To ask Her Majesty's Government what plans they have to review the operation of the NHS COVID-19 app.
The NHS COVID-19 app is kept under close review and is continually being refined and enhanced to ensure it can continue to break chains of transmission. Research from academics and bodies such as The Alan Turing Institute and The University of Oxford have shown that the app continues to work effectively, and user research and feedback are continually considered and incorporated into app releases. Constant evaluation is conducted to ensure the app can continue to support present and future requirements.

The NHS COVID-19 app cannot be used to identify users, whether they showed symptoms or were hospitalised.

The app uses Bluetooth Low Energy to understand the distance over time between people who have downloaded the app. If someone tests positive for COVID-19, the app’s risk-scoring algorithm uses this data, along with the infectiousness of the individual testing positive, to make calculations about the risk of transmission and who should receive an alert. If a notification to self-isolate is received, the user’s device has been in close proximity to the device of someone who has recently tested positive. For its ability to judge proximity, the app achieves ‘excellent’ performance by scientific standards.
Prior to the launch of the app it was tested in a range of environments, in order to evaluate its effectiveness at accurately measuring distance. The app has also been modelled in simulations involving hundreds of thousands of scenarios. The app performed as expected and we are confident that it can accurately detect distance in different settings. As Apple and Google develop aspects of the underlying contact tracing technology, they have also conducted their own tests related to accuracy.

Appointments for a second dose of the vaccine have been brought forward from 12 to eight weeks for those in priority cohorts one to nine who are yet to receive their second dose. This is in line with advice from the Joint Committee on Vaccination and Immunisation (JCVI), which the Government has accepted.
Pregnant women in priority cohorts one to nine due to age or clinical risk factor can book their second dose eight weeks after their first. Pregnant women in priority cohorts 10 to 12 can book their second dose 12 weeks after their first in line with their overall age cohort.
The National Booking Service operates according to the JCVI’s guidance on first and second doses. Local booking systems used by Primary Care Networks and general practitioner-led services have also been advised to operate according to this advice.

As of 27 January 2021, the NHS COVID-19 app has been downloaded 21,629,902 times. As COVID-19 app users are anonymous, we cannot determine who has or has not been contacted by Test and Trace as well as receiving an app notification to self-isolate following contact with a positive case.

We plan to publish further information about app usage and its role in the COVID-19 response in due course. This will include information about the number of users notified to self-isolate by the application as a result of potential exposure to a person who has tested positive for COVID-19.

The spend across Test and Trace for the year to September is £2.7 billion. The Government's winter plan announced an additional £7 billion of funding which will allow NHS Test and Trace to increase testing and continue to improve contact tracing, taking the overall budget for Test and Trace this financial year to £22 billion.

Estimates using the latest data directly from Apple and Google show that 89% of people with a smartphone in the United Kingdom are able to use the app. These are a device that can install a version of the iOS or Android operating system with the contact tracing technology the National Health Service COVID-19 app uses. For Apple this is iOS versions 13.5 and higher and for Android version Marshmallow (v6.0) and higher. The 89% estimate is made up of 87% of iOS smartphone owners and 93% of Android smartphone owners.

The intellectual property associated with the National Health Service COVID-19 app, including the risk algorithm, is retained by the Department. In order to promote transparency, the source code for the app is published under Massachusetts Institute of Technology licence. This licence allows the Department to make the code Open Source whilst retaining its intellectual property rights related to the development of the NHS COVID-19 app.

All health and care organisations that have access to National Health Service patient data must annually complete NHS Digital’s Data Security and Protection Toolkit. The Protection Toolkit includes guidance on how to manage out of date software. To meet the standard required, organisations must operate on supported systems or have plans in place to mitigate the risk such as segregating those machines from the network. NHSX and NHS Digital are also supporting NHS organisations to upgrade their existing Microsoft Windows operating systems to Windows 10 and to deploy Advanced Threat Protection. This gives oversight of cyber activity at device level across the NHS and whether they have installed updated software to protect them from cyber threats.
