The selection of wards within the area to be covered by the Newcastle Action Team was based on the proportion of the working age population not in employment. The wards targeted had a working age employment rate of 58.5 per cent. or below at the time of selection (April 2001). The Office for National Statistics does not produce employment rates down to individual wards from the Labour Force Survey. For this specific purpose a one off exercise was carried out to calculate data at ward level in action team areas. At ward level there is a larger margin of error and so a combination of data-- including benefit recipient data--was used to rank wards in Action Team LADs. The table shows the employment rates for wards in the City of Newcastle local authority area derived from this exercise. Mr. Dismore: To ask the Secretary of State for Work and Pensions (1) if he will make a statement on the reasons given by lone parents in Hendon for (a) declining to participate in New Deal and (b) failing to retain employment obtained (i) through New Deal and (ii) otherwise; [109026] (2) what barriers to work he has identified as facing lone parents in Hendon; what he plans to do to overcome those barriers; and if he will make a statement. [109027] Mr. Nicholas Brown: Research carried out to investigate the labour market participation of lone parents in London found that the three top barriers to employment were availability and cost of child care, concerns about financial uncertainty in moving from benefit into work and cost of housing and council tax to a lone a parent in work. Informal feedback is that lone parents in Hendon are reporting similar concerns as those identified by the research. The New Deal for Lone Parents offers advice and support tailored to the individual needs of each lone parent which takes account of any particular problems they face because of the area they live in. There are currently two New Deal for Lone Parents advisers working full-time at Hendon Jobcentre. Both work in outreach in the community and have surgeries at Hendon and Edgware Social Security offices. The local Jobcentre Plus district has a marketing strategy focused on lone parents which has included job fairs with children's activities, school breakfast clubs and outreach surgeries. The combination of the child care component of our new Tax Credits and the extra places created through our National Childcare Strategy are making child care affordable and accessible for parents moving into work. Lone Parents can also benefit from payments of Housing Benefit and Council Tax Benefit at pre-work levels for four weeks following starting work to help them through what can be a difficult transition period. Combined with the national minimum wage and working tax credits, we are making work possible and making work pay. In addition, the Budget announced a number of measures to help overcome barriers to work, including Discovery Week pilots to boost and increase the familiarity of lone parents with the help and support available to them. From 2004 we will also introduce a new mentoring service across the country tailored specifically for lone parents; and from April 2004 child care tester pilots to allow lone parents to test whether formal child care suits their needs.

Paul Holmes: To ask the Secretary of State for Work and Pensions (1) pursuant to his written statement of 24 March 2003, Official Report, column 1WS, what the budget is for the Employment Retention and Advancement Demonstration Project; how this will be distributed through the six districts; what the money will be allocated for; how often the evaluation of the project will take place; how many Advancement Support Advisers there will be in each of the six districts; what training will be given to these advisers; and if he will make a statement; [105364] (2) pursuant to his written statement of 24 March 2003, Official Report, column 1WS, if he will list the measures to encourage retention that will qualify for a financial incentive; and if he will make a statement. [105369] Mr. Nicholas Brown: In October 2003 we will introduce the Employment Retention and Advancement Demonstration Project (ERAD) in six locations. The project will examine ways of helping low paid workers and people moving off benefits to stay and advance in work. ERAD services will be offered to lone parents in receipt of working tax credit working less than 30 hours per week and participants in the New Deal for Lone Parents and New Deal 25 plus. All participants will receive one to one support from a dedicated adviser. To ensure participants receive the most appropriate support from advisers, we are currently undertaking a training-needs analysis for advisers that will enable us to develop effective training for our staff. To encourage job retention, participants working 30 hours or more per week can be eligible for payments from the project on top of their earnings. Payments will also be available to help individuals with further training, to assist with both retention and advancement. We are investing £30 million in ERAD over three years. The distribution of funds between the six districts has not yet been decided but will be based on projected volumes of eligible clients in each ERAD district area. The budget provides funding for the job retention and advancement incentives as well as the staff, equipment and evaluation costs of the project. The project will be comprehensively evaluated and will include research surveys after one and two years. Adviser numbers for the project are yet to be confirmed but will reflect projected client volumes in each ERAD district.
