Since the British Energy Security Strategy we have made rapid progress, establishing an investable business model to bring forward new hydrogen production facilities and delivering a £240m capital fund to support early deployment. In December 2023, we announced the largest number of commercial scale green hydrogen production projects at once anywhere in Europe, supporting 11 electrolytic projects through the first hydrogen allocation round. The second allocation round is currently underway with annual allocation planned from 2025. This, alongside the cluster sequencing process bringing forward carbon capture and storage-enabled hydrogen, will ensure we remain on track to meet our 2030 ambition.

The UK’s strong policy framework – including the Hydrogen Production Business Model, Net Zero Hydrogen Fund and Low Carbon Hydrogen Standard – has created an investable model which has leveraged private investment to kick start the UK’s hydrogen economy.
Government is supporting projects to move the UK closer to our hydrogen ambitions.
In December 2023 we announced 125MW of successful projects from Hydrogen Allocation Round (HAR) 1, and have since launched HAR2, aiming to allocate up to a further 875MW in 2025, subject to affordability and value for money.

The Government regularly publishes its view of the levelised cost of generating a unit of electricity from various technologies, including renewables and gas-fired power generation with CCUS, in the Electricity generation costs report which was updated in 2023.

UK territorial greenhouse gas emissions from the fertiliser manufacturing industry between 1990 and 2020 (the latest available year data) have fluctuated between 525 and 812 thousand tonnes carbon dioxide equivalent, with no clear trend.
To reduce future emissions the Government is promoting better nutrient use efficiency through the Sustainable Farming Incentive. The Government is supporting the development of new technologies to manufacture less environmentally damaging fertiliser products through the Farming Innovation Programme and plans to reform the fertiliser regulatory regime.

The Government plans to strengthen energy resilience and manage declining domestic gas production through the North Sea Transition Authority’s launch of the 33rd licensing round on 7 October 2022. Applications for the 33rd round will be open until 12 January 2023 and the first licence awards should follow in the second quarter of 2023.

On 14 March, my rt. hon. Friend the Prime Minister hosted a roundtable of leaders in the UK’s offshore oil and gas industry to discuss domestic energy security, increasing investment in the North Sea oil and gas industry and boosting supply of domestic gas.

Solar is a cheap, versatile, and effective technology that will help limit household electricity bills and ensure Britain is less affected by fluctuations in volatile global gas prices.
The Government recognises the need to preserve productive arable farmland. Planning guidance prioritises the effective use of land and encourages the deployment of large- scale solar farms on previously developed and non-agricultural land. Where greenfield sites are considered, projects should be designed to avoid, mitigate and, where necessary, compensate for impacts. The government supports solar that is co-located with other functions (for example, agriculture, onshore wind generation, or storage) to maximise the efficiency of land use.
The UK has a high degree of food security built on supply from diverse sources; strong domestic production, as well as imports through stable trade routes.
