My constituents were absolutely delighted that the fracking application in West Lancashire was withdrawn after a moratorium was declared. Since then, we have not seen any new scientific evidence that indicates that fracking would now be safe. Despite that, the Government have decided to reverse that moratorium, committing to granting fracking licences only in areas that have local consent. I would be grateful if the Prime Minister would reassure West Lancashire residents —my constituents—and please explain in detail how she will honour her statement that no fracking licences will be forced on communities that do not want them.

First, let me offer my best wishes to the hon. Lady on her appointment as chair of the Mersey Care NHS Foundation Trust. I can assure her and colleagues around the House that fracking will only go ahead in areas where there is local community support.

As the British Geological Survey’s report makes clear, predicting seismic events induced by hydraulic fracturing remains a scientific challenge for the geoscience community. It also makes clear that to improve our understanding we need more exploratory sites to gather the necessary data.

The Government expects industry to work closely with communities in order to gather the local support needed, as well as to determine what kind of community benefits will be put in place.

The Government has always been clear that it will only support the exploration of our shale gas resources in a safe and sustainable way. The Oil and Gas Authority is undertaking a scientific analysis of the data from Cuadrilla’s earlier operations in 2018 which will be published shortly. The Government will set out our future approach once we have considered the findings.

This was a routine report by the Air Quality Expert Group (AQEG). Although it was based on an assimilation of evidence that took place in 2015, the report itself was not finalised until 2017. It was prepared alongside other AQEG reports, for example on ultrafine particles and vegetation, which were produced on similar timelines. These reports were released together following publication of the government’s Clean Air Strategy.

The Government has always been clear that shale gas development must be safe and environmentally sound. We are committed to ensuring a rigorous, evidence-based approach to shale gas extraction, and as such I welcome any new research that can further enhance our understanding and help inform our policy development.

All oil and gas deposits in the UK are owned by the Crown. There are no plans for the Church Commissioners to use its land or mineral rights for the purpose of fracking.
As a policy, The Church Commissioners do not seek applications for seismic drilling/exploration and fracking. Allowing seismic testing/exploratory drilling does not imply approval of fracking, litigation risks arise for landowners should they wish to oppose a request to carry out geophysical surveys on their land. The Church Commissioners seek to minimise this risk.
The Church Commissioners are responsible landowners and landlords and we seek to protect both our interests and those of our tenants. The Church does not have an official position on fracking and recognises it’s a controversial and evolving issue and people within the church hold a range of views.
