My Lords, over the next three years, the UK’s demining work will continue to save lives, limbs and livelihoods across the world, supporting those most in need and delivering our treaty commitments. The Global Mine Action Programme 3, due to begin in 2022, will involve landmine clearance and risk education to help affected communities keep safe, and capacity development to help national authorities manage their landmine contamination. We are currently working towards finalising funding and country allocations for this programme.
My Lords, I declare my interest as an ambassador for HALO, which has an agreement with the Taliban to continue to carry out mine and IED clearance in Afghanistan. It employs 2,500 locally engaged staff with financial support from Germany and the United States for this work. However, there is no support from the United Kingdom. Why not?

My Lords, in Afghanistan, since 2018, the FCDO’s funding to UNMAS has cleared landmines and unexploded ordnance in 27.2 square kilometres of land. It has released a further 211 square kilometres of land by assessing it as
no longer being dangerous. That has directly benefited nearly 1.5 million people. UNMAS has also delivered landmine-risk education to at least 1.2 million people, including more than 450,000 women and girls. The UK has a long track record in Afghanistan.

My Lords, I declare my interest as set out in the register as an ambassador for the HALO Trust, whose activities include essential mine clearance in Afghanistan and other countries. My Lords, as I said in my Answer, we have made reductions, which I have not shied away from. But with the HALO Trust, among other key partners, we have an important relationship, and we continue to work with the HALO Trust quite specifically. Overall, as we have assessed over a four-year period, we will be spending over £146 million in this area, including over £21 million this year.

That this House notes that there are between four and 10 million landmines in Cambodia which are killing or maiming between 300 and 500 Cambodians each month and rendering large tracts of land unusable; praises the work of the Cambodian Mine Action Centre, which has for the past 18 months proved an effective co-ordinating agency for overseeing and implementing demining activities; deeply regrets Cambodian Mine Action Centre's announcement that it will have to cease demining on 1st November because of the United Nation's refusal to allow expatriate technical staff to stay on beyond the UNTAC withdrawal on 15th November; and calls on Her majesty's Government to exert all possible pressure on the United Nations to reconsider its ruling on the withdrawal of expatriate staff from this vital programme and to provide the necessary funds for the continuation of the demining operation.
