To ask His Majesty's Government whether they will use the powers available to them under section 1 of the Environment Act 2021 to set targets for adaption and resilience to climate change; and if not, why not.
The primary statutory framework for climate adaptation and resilience is the Climate Change Act 2008. Through this, the Government produces regular Climate Change Risk Assessments and the National Adaptation Programme. This Government is committed to strengthening adaptation objectives to improve preparedness for climate impacts and will launch an ambitious fourth National Adaptation Programme in 2028, which will deliver more integrated and effective resilience planning.
Alongside the National Adaptation Programme, action towards delivering existing environmental targets under the Environment Act will support climate resilience by improving the condition of the natural environment, with a clear plan set out in the Environmental Improvement Plan.

Environmental quality standards are fundamental to the effective assessment and regulation of chemical impacts. This commitment has already been made in the roadmap produced by the cross-Governmental Pharmaceuticals in the Environment group.
The Government has set out its new vision for water through a White Paper published on 20 January 2026. The White Paper sets out once in a generation reforms that will transform the water system for good. It sets out how we will deliver on our promise to clean up our rivers, lakes and seas – not just for today, but for generations to come. We have committed to explore setting new ambitious overarching targets for the water environment. In the meantime, we continue to work towards our obligation to secure continuous improvement for the water environment.

To ask His Majesty's Government what training and guidance is provided to civil servants on how to fulfil the requirements of section 19 of the Environment Act 2021 when drafting proposals for secondary legislation.
To ask His Majesty's Government what training and guidance is provided to civil servants on how to fulfil the requirements of section 19 of the Environment Act 2021 when drafting proposals for secondary legislation.
Defra has been working closely with departments across Government to support them in the duty contained in section 19 of the Environment Act 2021 to have due regard to the Environmental Principles Policy Statement when making policy (which may include secondary legislation). Our ‘toolkit’ of resources was disseminated widely across government ahead of the duty coming into force. The toolkit includes advice notes and examples about the environmental principles to help understand the duty, and information about where to go for further help. We have also revised relevant cross-government guidance, including the Cabinet Office Guide to Making Legislation. The Environmental Principles Policy Statement training course on Civil Service Learning is available to all civil servants and provides an overview of the duty, the environmental principles and how to apply them. Some departments and arm’s length bodies have developed additional internal guidance and training. Defra recently published its “Environmental Principles Policy Statement (EPPS) Implementation - Early-Stage Review” (see attached) where the content of the toolkit and learning materials are discussed in more detail.

To ask His Majesty's Government what plans they have to include training on the implementation of the duty in section 19 of the Environment Act 2021 to have due regard to the Environmental Principles Policy Statement in the new cycle of the Statutory Instrument Capability Programme due to launch in November.
Training is available to all civil servants on the environmental principles duty. The Statutory Instrument Capability Programme is a series of monthly seminars designed to advise civil servants on the management of Statutory Instruments, including the role of Impact Assessments.
