The UK is in regular discussion with Israel, the Palestinian Authority (PA), the UN and the EU about Gaza’s energy crisis. We are not aware of a decrease in electricity supply from Israel. However we regularly call on both Israel and the PA to swiftly implement key infrastructure projects that will increase the electricity supply to Gaza.

While we have not raised with the Israeli authorities any specific issue of contamination of water in the Gaza Strip, we do raise with them our concerns about the quality of water in the Occupied Territories. We have noted that the World Health Organisation has assessed that 90-95% of water in Gaza is undrinkable. UK technical assistance has aided the feasibility study of a proposed Gaza desalinisation plant.

While we have not raised this specific issue with the Israeli authorities, we continue to press for measures that will help relieve the humanitarian suffering of those in Gaza.
It is not clear whether Israeli forces have used Depleted Uranium munitions in Gaza. We are conscious that there is some concern about a possible link between the use of Depleted Uranium (DU) ammunition and medical problems such as cancers and birth defects. Environmental monitoring in areas where DU munitions have been used has confirmed the presence of DU at levels far too low to have any detectable health impact. These observations are consistent with the findings of many agencies and with the recent World Health Organisation statement, that, “for the general population, neither civilian nor military use of DU is likely to produce radiation doses significantly above normal background levels”.

The Foreign and Commonwealth Office has received reports of the killing. There remains an urgent need for all the parties to reach an agreement that addresses the underlying causes of the conflict in Gaza and to take the necessary steps to ensure Gaza’s reconstruction and economic recovery. Any agreement should ensure that Hamas and other militant groups permanently end rocket and other attacks against Israel; the Palestinian Authority resumes control of Gaza and restores effective governance; and that Israel lifts its restrictions to ease the suffering of ordinary Palestinians.

We have frequent discussions with the Government of Israel about the need to ease restrictions on Gaza. We most recently raised the issue of movement and access restrictions in the Occupied Palestinian Territories with the Israeli authorities on 13 March.

We remain deeply concerned by Hamas attempts to rearm and rebuild militant infrastructure, including the tunnel network in Gaza. Hamas rearmament undermines efforts to improve the situation in Gaza and harms the prospects for peace and stability in the Middle East.

We have not made any representations to the Israeli authorities on this specific issue.
However, we have raised our broader concerns with the Israeli authorities on many occasions over the treatment of Palestinian detainees and the extensive use of administrative detention, including at Foreign Minister, Attorney General, and National Security Adviser levels.

We remain deeply concerned by the situation in Gaza. Officials from our Embassy in Tel Aviv and our Consulate General in Jerusalem regularly raise the need to make progress towards a durable solution for Gaza, and press for practical steps to advance reconstruction and economic development with both the Israeli Government and the Palestinian Authority. We have not specifically raised the issue of dual use products.

We continue to call on the government of Egypt to show maximum flexibility in opening the Rafah Crossing into Gaza to help facilitate travel in and out of Gaza. We are concerned about the closure of the Rafah crossing and its impact, particularly on urgent medical and other priority cases in Gaza. The crossing has been mostly closed since October 2014.

The UK remains deeply concerned by the situation in Gaza and the report’s warning that Gaza could become uninhabitable by 2020. UK aid has supported economic development, provision of basic services, and enabled reconstruction through support to the Gaza Reconstruction Mechanism. However, as the report makes clear, aid alone cannot solve the problems in Gaza. We welcome Israel’s decision in 2015 to increase the water supply to Gaza, as well as other commitments which permit the construction of essential energy infrastructure. Improvements in energy and water provision are essential to improve the daily lives of the people living in Gaza. The UK Government frequently stresses to both parties the importance that these commitments are implemented quickly, and continues to press for a sustainable political solution for Gaza which will address Israel’s legitimate security concerns whilst opening up movement and access.
The UK remains committed to supporting vulnerable Gazans. Our support includes humanitarian work such as funding for basic service delivery and development programming such as working with the private sector. The Programme Examination being conducted by the UK Government will confirm the best mix of programmes going forwards, while ensuring maximum impact and value for money for the UK taxpayer.

While we have not made any assessment of the number of rockets fired into Israel from Gaza, according to the Israeli authorities, since the beginning of June 2016 a total of five rockets have been fired into Israel by Gazan militant groups.

While we do not intend to raise the specific issue of access for United Nations and Non-Governmental Organisation personnel, we continue to call on the governments of Israel and Egypt to show maximum flexibility in opening the crossings into Gaza to help facilitate travel in and out of Gaza.
