary of State for Levelling Up, Housing and Communities, whether his Department have made an assessment of the potential impacts of implementing a national migration strategy on (a) planning, (b) housing and (c) house prices.
It is obvious that a rising population due to net migration puts pressure on housing supply, ultimately leading to rising prices.
The standard method is used by councils to inform the preparation of their local plans, by considering how many new households there might be in an area in the future, as well as local wages and house prices.
The Government is committed to delivering new 300,000 homes per year to help create a more sustainable and affordable housing market. Since 2010, over 2.2 million additional homes have been delivered. Annual housing supply is up 10% compared to the previous year with over 232,000 net additional homes delivered in 2021/22. This is the third highest yearly rate for the last 30 years.
There is evidence suggesting that immigration has contributed to rising house prices. The impact on prices in a local area of course depends on local supply and a variety of other factors. The Migration Advisory Committee found in 2018 that at a local authority level a 1% increase in population due to net migration increased house prices by 1%. DLUHC internal analysis supports a link between net migration and rising house prices.

My Lords, I thank all noble Lords who will take part in this important debate. In 2018, to celebrate Windrush’s 70th anniversary, I had a vision of creating a Windrush garden for the Royal Horticultural Society Chelsea Flower Show. The RHS was fully behind the idea, and I set about...

My Lords, I thank my friend, the noble Baroness, Lady Benjamin, for this short debate. It is very significant at this time as we recognise the rights of workers and the importance of the National Health Service, both of which were fought for and built by the Windrush generation.

My Lords, the celebration of the Windrush generation is long overdue. Just think of all those men and women who were born thousands of miles away in a land they loved and left their friends and loved ones behind, making their way to the shores of this sceptred isle, seeking...

My Lords, the history of Afro-Caribbeans in modern Britain begins with the arrival of the “Empire Windrush” on 21 June 1948, which brought hundreds of passengers from the Caribbean to meet the labour shortage. They had been here before; what was new with the “Empire Windrush” was that they had...

My Lords, I join all speakers in thanking the noble Baroness, Lady Benjamin, for introducing this important debate. I have three questions.
