Mr. Nick Brown: A further progress report on BSE in Great Britain was placed in the Library of the House today.
The report outlines the measures which have been taken to protect public health since June 2000 and includes the latest EU
requirements for testing and surveillance.
There is also a section on the protection of animal health which covers controls on animal feed.
The epidemiology section shows that the epidemic of BSE in Great Britain continues to decline in line with predictions.
The report is also published on the MAFF website: www.maff.gov.uk.animalh/bse/index/html

Mr. Nick Brown: Yes. 9,526 samples taken from cattle over five years old slaughtered in Great Britain under the over-30-months
scheme (OTMS) between May and December 2000 were tested for BSE by histological examination of the brain. Of these 0.41 per cent.
(39) tested positive. This compares with 0.45 per cent. (18) positive results by the same method of examination in the first survey
in 1999 when 3,951 cattle aged over five years old were tested. These brain samples, and others that proved unsuitable for
examination by histological examination are being further tested by means of a rapid test, and results will be reported as soon as
they are available.
These results will be used to evaluate results of additional surveys of fallen stock or casualties, and to enable the decline of the
BSE epidemic in Great Britain to be more fully analysed. Because of the OTMS none of these cattle would have gone into the food
chain.

Mr. Nick Brown: On 30 March, the Spongiform Encephalopathy Advisory Committee (SEAC) considered the independent assessment from DNV
Consulting of the public health risk due to BSE infectivity from burning cattle during the present foot and mouth disease outbreak.
This assessment was placed in the Libraries of the House on 15 March. Taking account of comments from SEAC and the Environment
Agency, this assessment has been revised to include the possible BSE risks from burying cattle carcases on farm and in landfill.
Copies of this 1 April revision of the DNV risk assessment have been placed in the Libraries of the House, and are today being
published on the MAFF Foot and Mouth Disease internet site.
SEAC advised that the risk from burning (or burying) cattle born on or after August 1996 would be at least 400 times lower than the
risk from burning (or burying) a similar number of cattle born before this date. In the light of SEAC's advice, the Environment
Agency is advising that, depending on local hydrogeological and other factors and subject to site specific risk assessments, cattle
born on or after 1 August 1996 may be buried.

Mr. Nick Brown: I represented the United Kingdom at the Agriculture Council on 20 and 21 November and the special meeting of EU
Agriculture Ministers in Brussels on 4 December.
The special meeting had been called to follow up and build upon the measures to combat the spread of BSE decided at the November
Council's meeting in response to developments in several continental member states. As a result of the decisions at these two
Councils, as well as those taken in the interim by the Commission under its own powers, the EU has put in place in the 14 other
member states strengthened protection against BSE which in key respects reflects measures already applying in the UK.
At its November meeting the Council agreed to introduce BSE testing for bovine animals of over 30 months that were either at risk or
entering the food chain.
On 21 November the Standing Veterinary Committee voted in favour of a Commission proposal giving effect to the Council agreement by
requiring among other things random samples of at risk animals--6,500 in GB and 2,500 in NI annually--to be tested from 1 January
2001, and by requiring all animals over 30 months of age which we slaughtered for human consumption to be tested by a rapid BSE test
from 1 July 2001.
On 30 November the SVC agreed Commission proposals to extend the definition of specified risk materials to include all bovine
intestines. This has relatively little effect in the UK where bovine intestines of animals over six months were already defined as
SRM.
More recently, the special December Council further extended these public health protection measures and also took steps to restore
consumer confidence in European beef and support the market.
By qualified majority (German and Finland opposing) the Council adopted a proposal temporarily extending across the EU the
prohibition on the feeding of mammalian meat and bone meal to all farm animals, introducing similar prohibitions related to most
other processed animal and poultry products and prohibiting the use of fishmeal in ruminant rations.
The Council also agreed to support a scheme for the removal from the market of over-thirty-month animals which have not been tested
for BSE. By analogy with the over-thirty-month scheme already applying in the UK, this will both aid pubic health by preventing
untested older animals from reaching consumers and support the market by removing from sale animals which, in the current low state
of consumer confidence in Europe, have no viable outlet. The detailed rules of the scheme will be discussed at a beef management
committee meeting on 12 December with a view to coming into force on 1 January.

