That this House condemns the May 2026 order by Israeli Prime Minister Benjamin Netanyahu for Israel’s army to seize 70% of the Gaza Strip; further condemns Israel's intensified annexation of the Occupied Palestinian Territory of the West Bank, including the approval of plans to register land there as Israeli state property; notes that the establishment of settlements, land seizures and forced displacement of Palestinian communities violate international law; recalls the July 2024 Advisory Opinion of the International Court of Justice, which found that Israel’s continued presence in the Occupied Palestinian Territory is unlawful and must end as rapidly as possible, and that all new settlement activity must cease; further notes the Court made clear that all states, including the UK, must not only recognise this situation as unlawful but must refrain from any aid or assistance that maintains it and must take steps to prevent economic or trade activity that entrenches it; also notes that the Government rightly imposed widespread sanctions on Russia for its illegal war in Ukraine but has failed to do so in light of Israel’s reported war crimes and repeated international law violations; and calls on the Government to meet its legal obligations following the ICJ Opinion by banning trade and investment in goods and services with illegal Israeli settlements, imposing targeted sanctions including travel bans and asset freezes on all individuals and entities complicit in Israel’s occupation, suspending the UK–Israel trade agreement until Israel complies with international law, and imposing an arms embargo on Israel.

That this House expresses grave concern at the executive order signed on 29 January 2026 by US President Donald Trump, which unjustifiably declares Cuba as an “extraordinary threat” to the national security of the United States and authorises new sanctions against any country supplying oil to Cuba; notes that Cuba is already facing a severe energy crisis as a result of the longstanding US blockade and that any further restrictions on fuel supplies will have a severe impact on healthcare, food production, transport, education, essential public services and access to electricity, fuel, and medical infrastructure; further notes that such measures amount to the collective punishment of a civilian population and will inevitably lead to avoidable deaths; recognises that the extraterritorial application of US sanctions seeks to coerce third-party countries into complying with the US blockade, thereby undermining and breaching their national sovereignty and international law; recalls that the United Nations General Assembly has repeatedly and overwhelmingly condemned the US blockade of Cuba, with the UK repeatedly voting in support of that position; and calls on the UK Government to oppose this executive order, reject all extraterritorial sanctions, uphold the right of sovereign states to determine their own trading relationships with Cuba and advocate for the rescission of measures that endanger humanitarian well-being.

That this House notes the International Association of Genocide Scholars' recent decision to declare genocide in Gaza and the official declaration of famine in Gaza by the UN-linked Integrated Food Security Phase Classification; further notes it is over a year since the International Court of Justice (ICJ) finding that Israel’s continued presence in the Occupied Palestinian Territories (OPTs) is unlawful; also notes that the ICJ said all States have an obligation not to recognise this illegal situation, not to render aid or assistance that maintains Israel’s illegal presence in the OPTs, and to abstain from entering into economic or trade dealings with Israel which may entrench its unlawful presence in the OPTs; notes the ICJ added that all States have an obligation to take steps to prevent trade or investments that assist the maintenance of this unlawful situation; expresses concern that the UK Government has yet to outline a concrete response or demonstrate how it will meet its legal obligations following the ICJ ruling; and believes that to do so and to help prevent international humanitarian law violations the Government must suspend the UK-Israel trade agreement until Israel complies with international law, ban all trade and investment in goods and services with Israeli settlements, impose targeted sanctions, including travel bans and asset freezes, on all individuals and entities complicit in Israel’s occupation, end all arms trade with Israel including of F-35 components, and conduct a full review of UK-Israel relations to ensure no support is given to international law violations.
