Glenda Jackson: To ask the Secretary of State for International Development what assistance is being provided to the Iraqi Health
Ministry for the provision of prosthetic limbs to Iraqi children injured in the conflict and subsequent insurgency. [219873]
Hilary Benn: Assistance to the Basra Prosthetics Centre has been provided by the Coalition Provisional Authority and by the UK
military. They have funded the purchase, repair and delivery of prosthetic equipment. Repairs to the Centre's facilities are
currently under consideration by the UK military under their Quick Impact Projects (QIPs). The Basra Prosthetics Centre provides a
number of services including assessment, treatment and provision of lower limb prosthetics to Iraqis throughout Southern Iraq. It
treats accident victims, disabled people, amputees including mine victims, and patients with cerebral palsy, polio and rheumatic
conditions. It also provides physiotherapy to post-operative patients.
The International Committee of the Red Cross (ICRC) works to support amputees in Iraq, although their activities have been
constrained by the security situation. The ICRC is supporting five orthopaedic centres in central and southern Iraq with components,
spare parts, local purchases and maintenance machinery. DFID has committed a total of £16.5 million to the ICRC since March
2003 in support of their activities in Iraq. UNICEF is also involved in assisting Iraqi children in particularly vulnerable
situations. This includes help for disabled children. DFID's broader support to the Iraqi health sector includes technical advice to
the Ministry of Health, £5 million in assistance via the World Health Organisation (WHO) and part of our £70 million
contribution to the multi-donor trust funds managed in line with Iraqi priorities by the United Nations and the World Bank.
Additionally, DFID's Civil Society Fund for Iraq works to strengthen the capacity of Iraqi civil society organisations to better
address the needs of poor and vulnerable groups, and includes support specifically focused on the needs of children.

Glenda Jackson: To ask the Secretary of State for Defence pursuant to his answer of 29 November 2004, Official Report, column

and around Fallujah to whom humanitarian assistance could be provided. [202128]
Hilary Benn: The International Organisation for Migration (IOM) reports that around 210,000 civilians from Fallujah are currently
living in the area around Fallujah: 120,000 in and around Amiriyah, 24,000 in Hababniyah, 21,000 in and around Karma, 21,000 in
Nieamiyah, 12,000 in and around Saklawiya, and 12,000 spread across the smaller towns of Heet, Aana, Rawa, and Hadeatha. Assessments
by the Interim Iraqi Government (IIG) and non-governmental organisations (NGOs) indicate that a further estimated 35,000 civilians
from Fallujah are currently situated in Baghdad. It is estimated that only a few thousand civilians remain in the city of Fallujah.
The IIG reports that the majority of Fallujah's displaced civilians are staying with family and friends. Some are in schools,
mosques, and Government buildings, and a small number are in tents. The IIG, the Multi-National Force, and humanitarian agencies
agree that there is no humanitarian crisis in and around Fallujah.
The IIG is monitoring the situation and co-ordinating humanitarian work in the area. A cross-ministry Core Co-ordination Group has
been established, and representatives from key Iraqi Ministries are now on the ground, conducting assessments and distributing
essential supplies. The IIG is also working with the Multi-National Force, UN agencies, and NGOs to ensure safe access to Fallujah's
displaced civilians, and to plan for their return to the city. DFID is providing technical advice to the IIG Fallujah Core
Co-ordination Group and is maintaining close contact with representatives from the Multi-National Force and with humanitarian
organisations on the ground.

