That this House believes this country has a proud record of standing up for Hong Kongers; condemns the Chinese Communist Party (CCP)’s interference in Hong Kong’s democracy, including through the 2020 National Security Law; further condemns the CCP’s efforts to intimidate Hong Kongers living abroad who are critical of the Chinese state; notes with grave concern that according to the Political Prisoner Database there are now over 1,600 political prisoners held in China, including Jimmy Lai; views as abhorrent CCP-sponsored efforts to threaten, intimidate and place bounties on democracy activists from Hong Kong who live in the UK through the distribution of posters and letters on UK soil to neighbours; further condemns actions by the Hong Kong authorities to intimidate and imprison the family members of Hong Kong democracy activists living in the UK; calls on the Government to put in place further mechanisms for pro-democracy Hong Kong activists to receive specific support in relation to allegations of intimidation by CCP-linked groups; further calls on the Government to support police training to help better identify cases of state-sponsored political intimidation; also calls on the Government to fill the gaps in the British National (Overseas) (BNO) visa scheme and to extend BNO integration funding for Hong Kongers in the UK for the duration of the Parliament; and calls for the inclusion of employees of the Hong Kong Economic and Trade Office in London on the enhanced tier of the Foreign Influence Registration Scheme.

The UK Government remains committed to championing human rights around the world and we work with the UN and other multilateral fora to promote Freedom of Religion or Belief (FoRB). For India's 2022 Universal Periodic Review, we recommended India reinforce efforts to protect the rights of all minorities as enshrined in the Indian Constitution. We have a broad and deep partnership with the Government of India, and discuss all elements of our relationship, including human rights and FoRB, and raise concerns where we have them, including at Ministerial level.

During the recent discussions, did the Nigerian authorities hold out any hope or prospect that Christian groups

All parties are looking for a greater degree of safety and security, particularly in the north-east. It is a complicated situation that does keep coming back. As one suppresses some problems, others come out. We are working very closely with our Nigerian and international partners in the north-east and across the whole of Nigeria. Nigeria is one of our biggest partners on these and a number of other issues. I will raise them with our high commissioner again. I met our high commissioner last week and will continue to work on these issues, and I look forward to going back to Nigeria to visit friends and colleagues.

The Government works with a large number of Non-Governemntal Organisations (NGOs), including Open Doors, to help promote and protect freedom of religion or belief. We do not routinely raise specific reports by NGOs, but we work closely on this matter with international partners, and through the UN, using information from a wide range of sources to inform our work, and will continue to do so.

The British High Commission in New Delhi, our network of Deputy High Commissions, and FCO officials in London maintain a continuous assessment of the situation across India, including Christian persecution. Our officials regularly meet with Christian minority representatives. Most recently the British High Commission highlighted the importance of Christian persecution to the UK Government with India’s Ministry of External Affairs on 24 January 2019.
We shall continue to engage the Indian government and the wider international community on this matter. We also run a number of projects working with minorities to raise awareness of their rights and promote interfaith tolerance in India.

We continue to urge the DPRK to uphold its human rights obligations and engage substantively with the international community on freedom of religion in North Korea. We work with partners in international fora, such as the UN General Assembly and Human Rights Council, to highlight this and other human rights concerns. We raise our concerns directly with the North Korean Embassy in London and through our Embassy in Pyongyang. We also regularly engage with NGOs on human rights issues in the DPRK.

We raise the importance of ensuring freedom of religion or belief with the Nepali government on a regular basis. I raised these issues most recently with Nepali Ambassador on 9 October 2017 and when I wrote to Prime Minister Deuba on 2 November 2017. Our Embassy in Kathmandu monitors the human rights situation closely and has consistently encouraged the Government of Nepal and members of Nepal's parliament to ensure Nepal meets its international human rights obligations, including freedom of religion or belief, and we will continue to do so.

The Government remains concerned about the persecution of Christians and other individuals worldwide and continues to promote Freedom of Religion or Belief including through the United Nations. We recently worked with international partners to sustain consensus on the adoption and implementation of the European Union-sponsored Resolution on 'Freedom of Religion or Belief' and the Organisation for Islamic Cooperation-sponsored Resolution on 'Combating Religious Intolerance'. In his statement in September, at the UN Human Rights Council, Lord Ahmad reiterated the importance of working together towards the full realisation of Freedom of Religion or Belief for all individuals worldwide. We also strongly support the work of the UN Special Rapporteur on Freedom of Religion or Belief, Dr Ahmed Shaheed.