Dr. John Cunningham: At my request, at its meeting on 2 December the Spongiform Encephalopathy Advisory Committee considered the
practice of feeding animal by-products to animals of the same species. The committee's advice is being published in full, and a copy
has been placed in the Library of the House.
The committee did not consider that there was an immediate risk from intraspecies feeding. However, they thought it possible that
TSEs might arise spontaneously in any species with a prion protein gene, and that if this were the case the practice of recycling
waste as feed within a species could spread any resultant disease. The committee describes the risk here as small, but considered
that it could not be discounted completely.
The committee has recommended that the Government develop a strategy to remove this risk, taking account of practical enforcement
considerations and alternative disposal option, and discuss it with EC partners. Although the risk is small, I intend to accept this
recommendation on a precautionary basis.
Essentially this means that the current practices of processing certain types of waste containing porcine material and feeding it as
swill to pigs, and using poultry and feather meal as high protein ration for poultry, will have to end. Before legislating, however,
I shall, as advised, consider the alternative routes for disposing of such waste. I am currently conducting a review of national
animal waste legislation and intend to issue proposed legislation for consultation early in the New Year. That will set out our
proposals in respect of pig swill subject to any further discussions in the European Community. I shall use that opportunity to ask
for comments on the other issue raised by SEAC's advice. Subject to those comments, I also envisage bringing forward legislation to
ban the recycling of poultry meals as poultry feed, but want to sound out Community partners first.
This action to avoid any possibility that a risk which the committee described as "small" and "potential" means that consumers will
continue to enjoy the highest possible protection against the risks from TSEs, and give the assurance that pig and poultry products
remain TSE free.

setting up the British Cattle Movement Service at Workington. [21661]
Mr. Rooker: I am glad to report that refurbishment work has been completed at three out of the four buildings at the British Cattle
Movement Service site at Workington. One building was handed over to MAFF in November, and a further two are being completed and
handed over today. Work is now underway to equip these buildings ready for occupation. The fourth building will be handed over next
year.
I am also pleased to announce that we have appointed a Director of the British Cattle Movement Service following an open
competition. He is David Evans, currently Assistant Regional Director at the MAFF Regional Service Centre at Carlisle.
These developments are milestones in the important task of setting up the British Cattle Movement Service, which will run the new
computerised cattle tracing system for Great Britain.

Mr. Campbell-Savours: To ask the Minister of Agriculture, Fisheries and Food if he will make a statement on the progress in
establishing a computerised cattle traceability system for Great Britain. [15849]
Mr. Rooker: We are continuing to make good progress towards getting this system in place. I announced to the House on 30 July,
Official Report, column 310, that the organisation responsible for administering the system, the British Cattle Movement Service,
(BCMS) will be based in Workington, Cumbria. I also announced subsequently that BCMS will take over responsibility for cattle
passports. There are now two further developments to report. First, the Government consider it very important for there to be as
much reporting of cattle movements to the new cattle traceability database by electronic mail as possible. This should reduce the
paperwork burden on businesses which move large numbers of cattle, such as livestock markets and abattoirs. To help such businesses,
we are issuing a protocol today for them to follow in order to communicate with the database by e-mail. Copies are being sent to all
livestock markets and abattoirs in Great Britain. I very much hope that markets and abattoirs will invest in the relatively small
changes needed to their IT systems over the next few months. This work needs to start now if it is to be completed by the time the
new computerised system goes live in 1998.
Secondly, the Government have decided to charge for the cattle traceability system via cattle passports. Farmers applying for cattle
passports will pay a fee which will cover the costs of the new computerised system. This follows consideration of a wide range of
alternatives, including charging on the basis of the number of movements for which a business is responsible, charging via ear tags,
charging at slaughter and charging via an annual registration fee for cattle producers. Charging via passports was chosen because it
should be easy to enforce, since cattle without passports cannot go for human consumption. Because it is simple, administrative
costs will be kept down so benefiting industry directly. The fee is expected to be in the range £5 to £10 per animal. The livestock
industry will be involved in how this method of charging will be implemented, for example through its representatives on the Project
Board which is managing the introduction of the computerised system.

