As Director General for the Office for National Statistics, I have been asked to reply to your Parliamentary Questions asking how many job vacancies for those aged between 16 and 25 were available in each parliamentary constituency in May 2012 (HL1033); how many jobseekers aged between 16 and 25 there were in the United Kingdom in May 2012 (HL1034); how many job vacancies for those aged 26 and over were available in each parliamentary constituency in May 2012(HL1035).

The Office for National Statistics (ONS) estimates the number of vacancies from the ONS Vacancy Survey, however estimates for geographic areas below UK are not available from this source.

An alternative source of information on job vacancies is administrative data from Jobcentre Plus. This data only includes job vacancies notified to Jobcentre Plus and consequently is inconsistent with the UK estimates from the Vacancy Survey, however geographical area breakdowns of this data are available. Currently Jobcentre Plus vacancies account for around half of the total number of vacancies as reported by the Vacancy Survey.

Vacancies are not provided on the basis of the age of people they are available for. Therefore no age breakdown is possible.

In Table 1, we have provided the number of live unfilled Jobcentre Plus vacancies for May 2012, the most recent for which figures are available for each parliamentary constituency within the UK. We have also provided a figure excluding vacancies which advertise self employment opportunities.

Figures on the number of people claiming Jobseeker’s Allowance (JSA) are available from Jobcentre Plus administrative data. The number of people aged 16 to 24 claiming JSA resident in the UK in May 2012 was 456k.

National and local area estimates for many labour market statistics, including employment, unemployment and claimant count are available on the NOMIS website at http://www.nomisweb.co.uk.

Letter from Stephen Penneck, Director General for ONS, to Lord Roberts, dated February 2012. As Director General for the Office for National Statistics, I have been asked to reply to your Parliamentary Question asking for 2002, 2005, 2007, 2010 and 2011, what were (1) the numbers of long-term young unemployed; (2) the total unemployment rate; and (3) the youth unemployment rate. HL15785 The table provides unemployment levels and rates for the October-December three month period in 2002, 2005, 2007, 2010 and 2011. Long term unemployment is defined as 12 months and over. The estimates are derived from the Labour Force Survey (LFS) and are seasonally adjusted. They are published in the monthly Labour Market Statistical Bulletin which is available on the National Statistics website. In accordance with the International Labour Organization (ILO) convention, people are classed as unemployed if they are: without a job, and have actively sought work in the last four weeks; or, out of work, have found a job and are waiting to start it in the next two weeks. The unemployment rate is the number of unemployed people divided by the number of economically active people. 'Economically active' comprises all those who are either employed or unemployed. As with any sample survey, estimates from the LFS are subject to a margin of uncertainty. Indications of the sampling variability of LFS aggregate estimates are provided in the Statistical Bulletin.

As Director-General for the Office for National Statistics, I have been asked to reply to your Parliamentary Question asking what are the most recent numbers and percentages of unemployed people between the ages of 16 and 25 in each local authority area in Wales. (HL13014) The Office for National Statistics (ONS) compiles unemployment statistics for local areas from the Annual Population Siurvey (APS) following International Labour Organisation (ILO) definitions. Unfortunately, the sample size does not support the requested analyses of unemployment levels for aged 16 to 25. As an alternative, in table 1, we have provided the number and percentage of people aged 16 to 24 claiming jobseeker's allowance (JSA) resident in each of the local authorities in Wales for September 2011. National and local area estimates for many labour market statistics, including employment, unemployment and JSA count are available on the Nomis website at http://www.nomisweb.co.uk

(HL864) The Office for National Statistics (ONS) provides figures for the number of people registered as unemployed based on claimants of Jobseeker's Allowance (JSA) from the Jobcentre Plus administrative system. Table 1 attached shows the number and percentage of 16 to 17 and 18 to 24 year olds claiming JSA in each country and government office region in May 2010 in line with the standard age bands available for JSA statistics. Letter from Karen Dunnell, National Statistician, to Lord Roberts of Llandudno, dated March 2009. As National Statistician, I have been asked to reply to your Parliamentary Questions asking how many jobs were lost in (a) each English region, (b) Scotland, (c) Wales and (d) Northern Ireland in (1) each quarter of 2008, and (2) the first two months of 2009; how many job vacancies there are in (a) each English region, (b) Scotland, (c) Wales and (d) Northern Ireland; and what percentage of those 18 and under are unemployed in (a) each English region, (b) Wales, (c) Scotland, and (d) Northern Ireland. (HL2171, HL2172 and HL2175) Data for employee jobs, total UK vacancies and unemployment estimates (tables provided overleaf) are based on surveys, as with all sample-based surveys, estimates are subject to sampling error. Table I shows the number of employee jobs in each English region, Scotland, Wales and Northern Ireland from 2007Q4 to 2008Q4 (seasonally adjusted), and the quarterly changes. This does not measure the number of jobs lost, but the net change between jobs created and jobs lost. The employee jobs series is a quarterly measure and so does not provide estimates for the first two months of 2009. The Office for National Statistics plans to release estimates for 2009Q1 on 17 June 2009. The Office for National Statistics estimates the number of vacancies from the Vacancy Survey, however estimates below UK are not available from this source. An alternative source of information on job vacancies is administrative data from Jobcentre Plus. This data only include job vacancies notified to Jobcentre Plus and consequently are inconsistent with the UK estimates from the Vacancy Survey, however geographical breakdowns of this data are available. Data for Northern Ireland are not readily available. Table 2 attached, shows the number of live unfilled job vacancies held by Jobcentre Plus for each English region, Scotland and Wales for January 2009. The latest three-month average for the UK from the Vacancy Survey is 504,000. The Office for National Statistics (ONS) compiles employment and unemployment statistics for parts of the UK from the Annual Population Survey (APS) and its predecessor, the annual Labour Force Survey (LFS), following International Labour Organisation (ILO) definitions. Table 3 gives estimates of those aged 16 to 18 who are unemployed as a percentage of all economically active persons aged 16 to 18, using the July 2007 to June 2008 APS dataset, which is the most recent for which figures are available. Seasonally adjusted estimates of national and regional unemployment levels and rates are published each month in the Labour Market Statistics First Release.
