I agree with my hon. Friend that cuckooing is an abhorrent practice that often preys on the most vulnerable in society. As part of the Government’s antisocial behaviour action plan, the Home Office engaged with relevant stakeholders about whether a new criminal offence was necessary. The results of that engagement demonstrated that a range of existing powers can be used to disrupt that activity, but of course I will ensure that the relevant Minister meets with my hon. Friend and updates her on the work we are doing to share effective practice to tackle this abhorrent problem.

I welcome the Government’s significant funding increase for two-year-olds’ pre-schooling in 2023, but the illustrative 2024-25 Department for Education funding to Dorset Council for two-year-olds’ pre-schooling looks to be a net 17p per hour less than it is today, and that is giving West Dorset preschools some nervousness about their sustainability. In a couple of years’ time, we will have increased spending to over £8 billion every year on free hours and early education, which will help working families with childcare costs; indeed, it is the single biggest investment in childcare in England ever. But my hon. Friend makes an excellent point, and that is why we will ensure that there is a discretionary supplement in the local authorities’ local funding formula for rural communities to account for the smaller economies of scale, so that they can continue to deliver their vital work.

The Conservative police and crime commissioner in Dorset has delivered 174 new police officers, quadrupled the rural crime team and made Dorset the sixth safest county. Given that recorded crime is 34% higher under Labour police and crime commissioners, does the Prime Minister agree that only Conservatives can be trusted to keep local communities safe and to make sure that offenders face the justice they deserve?

My hon. Friend is right. It is a simple statement of fact: crime is lower in areas that have Conservative police and crime commissioners. I am delighted that Dorset has been selected as one of the areas to pilot our new immediate justice scheme, which will deliver swift and visible punishment, so that victims of antisocial behaviour know it will be treated seriously and with all urgency.

Supermarkets such as Morrisons are abusing their dominant market position on fuel by charging up to 20p a litre more in Bridport than other towns in the region, thus preventing West Dorset residents from benefiting from the reduction in market price, which is unusual these days. Will the Prime Minister meet me to discuss what action can be taken against those commercial predators who harm our local residents in that way?

As Chancellor, I was pleased to cut fuel duty by 5p a litre—the biggest-ever cut—to help motorists in our country. I recognise the concerns that my hon. Friend raises, which is why we asked the Competition and Markets Authority to conduct an urgent review of the market. There are some actions to be considered coming out of that review, and I look forward to meeting him and to working with the CMA to explore its recommendations in more detail.

May I, too, warmly welcome my right hon. Friend to her seat as Prime Minister? Scottish Power, Bulb and E.ON are just three of the many energy suppliers that say they provide 100% renewable electricity, yet constituents of mine in West Dorset are baffled that the energy regulator allows those prices to rise on a par with oil and gas. Will my right hon. Friend confirm that she is on the side of the consumer in her energy policy, which we will hear about tomorrow?

I certainly am on the side of the consumer. We need to ensure that we deal with all the issues in the energy market and the way that energy is regulated. I will certainly be saying more about that tomorrow.

South Western Railway has totally cut off Dorset, Somerset, most of Wiltshire and Devon from its direct rail services to London as well as slashing our service in half, most of which is totally unnecessary. Will my right hon. Friend support me and my neighbouring colleagues in getting direct services back to West Dorset and having a timetable that is fit for our region?

I thank my hon. Friend very much for his question; he knows whereof he speaks. He is an expert in the subject and has lobbied very effectively for his constituents and reflected their frustrations. I am told that the timetable is expected to return to December 2021 levels from Saturday 19 February.

[R] The bus and train operator FirstGroup continues to slash our transport services in West Dorset despite receiving millions of pounds of public money with no revenue risk at all, and having the worst rail line frequency in the country on the Heart of Wessex line. Will the Deputy Prime Minister directly intervene to save what little service we have on that three-hourly-frequency line or actively work to get a new operator that will?

I thank my hon. Friend; I know he is a great champion for the people in his constituency. I understand that the Department of Transport has been engaging with the transport operators in his constituency. I also understand that South Western Railway intends to increase service levels to their pre-covid timetable by May 2022, and it has ambitions for an increase in the train service frequency on the Great Western Railway route. DFT will of course continue to work with GWR, and I continue to support him in trying to champion commuters and passengers on all those services.

May I warmly welcome the Union connectivity review that has been announced this morning? It is brilliant news to connect the whole of the UK, but in West Dorset, we have single-track railway lines. We have a three-hourly rail frequency, yet we have the highest level of roadside pollution anywhere in the UK. Will my right hon. Friend kindly support a levelling-up rail proposal that will not only look to support West Dorset, but also some of the most deprived areas in the south-west?

My hon. Friend knows whereof he speaks. He is probably one of the greatest experts on railways in this House, and we are certainly determined to follow his lead and to upgrade services in the west country and in Dorset. He knows what is happening at Dawlish and elsewhere. Network Rail has identified proposals, including the improvement of the performance of the west of England line, which is currently being assessed. He is knocking at an open door.
Thank you, Madam Deputy Speaker.
We are faced with another difficult decision to make in this House today. As a Member of Parliament, I am here to be the voice of my constituents and, in the current situation, to defend their civil liberties as well.
