This Government has no plans to amend the Road Traffic Act 1988 to introduce a legal duty for drivers to report collisions with cats.
Because cats are much smaller than other specified animals, and often most active at dawn or dusk, in many cases drivers may not be aware they’ve hit them – particularly with larger vehicles. Because of that, it would be difficult to prosecute drivers if the law was changed.
This is a compassionate country and although there is no obligation to report all animal deaths on roads, drivers should, if possible, make enquiries to ascertain the owner of domestic animals, such as cats, and advise them of the situation.
The Road Safety Strategy, published in January 2026, establishes a new policy direction for the UK. It sets targets to reduce deaths and serious injuries by 65% by 2035.

My Department already recognises that horse riders are vulnerable road users with safety needs. Accordingly, the Highway Code covers horse riders and the need for drivers to exercise special care in relation to them.
The Highway Code was updated in 2022 to improve the safety of all road users, particularly the most vulnerable. Key changes included the introduction of a Hierarchy of Road Users, which ensures that those who do the greatest harm have the greatest responsibility to reduce the danger or threat that they pose to others, along with the strengthening of guidance on safe passing distances and speeds when overtaking horse-riders.
The advice on safe passing distances in Rule 163, says that motorists should “pass horse riders and horse-drawn vehicles at speeds under 10mph and allow at least 2 metres of space”.
The Government does not currently have plans to amend the Road Traffic Act in relation to horse riders.

I understand the distress of owners who lose beloved pets and it is a great source of worry and uncertainty when they are lost.
There are no plans to amend section 170 of the Road Traffic Act to make it mandatory for drivers to report road collisions involving cats.
Having a law making it a requirement to report road collisions involving cats would be very difficult to enforce and we have reservations about the difference it would make to the behaviour of drivers, who are aware that they have run over a cat and do not report it.

Under section 170 of the Road Traffic Act 1988, a driver is required to stop and report a collision involving specified animals including horses, cattle, asses, mules, sheep, pigs, goats or dogs, but not cats or wild animals. This requirement arises from their status as working animals rather than as domestic pets. To introduce such a measure within the provision of section 170 would require primary legislation
