The Defence Academy of the United Kingdom provides two educational courses delivered in Burma to the Burmese Army; both comprehensively address human rights. The Managing Defence in the Wider Security Context and the Strategic Leadership Programme are educational courses that promote governance, transparency and accountability, ethics and international law. The courses have specific modules on international humanitarian law, sexual and gender based violence and child soldiers. The courses emphasise the primacy of democratic political oversight and the rule of international law through the majority of subject areas and thus human rights is addressed more thoroughly than in a single module. The forthcoming Managing Defence in the Wider Security Context programme to be delivered in Burma in the early part of this year includes a session specifically dedicated to human rights. UNHCR, UNICEF and UN Women have all contributed to the programmes delivered in Burma.

The educational training provided to the Burmese Army aims to promote an awareness of the role and responsibilities of the military within a democratic system, and respect of human rights is implicit in the programmes delivered. There is currently no specific programme module within this training which focuses on the issue of human rights.

Defence has provided support to Syrian Opposition Forces, both through support with equipment to save lives and political support. We have delivered over £4 million of life-saving equipment including communications, medical and logistics equipment. We have provided equipment to protect against chemical weapons attacks - including 5,000 escape hoods, nerve agent pre-treatment tablets and chemical weapon detector papers.

The figure of £235,668 provided in my answer of 9 January 2017 for total expenditure spent on providing educational training to the Burmese Army as at 21 December was given in error. The correct figure is £305,499.00; the original answer failed to include the costs of a single Defence Academy course delivered during the period. Of the total spend of £305,499 approximately 67% was ODA expenditure

The Ministry of Defence does not provide any form of combat training to the Burmese military.
We do provide educational training to the Burmese military in the form of programmes delivered by the Defence Academy of the United Kingdom on the role of the military in a democracy, leadership and English language training. The cost to the public purse of this training provided to the Burmese Army, as at 21 December 2016, is £236,668. Our programme of engagement with the Burmese military remains under continual review.

They remain under UK command and control and are not embedded with the Saudis. They do not provide training or advice on International Humanitarian Law compliance, and have no role in the Saudi targeting chain.

The Liaison Officers were first deployed in May 2015. We do not discuss specific numbers for operational reasons. As Liaison Officers they are not expected to be in a situation where they would require Rules of Engagement nor provide advice to the Saudi investigatory committee.

I have made it clear that we are waiting to hear from Prime Minister Sarraj and the new Government, who have only been established over the past few days, what kind of assistance they want, whether it be training or other support. On notice to this House, I repeat that there is no plan to deploy British troops in any kind of combat role. If there were a plan to deploy troops in a combat role in a conflict zone anywhere in the world, we would come to the House first.
