The Government have introduced a wide range of measures to ensure that elderly people who live in the privately rented sector can enjoy decent homes that are warm and free of hazards. The provisions in the Housing Act 2004 to enable local authorities to assess properties against a range of health and safety criteria will tackle the worst conditions—cold, damp, and the risk of falls. These will be reinforced by provisions which require many of the higher risk properties in the sector to be licensed in order to improve management standards.In addition, a range of financial assistance and advice is available to improve living conditions in the sector. Local authorities have powers under the Regulatory Reform (Housing Assistance) Order 2002 to provide assistance either to landlords or tenants for this purpose. The types of assistance on offer are a matter for local discretion.The Government policy has also taken steps to increase the number of warm homes that are energy efficient. Private tenants can seek advice from the Energy Saving Trust, and in his recent Budgets my right hon. Friend the Chancellor has provided through the landlords energy saving allowance important tax reliefs to private landlords who invest in energy saving measures such as cavity wall insulation and double glazing.The ‘Warm Front' scheme tackles fuel poverty among vulnerable households in both the private rented and owner occupied sectors. The scheme provides grants for packages of insulation and heating improvements, including central heating systems, for eligible households. It is available for landlords with tenants on benefits, provided the tenant stays with the landlord for at least two years.

Jane Griffiths: To ask the Deputy Prime Minister (1) what regulations are in place to ensure the safe (a) installation and (b) operation of domestic central heating systems, with particular reference to preventing pollution from oil leakages; [143068] (2) what quality standards apply to domestic central heating oil storage tanks in (a) metal and (b) plastic; [143069] (3) how many oil-fired domestic central heating installations there are in England. [143171] Phil Hope: Evidence from the English House Condition Survey indicates that there are around 700,000 oil fired domestic heating installations in England. Part J of the Building Regulations covers the pollution risks associated with the installation of domestic oil fired central heating. Ways of meeting the requirement are conveyed in Approved Document J (2002) and include compliance with BS 5410 (1997 amended 2001): Code of Practice for Oil Firing--Part 1: installations up to 45 kW output capacity for space heating and hot water supply purposes, providing secondary containment where a risk assessment indicates this is necessary, and labelling storage systems with what to do if an oil spill occurs. BS 5410 refers to BS 799 Part 5 (1987) : Specification for oil tanks for steel tanks and to the industry (OFTEC) standard OFS T100 (1995) Polyethylene oil storage tanks and bunds for distillate fuels. OFTEC has since published OFS T200 as their specification for steel tanks. The Control of Pollution (Oil Storage) (England) Regulations 2001, SI 2001:2954 provide minimum standards for domestic tanks where the storage capacity is in excess of 3,500 litres. There are no other regulations specifically covering the prevention of oil pollution from oil leakages arising from the operation of domestic oil fired central heating systems. However, it is a statutory offence to cause or knowingly permit the pollution of "controlled waters" (which includes ground and surface waters) under the Water Resources Act 1991.

Mr. Don Foster: To ask the Deputy Prime Minister pursuant to his answer of 10 April 2003, Official Report, column 355W, on heating systems, what the nature is of the research referred to; what stage the research is at; whether there is a mechanism for people to submit comments or evidence to that research; and when the results will be known. [113225] Mr. Leslie: The research underlying SEDBUK, the UK's database of domestic boiler seasonal efficiency indices, which was developed to facilitate SAP energy ratings, was carried out as a collaborative venture by industry and Government in 1997 to 1999. Collaboration has continued since then and this has focused on improvements and rectifying anomalies. Research into the evaluation of the energy performance of micro-combined heated and power (micro-CHP) units is at an early stage. A laboratory test procedure is being developed through consultations that have been commissioned by a group set up by the Energy Saving Trust. The procedure is close to completion and it is anticipated that the next stage will be to turn it into a `Publicly Available Specification' (PAS) through the offices of BSI. It is akin to the standards in the Boiler Efficiency Directive, used to evaluate full and part load performance for boilers, and aims to establish similar performance parameters for microCHP systems. The results obtained could be used to determine a seasonal performance index for microCHP systems. However, while this index would be similar to the SEDBUK for boilers it would be inappropriate to make direct comparisons between these products on an efficiency basis. Consideration is therefore being given to the development of a comparison system based on total carbon emissions, total energy or total energy costs. As the rating development will be reliant upon microCHP field trials, it is not possible to say precisely when the further research results will be known, but the aim is to have the SEDBUK equivalent in place in time for inclusion in the next major revision of the Building Regulations Part L in 2005. There will, of course, be consultation with the interested parties on these initiatives during the intervening period.