Hilary Benn: The Interim Iraqi Government (IIG) is leading on humanitarian and reconstruction work in Fallujah and has established a
central team to co- ordinate its assistance to the people of Fallujah. This assistance includes: supplying food, water and medical
supplies, restoring essential services, and refurbishing medical facilities. The UK is in close contact with the IIG, and DFID is
providing advice to its Fallujah co- ordination team.
The IIG and the Multi-National Force operating in Fallujah have reported that there is no humanitarian crisis so far and
humanitarian visits to Fallujah by British military officials confirm this assessment. Multi- National Forces have reported that
their stockpiles of humanitarian supplies have provided for the immediate needs of Fallujah's civilians. Iraqi Government and Iraqi
Red Crescent trucks containing humanitarian supplies are now entering the city and the distribution of food, water, and medical
supplies has begun. Injured civilians are being treated in mobile hospitals in Fallujah, or have been taken for treatment at
hospitals in nearby towns.
The Interim Iraqi Government (IIG) has also set aside significant funds from the Iraqi government budget for reconstruction work.
The IIG is being supported by the Multi-National Force, which also has considerable resources for immediate post-conflict
reconstruction work in Fallujah, including clearing rubble and the restoration of water, sewerage and electricity services. United
States agencies have planned around 100 reconstruction projects in the Fallujah area totalling $84.1 million. These are due
to begin soon and should complete by the end of January.
DFID is maintaining close contact with the IIG, with representatives of Multi-National Force-Iraq, and with humanitarian
organisations on the ground, to address the needs of Fallujah's population. DFID is ready to respond positively to requests for
humanitarian help or further advice in Fallujah or elsewhere.

Glenda Jackson: To ask the Secretary of State for International Development how many Iraqi nationals are employed in reconstruction

Hilary Benn: DFID's reconstruction programme in the south has employed a number of Iraqi nationals. For example the Emergency
Infrastructure Programme employed 3,000 workers to carry out the manual excavation of trenches for 120 kilometres of water mains in
Basra city. DFID's Southern Iraq Employment and Services Programme (SIESP) aims to generate up to 1.75 million days of
employment in Iraq's southern governorates by February 2005. DFID also finances the work of a number of non-governmental
organisations (NGO's), which employ Iraqis.
The EU has provided its contribution to Iraq through mechanisms such as the International Reconstruction Fund Facility for Iraq and
NGOs. DFID does not have information on how many Iraqis have been employed as a result of these contributions.

Hilary Benn: DFID has committed over £331 million for humanitarian and reconstruction assistance in Iraq since the conflict
in 2003. This includes: £84.8 million to UN agencies in response to 2003 emergency appeals; £32 million to the Red
Cross and Red Crescent movement; £78.8 million for reconstruction and capacity-building projects in southern Iraq;
£19 million for advisory support to central Government, the justice sector, independent media, civil society and political
participation; £28 million for secondments and consultants for the Coalition Provisional Authority (up to June 2004) and
related security costs; £70 million to the World Bank and UN International Reconstruction Fund Facility for
Iraq--IRFFI--trust funds; £11.7 million through the IMF and the International Finance Corporation for economic governance
support and small business development; and £7.4 million through NGOs.

In 2003 and 2004, the European Community (EC) has provided è100 million in humanitarian assistance through UN agencies and
NGOs, plus è202 million towards reconstruction as set out in the following table. The UK currently provides 19 per
cent. of EC funding for Iraq.

Glenda Jackson: To ask the Secretary of State for International Development how much and what proportion of funds held in the
Development Fund for Iraq has been paid to foreign firms; for what purpose; and if he will make a statement. [181962]
Hilary Benn: Over 70 per cent. of the Development Fund for Iraq (DFI) has been for Iraqi ministry operations and expenses:
salaries, pensions, operating costs and some used capital project requirements. Much of this is domestic expenditure, although the
provision of food and other goods through the public distribution system involves imports from outside Iraq.
The remaining 30 has been allocated for reconstruction and rehabilitation projects. Our latest information
indicates that between July 2003 and June 2004 the Coalition Provisional Authority (CPA) allocated about $6.9 billion, of which
approximately $1.8 billion has been disbursed. DFID does not have aggregated data on the nationality of firms that have won
contracts for these projects, but some details of the recipients of contracts are available on the CPA website (www.cpa-iraq.org).
Many contracts with non-Iraqi firms involve sub-contracts with Iraq firms and employ Iraqi labour.
The International Advisory and Monitoring Board (IAMB) oversees the management of the DFI on behalf of the international community.
It is currently auditing the CPA's administration of the DFI and a report is due soon.
