The Government’s priority is to support the UK’s world class R&D sector. We have put in place this additional funding to shore up talent and invest in R&D infrastructure across the UK, while also aiming to secure the UK fusion sectors’ commercial leadership and capabilities.
We are committed to levelling up and where funding delivered via UKRI is England only, there will be an additional funding allocation for the Devolved administrations. The approach to funding distribution is being developed and my Hon. Friend the Minister of State for Science, Research and Innovation has written to DA colleagues on this matter. Further details will be announced in due course.
My Lords, is Minister reinforced in his view that an independence referendum is not required by fact that the Lord Advocate —Scotland’s senior law officer—has ruled that an independence referendum would not be within the legislative competence of the Scottish Parliament?

This is obviously now on its way to the Supreme Court. The UK Government are very clear that this is outside of competence—this is a reserved, not a devolved, matter. This now goes to the Supreme Court, which will adjudicate on it in the autumn. However, in the meantime, they press ahead: we have another glossy document called Renewing Democracy through Independence, which a professor at the University of Edinburgh, who is not party-political, described as “dismal, negative, uninspiring” and “utterly fanciful”. We still have no details on how Scotland will fund itself without a currency, how it will operate a hard border with England and how it will make the country more successful. This is thin gruel and, as the bard said,
“Auld Scotland wants nae skinking ware
That jaups in luggies”.
My Lords, I support Amendment 3 and have added my name to it. I have the advantage of having heard the last two contributions to this debate, which is, to some extent, a rehearsal of that which we held in Committee. I will take issue with the noble Lord, Lord...

I begin by saying to the noble Lord, Lord Moylan, that I spend a lot of my time defending the United Kingdom of Great Britain and Northern Ireland, and I fear that the task is made more difficult on an almost daily, or perhaps weekly, basis by the fact that...

My Lords, I am tempted to say: “Follow that!” The noble Lord has given us something that is not just elegant and eloquent but very firmly researched. To avoid the risk of being accused of being repetitive or even repetitious, I propose to adopt the contribution not only of the...

My Lords, in the new farming environment there will be many challenges, which undoubtedly will affect some, if not all, of the four nations of the United Kingdom. In these circumstances, co-operation is not just desirable but necessary; that is why I support Amendment 66. Looking around us, we see...

My Lords, there is no dispute that this legislation, in the form of a statutory instrument, should pass. What is more surprising, as has just been pointed out by the noble Lord, Lord McConnell, is that it has taken so long to come before us. I associate myself with his...

My Lords, I can be very brief. The circumstances we are discussing are entirely of the Government’s making. They may now reflect on the fact that they opposed the amendment proposed by the noble Duke, the Duke of Wellington, which would have given them more flexibility in this matter. It...

My Lords, it would be a brave tribe that took on the noble Lord. The noble Baroness the Leader, in introducing the debate, made a point of saying that this was a technical Bill. However, she has since had the experience of listening to the forensic dissection of the Bill...

Mr Jacob Rees-Mogg; one Rees-Mogg is very much like another. Mr Jacob Rees-Mogg has threatened us, and my answer to these threats is this: I am not here to thwart the will of the House of Commons. Like the noble Lord who has just spoken, I spent 28 years at...

My Lords, in view of the unexpected taciturnity of the noble Lord, Lord West, would the Minister care to hazard a guess as to the consequences for warship building on the Clyde in the event of independence?

The noble Earl is quite right to say that the Black Watch traditionally came from north of the Tay—and south, as well—because it has traditionally recruited in Angus, Perthshire and Fife. My question is whether any impact on Reserve units in all three services arises from the Statement he has...

To ask Her Majesty’s Government whether the Base Optimisation Programme in Scotland has been completed.
To ask Her Majesty’s Government whether the Base Optimisation Programme in Scotland has been completed.
The Basing Optimisation Programme considered the tri-service basing and infrastructure requirements from the Strategic Defence and Security Review 2010. In terms of detailed planning and implementation the programme is being delivered through separate projects which are expected to continue until 2021.
As part of the comprehensive Strategic Defence and Security Review 2015 the Ministry of Defence committed to reducing our estate by 30%. The plan for this is due to be announced later this year but so far my hon. Friend the Minister for Defence Personnel and Veterans (Mark Lancaster) has already announced this year the disposal of 22 sites.
To ask Her Majesty’s Government what progress has been made towards realising receipts through the disposal of high-value Ministry of Defence estate in Scotland since the 2011 Basing Review.

My Lords, it may be stretching the tolerance of the House for a fifth Scottish lawyer to join in this discussion, so I will confine myself to two issues. The first is Pepper v Hart. It is well worth understanding just how limited the application of that doctrine may be....

My Lords, I have been provoked to make a contribution arising out of the nature of the debate. I hope it is not a question of piling Pelion upon Ossa for yet another lawyer to offer what may be an obstacle. The right of judicial review may apply in circumstances...

To ask Her Majesty’s Government what recent discussions they have had with the Scottish Government about the future electrification of the East Coast Main Line between Edinburgh and Aberdeen.
To ask Her Majesty’s Government what recent discussions they have had with the Scottish Government about the future electrification of the East Coast Main Line between Edinburgh and Aberdeen.
UK and Scottish Government officials have regular discussions regarding transport policy, and the rail industry is undertaking studies to identify the best value cases for further route electrification in Scotland, England and Wales. The introduction of bi-mode intercity express trains on East Coast Scottish services from 2018 is expected to help the business case for electrification between Edinburgh and Aberdeen.