Mr. Rooker: [holding answer given on 10 June 1997]:
The Over Thirty Months Scheme (OTMS) is a measure to protect public health, not to eliminate BSE. On the other hand, the selective
cull is aimed at reducing the number of cases of BSE by culling cattle which as young calves may have been exposed to the same feed
as animals that have already succumbed to BSE. We estimate that the selective cull might prevent a maximum of 1,500 confirmed cases
of BSE up to the end of 1999. The OTMS might prevent between one third and a half of that number, although the number of animals
slaughtered under OTMS is many times greater than under the selective cull.

developments by Messrs Proteus. [2248]
Mr. Rooker: The Department's involvement with Proteus has been confined to the assessment of a PrP antiserum for the diagnosis of
BSE by immunohistochemistry in brain sections of cattle killed with clinical signs of BSE.
In a joint study between the Veterinary Research Laboratories, Dublin and the Central Veterinary Laboratory (CVL), Weybridge, the
performance of the Proteus PrP antiserum, designated 168, was compared with that of another PrP antiserum 971 raised at CVL. Each
laboratory replicated the PrP immunostaining protocols used in both participating laboratories. Closely similar results were
obtained in each laboratory with both antibodies performing similarly in the confirmation of clinical cases of BSE.
The studies did not include evaluation of the use of the 168 antibody for the diagnosis of BSE during the incubation period of the
disease.

treatment by the regulatory authorities of (a) imported beef and (b) beef produced in the United Kingdom. [2246]
Mr. Rooker: All fresh meat produced in or imported into the United Kingdom must be produced in accordance with harmonised hygiene
rules laid down in Council Directive 64/433/EEC (as amended). Also, meat derived from bovines which, at the time of slaughter, were
more than 30 months old is prohibited under the Fresh Meat (Beef Controls) (No 2) Regulations 1996 for sale for human consumption
unless it comes from animals covered by the Beef Assurance Scheme, or born, reared and slaughtered in those third countries
specifically excluded by the Regulations where there is no known risk of BSE.
In addition, since 1989 there has been a requirement for specified bovine material (SBM) to be removed from bovine animals which
have died or been slaughtered in the United Kingdom. SBM is currently defined in the Specified Bovine Material Order 1997 as the
whole head (excluding the tongue), spinal cord, spleen, thymus, tonsils and intestines of cattle over six months old and the thymus
and intestines of calves under six months. The SBM may not be used in food, animal feed, cosmetic, pharmaceutical or medical
products. It has to be stained and disposed of under strictly controlled conditions.
On 5 June, following advice from the Spongiform Encephalopathy Advisory Committee, my right hon. Friend, the Minister of
Agriculture, Fisheries and Food announced the opening of consultations on an amendment to the 1997 Order, Official Report, column
227-28, which would extend these controls to imported beef, other than from those countries excluded by the Fresh Meat (Beef
Controls) (No 2) Regulations 1996. This is not an import ban. We intend to implement these measures in late July if agreement to
introduce similar Community-wide controls is not forthcoming by then.

Mr. Campbell-Savours: To ask the Minister of Agriculture, Fisheries and Food what estimates have been drawn to his attention as to
the cost to the meat industry of BSE. [2798]
Mr. Rooker: There have been several studies which have addressed certain aspects of the costs of BSE, but I am not aware of any
estimates of the total cost to the meat industry. However, the Ministry has commissioned an independent study to provide a
comprehensive assessment of the economic impact of BSE across the whole UK economy and within particular regions. The study is
expected to be completed during September 1997.
