Mr. Edward Davey: To ask the Secretary of State for Defence how many homes are provided in the UK for members of the armed forces, broken down by location at which such homes are provided; and when the last time was that properties in each location were (a) surveyed and (b) inspected. [214550] Mr. Caplin: As at the end of January 2005, approximately 49,700 properties were provided for the families of armed forces personnel, located at over 600 sites across mainland United Kingdom (England, Scotland and Wales). Management of service families accommodation (SFA) is carried out by Defence Estates (DE). The housing stock is currently spread across nine regional offices, as set out in the following table. Included in the overall figures are about 1,000 substitute SFA properties, which although not managed by DE, are supplied under contract, where appropriate SFA cannot be provided from its own resources. Given the number of sites involved, the numbers of houses have been grouped on a regional basis. _________________________________________________________________________________________________. Following that major exercise, properties are subject to further survey as required, for example when a package of properties is identified for upgrading. To set out the details for each individual location would incur disproportionate effort.

Michael Fabricant: To ask the Secretary of State for Defence (1) which bases will be used in England over the next five years for the Army Training Regiment; [193946] (2) if he will make a statement on the future use of the army barracks at Whittington, Lichfield; [193947] (3) what plans he has to sell land occupied by the Whittington barracks near Lichfield; [193944] (4) whether he plans to move the Army Training Regiment for Lichfield. [193945] Mr. Caplin: The Army Training and Recruiting Agency (ATRA) is currently conducting a study to evaluate the capacity requirements for Phase 1 soldier training and to determine the most long term economical use of the existing Phase 1 training real estate, which includes four Army Training Regiments (ATRs); ATR Bassingbourn, ATR Winchester, ATR Pirbright, ATR Lichfield and the Army Foundation College Harrogate. The study will identify and develop a range of options including the feasibility of closing one of the ATRs. No decisions have yet been reached as the study involves a detailed business case and economic appraisal to determine value for money in any restructuring of Phase 1 training. It is hoped to conclude the study early in 2005. Any site identified for possible closure would be assessed for alternative uses within the MOD. In the event that another user could not be identified, the site would be closed. The site that is recommended for closure would result in its recruits being reallocated to the remaining three ATRs, with some expansion at the remaining sites to create greater efficiencies in training.

The Ministry of Defence keeps the size and location of its bases under constant review. Building on initial work that has been done to identify the MOD's core sites, the Department is undertaking further work to examine where estate rationalisation may be possible. This work is consistent with the Department's contribution to the Government's Independent Review of Public Sector Rationalisation--the "Lyons Review". On 21 July we announced a number of specific reviews. These were: a review of the Defence Logistics Organisation's locations; a review of Defence Airfields; and a review of Royal Marines Basing, each of which may result in the relocation of civilian personnel. In addition, a number of relocations relating to the RAF's review of Air Combat Service Units and other minor units were announced. The MOD submitted a significant package of relocation proposals to the Lyons Review, which would result in around 3,900 service and civilian personnel relocating out of London and the South East by 2010. The proposals consist of the closure of Woolwich Station in Greenwich, the closure of the Army Technical Foundation College (ATFC) at Arborfield, relocation of the Disposal Services Agency (DSA) to the West Country, collocation of Defence Medical Services Training Centre (DMSTC) facilities and rationalisation of the Defence Science and Technology Laboratories (DSTL).
