The above figures are the aggregated total financial sector liabilities as published in the sector financial balance sheets of the United Kingdom Economic Accounts (UKEA). These liabilities do not make any allowance for the financial and non-financial assets held by each sector.
For the purposes of this question, we have defined the sectors as follows
Private sector
private non-financial corporations;
financial corporations; and
household and non-profit institutions serving households.
Public sector
public corporations;
local government; and
central government.
The total financial liabilities supplied are valued at current market prices (ie not adjusted for price inflation) and are unconsolidated.
Alternative public sector net debt measure
For the public sector there is an alternative definition of debt, which is the standard measure of public debt used in the UK to monitor (and forecast) the Government's fiscal position. This measure is known as the public sector net debt and the latest estimates are published in the monthly Public Sector Finances statistical bulletin jointly published by ONS and HM Treasury (at http://www.ons.gov.uk/ons/taxonomy/index. html?nscl=Public+Sector+Finance).
Public sector net debt is defined as the total financial liabilities of the public sector minus the liquid assets, and is valued at nominal prices rather than market prices. All data are consolidated across the public sector, ie all intra public sector asset/liability holdings are removed. On this basis, public sector net debt was:
£1,004 billion at the end of December 2011, excluding public sector banking groups and the temporary effects of Government financial interventions; and
£2,330 billion at the end of December 2011, including public sector banking groups and the temporary effects of Government financial interventions.
The public sector banking groups referred to above are Royal Bank of Scotland Group plc, Lloyds Banking Group plc, Northern Rock Asset Management and Bradford and Bingley. Within the United Kingdom Economic Accounts figures, these banking groups are all recorded under financial corporations and so are within the private sector.

As Director General for the Office for National Statistics, I have been asked to reply to your Parliamentary Question asking how many young people in education but looking for part-time work are included in the latest unemployment estimates. [HL13574]
The most recent estimate for the number of unemployed people aged from 16 to 24 for the period July-September 2011 is 1.016 million. This figure includes 286,000 people in full-time education looking for part-time work. This accounts for 28.1 per cent of all unemployed people aged from 16 to 24 and 10.9 per cent of all unemployed people aged 16 and over. The number of unemployed people aged 16 and over was 2.622 million. These estimates are seasonally adjusted and sourced from the Labour Force Survey, a survey of households. As with any sample survey, estimates from the Labour Force Survey are subject to a margin of uncertainty.

In November 2009, ONS published an article which estimated that the impact might be between £1 trillion and £1.5 trillion. [www.statistics.gov.uk/articles/nojournal/Financial-crisis.pdf,]
Work to quantify these impacts more precisely and to implement them in public sector finances statistics has proceeded subsequently The November 2010 Public Sector Finances: Statistical Bulletin, published 21 December 2010 and available at www.statistics.gov.uk/pdfdir/psf1210.pdf, explained that ONS intends to incorporate the data for these two banking groups into the Public Sector Finances: Statistical Bulletin that will be released on 25 January 2011. This will be accompanied by an article describing the data and the methodology used.

As National Statistician, I have been asked to respond to your Parliamentary Question concerning the figures that showed a 44 per cent reduction in net migration from 2007 to 2008 and how they are calculated. (HL5991).
The figures relate to the provisional 2008 International Passenger Survey (IPS) data released on 27 August 2009.
The net migration estimate is the difference between the immigration and emigration estimates.
In 2008 net migration was 118,000. This was 92,000 or 44 per cent lower than the 2007 net migration figure of 209,000.
Care should be taken when interpreting changes in net migration since a small change in net migration may mask large changes in immigration and emigration flows. There is also not a unique set of circumstances that result in a particular change to net migration. In this case the reduction is mainly the result of an increase in emigration of over 77,000 with a smaller decrease in immigration of over 14,000.

As National Statistician, I have been asked to reply to your recent Question about the proportion of UK gross domestic product attributable to the City of London. (HL 1574)
The Office for National Statistics does not publish regional GDP but does publish estimates of regional gross value added (GVA), which is the same as GDP except for excluding taxes on products and including subsidies on products.
Regional GVA is produced using official statistical geographies known as nomenclature of units for territorial statistics (NUTS). This nomenclature provides a single uniform breakdown for the production of regional statistics for the European Union. Regional GVA data are produced at three levels of NUTS in the UK. These are:
NUTS1: Government Office Regions of England and the devolved Administrations of Scotland, Wales and Northern Ireland;
NUTS2: 37 areas—sometimes referred to as sub- regions; and
NUTS3: 133 areas—generally groups of unitary authorities or districts, also known as local areas.
NUTS3 boundaries (the lowest level at which the ONS publishes regional GVA) do not directly correspond to the City of London, so we are unable to provide data at the geographical detail you require.

As National Statistician, I have been asked to reply to your recent Parliamentary Question about the percentage of Banking and Financial Services to gross domestic product (GDP). (HL1575)
When assessing industry percentages to total production it is more appropriate to assess against total gross value added (GVA) than GDP. This is because GDP equals GVA plus unallocated taxes and subsidies such as VAT which are not able to be allocated to industry production.
In current (nominal) price terms for the calendar year 2008 total financial intermediation (which includes banking, insurance, pension funding and financial auxiliaries) is estimated to make up 8.5 per cent of total GVA. The banking industry only (SIC division 65) is estimated to make up 5.7 per cent of total GVA.
