As announced in December 2022, all Homes for Ukraine sponsors will receive an increased 'thank you' payment of £500 a month once guests have been in the country for over a year. Where sponsorships can no longer continue for the financial year 2023/24, all councils will receive help to house Ukrainians through a one-off pot of government funding worth £150 million. The guidance and breakdown of the £150 million funding by local authority can be accessed here.
This money can be used flexibly to support Ukrainians into the private rented sector, amongst other things. For instance it can be used to provide deposits or rent advances, or to offer guarantees.
Ukrainians arriving under both the Homes for Ukraine Scheme and the Ukraine Family Scheme have the same entitlement to work, pensions, health provision, education, and access to benefits. These are effective from as soon as a Ukrainian guest has a valid visa and arrives in the UK. Both schemes provide a right to remain for three years.

In 2021/22, 941 Hong Kong BN(O)s were supported to access English language provision at a total cost of £811,000. In 2022/23, 4694 Hong Kong BN(O)s were supported at a cost of £3 million.

In April 2021, the Department for Levelling Up, Housing and Communities (DLUHC) launched a new UK-wide Welcome Programme to support BN(O) status holders. In November 2022, DLUHC published a letter to BN(O)s and prospective employers on Certificates of No Criminal Conviction (CNCC) from the Hong Kong Police. The letter outlines a revised guidance on how to obtain a CNCC and gives sectoral examples on alternative methods when one cannot be obtained. This letter is available in English and Cantonese and is available on the GOV.UK landing page. We are working closely with FCDO officials to keep the guidance under review to help BN(O)s overcome the barriers they face when seeking employment.

The UK-wide Welcome Programme was launched in April 2021, providing a comprehensive support package with an easily accessible universal offer as its foundation, progressing to targeted support for those most in need. The universal offer is open to all BN(O) visa holders in the UK and includes a network of 12 virtual Welcome Hubs across the UK, funding for VCSE organisations to deliver national and regional projects and a comprehensive Welcome Pack on GOV.UK, at a combined cost of £12.1 million to date. The Programme also funds targeted support provided by local authorities on a demand-led basis for individuals requiring additional assistance. Through this, over 2000 BN(O)s have been supported with English language provision at up to £850 per person, at a cost of approximately £1.5 million to date. There have been no claims for destitution support to date.

In April 2021 the department launched a new UK-wide Welcome Programme to support BN(O) status holders, and in July 2022 announced the continuation of the Programme. This cohort of young people will be able to access the full Hong Kong BN(O) Welcome Programme, including support from Welcome Hubs across the UK, support from community organisations providing a range of services including help with social integration, mental health and employability, they will also be eligible to access English language and destitution support via local Councils (England only). They can already access a comprehensive online Welcome Pack, in English and Cantonese on GOV.UK that provides advice on life in the UK.

The UK has a long and proud history of welcoming migrants including recent arrivals from Ukraine, Afghanistan, Syria and Hong Kong. All conflict and threat situations are unique and require unique and tailored responses, including different levels of required housing support and different means of providing this.
We are actively exploring options to provide suitable settled homes for refugees in housing need, which support their integration and access to education and employment.
In the longer-term, the provision of affordable housing is a key element of the Government's plan to end the housing crisis, tackle homelessness and provide aspiring homeowners with a step onto the housing ladder. Our £11.5 billion Affordable Homes Programme (AHP) will provide up to 180,000 new homes across the country, should economic conditions allow. Around half the homes will be for affordable and social rent and we will deliver more than double the amount of social rent compared to the current programme, with around 32,000 social rent homes due to be delivered.
