My Lords, I apologise for this manuscript amendment; something went wrong with the Public Bill Office. I shall be very brief at this time of night. I just want to emphasise that we have been talking about general aviation for much of the day. There have been some really useful...

My Lords, I am very grateful for that short debate and for my noble friend’s response. I did not expect anything else, but he will get a copy of this paper and I hope—indeed, I am sure—that he will be true to his word and follow it through and that...

My Lords, I am grateful for the opportunity to speak to these amendments today. Before speaking to the individual amendments, I would like to reflect on how great it has been to hear so many comments about general aviation, which tends to get left out on occasions. All my amendments...

My Lords, I am grateful to all noble Lords who have taken part in this short debate. I am very grateful to my noble friend the Minister for his answers, which I shall read carefully. I still think that it would be useful if we could have a quick meeting...

My Lords, I start with an apology. I could not be here for Second Reading because I was gale-bound on the Isles of Scilly due to
the failure of the air services. Therefore, it seems an appropriate time to look at the whole subject of general aviation, as the noble...

My Lords, very briefly, I support the amendments in the name of the noble Lord, Lord Davies of Gower. I think he will agree that much of what he said—and it was reflected as well in the comments of many of my noble friends—came from the reaction that we both...

What I actually said was that the syllabus was 30 years old. I hope the noble Lord understood that correctly.

My Lords, I rise briefly to talk about the south-west, following the comments made by the noble Baroness, Lady Barran, and about how well the greater south-west grouping is working. To give noble Lords an example, they have come together and commissioned a successful system of getting wifi continuously on...

My Lords, I join my noble friend in congratulating the Government on this pavement parking issue.
I will speak in a bit more detail to Amendment 100 and focus on insurance, which the noble Baroness, Lady McIntosh of Pickering, has been speaking about. She was talking about things that she does...

My Lords, this is a very interesting amendment, because a revenue certainty contract, as the noble Lord, Lord Moylan, said, is wonderful for the suppliers. It presumably links in not just the price but the volumes—which may change from year to year —and the sources. The noble Lord opposite mentioned...

My Lords, I support this amendment, which we discussed at some length in Committee. The amendments then, which other noble Lords supported, covered the relationship between the sustainable aviation fuel used for aeroplanes and the same fuel used for home heating. I declare an interest as having a boiler in...

My Lords, I am not a planner, but I do have the joy of owning a small property in Cornwall, which is part-listed. I took a lot of advice when I wanted a new kitchen at the back of the building on whether I needed listed building consent. The answer...

My Lords, I am very pleased to support the amendment in the name of the noble Lord, Lord Lucas. My interest in animal welfare and good-quality meat comes from the south-west and talking over many years with the butchers who supply good meat. The two problems which noble Lords have...

My Lords, I want to say a few words about something that has not been talked about very much. Let me turn this damn phone off first—this happened in my Select Committee yesterday and it was not very good.
I want to talk about planning, because planning comes up a great...

To ask His Majesty's Government which statutory harbour authorities in England charge for overhanging residential balconies.
To ask His Majesty's Government which statutory harbour authorities in England charge for overhanging residential balconies.
The department has not conducted a review of all Statutory Harbour Authorities to assess if they have the power to charge for overhanging residential balconies. Given the divergence in port local acts, it is not clear how many ports have this power.
My Lords, I support this little debate that we are having, in particular the comments made by the noble Lord, Lord Foster of Bath, about the fire risk. I, too, have been studying this. It seems that not only are we accepting that e-scooters and some e-bikes are in effect...

The Minister said that they operate in London—what is the definition of London? I met some people today who were talking about pedicabs in Paris. Apparently, there is a big problem with them around Charles de Gaulle Airport. I do not know whether that is within the definition of Paris....

Amendment 47 has nothing to do with e-bikes or e-scooters; it is about power-assisted pedicabs. It suggests that TfL must consult
“persons as they consider to have an interest … on whether to prohibit … the use of power-assisted pedicabs in Greater London on grounds of safety”.
Many noble Lords have spoken...
