The most robust evaluation of the Sex Offender Treatment Programme (SOTP) in England and Wales (Home Office, 2003) examined the impact of the prison-based programme. This compared two-year reconviction rates for prisoners who participated in the programme with those who did not.Findings indicated that the SOTP had an impact on reconvictions for sexual and/or violent offences (as a combined measure). An explanation for this effect could be that a proportion of violent reconvictions were sexually motivated offences. Sexual reconvictions were combined with those for violent offences because sexual offenders (in the absence of intervention) are reconvicted for sexual offences at a very low rate—less than 5 per cent. over two years. Any decrease in this rate as a result of treatment is therefore unlikely to be statistically significant.For combined sexual and violent reconviction, the treatment group showed a statistically significantly lower rate of reconviction overall than the comparison group (4.6 per cent. and 8.1 per cent. respectively, see Table 4 in Home Office Research Findings No. 205). Treatment participants in the medium-low and medium-high risk groups showed a statistically significantly lower rate of reconviction than respective risk groups in the comparison sample (see Table 4 in HORF 205).For general and sexual reconviction rates, the treatment group showed lower rates of reconviction than the comparison group although differences were not statistically significant (see Tables 5 and 3 respectively in HORF 205). No statistically significant differences were found among risk groups.These findings relate to offenders who completed the SOTP between 1992 and 1994. A programme of research is planned to examine the impact of the prison-based SOTP delivered to offenders post-1994 in terms of both short-term change in relation to treatment targets (e.g. victim empathy) and longer-term change in terms of future re-offending.

Her Majesty's Chief Inspector of Prisons (HMCIP) conducts regular inspections of all prisons in England and Wales and the European Committee for the Prevention of Torture (ECPT) also has the right to enter and inspect prisons in the UK. HMCIP conducts full inspections of adult prisons every five years. In addition, risk assessed follow up inspections will take place in between this cycle. Full inspections generally last for five days and short follow up inspections three days. The purpose of HMCIP inspections is to inspect the treatment and conditions of prisoners. The inspectorate uses its own published inspection criteria, called ““expectations””, which are informed by internal service standards and instructions, as well as international legal instruments and court judgments. Further information on the purpose of HMCIP inspections, inspection duration and frequency and copies of inspection reports are available on the Inspectorate's website: http://inspectorates.homeoffice.gov.uk/hmiprisons/. The European Committee for the Prevention of Torture has made six visits to UK prisons and other places of detention in the last six years: 4-16 February 2001: to examine the treatment of persons detained in prisons and other places of detention in England and Wales 17-21 February 2002: to examine the treatment of suspected terrorists in Belmarsh and Highdown prisons and other places of detention in England 12-23 May 2003: to examine the treatment of persons detained in prisons and other places of detention in England, Scotland and the Isle of Man 14-19 March 2004: to examine the treatment of suspected terrorists in Belmarsh and Woodhill prisons and other places of detention in England 11-15 July 2005: to examine the treatment of suspected terrorists in Belmarsh prison and other places of detention in England, and to monitor the treatment and conditions of detention of a person convicted by the International Criminal Tribunal for the former Yugoslavia (ICTY), who is serving his sentence in the United Kingdom 20-25 November 2005: to examine the treatment of persons held under the Immigration Act 1971 in Full Sutton and Long Lartin prisons and other places of detention in England Further details of all six visits can be accessed on the committee's website: http://www.cpt.coe.int/en/states/gbr.htm. The information requested is as follows:CustodyThe table shows the number of Sex Offender Treatment Programme completions in custody in each financial year since 1995. The percentage of imprisoned sex offenders completing treatment has been calculated by taking the total number of sentenced sex offenders in prison as of 30 June each year. These figures are only available from 2000 onwards.Please note that some of the completions refer to second or third treatment programmes. Thus the absolute number of prisoners receiving treatment in a given year is lower than the number of completions.HO Research Findings 205 reported an evaluation of prisoners attending the Core SOTP between 1992 and 1996. This study found that 2.6 per cent. of treated sex offenders reconvicted for a further sexual offence compared with 2.8 per cent. of untreated sex offenders over a two-year follow up period. However when further sexual and violent reconvictions were included, 4.6 per cent. of treated sex offenders reconvicted compared with 8.1 per cent. of untreated. There have not been any further evaluations to date.CommunityAccredited sex offender treatment programmes were introduced in the Probation Service in 2002–03. Data on offenders starting treatment are available for 2003–04 (1,051 starts) and 2004–05 (981 starts). In 2004–05 there were 4,767 sex offenders under supervision in the community, 21 per cent. of offenders were participating in accredited treatment programmes reflecting assessments that not all were suitable for the treatment programmes or had conditions of treatment as part of their supervision.A reconviction study is not yet available for sex offenders who have completed treatment in the community, as there has been insufficient time for a meaningful follow-up.The following table shows the number of Sex Offender Treatment Programme completions in custody in each financial year since 1995. The information requested is as follows.(a) No recent research has been commissioned on the direct effect of penal custody on re-offending rates (as measured by reconviction); however research (Surveying Prisoner Crime Reduction) is being undertaken on the link between interventions received in (as well as outside of) prison, and outcomes (including reconviction). Research has also been commissioned (building on the three Resettlement Surveys undertaken in 2001, 2003 and 2004) to provide information on the links between resettlement factors and reconviction. A large scale sentencing survey is also being undertaken which will provide information about the relative effectiveness (and cost-effectiveness) of different sentences.(b) Research was commissioned in 2001 to provide robust evidence on the impact of restorative justice (RJ) alongside the criminal justice system (pre and post sentence) on reconviction rates. Other recently conducted research on RJ has included a study examining the impact of a restorative cautioning scheme (Wilcox et al., 2004) and an exploratory study on the effectiveness of RJ schemes (Miers et al., 2001). The evidence from both of these studies on the effect of RJ on reconviction was inconclusive.To follow up earlier research on the introduction of referral orders (which follow the principles of restorative justice), a reconviction study on those offenders subject to referral orders has been commissioned by the Youth Justice Board (YJB). Further Youth Justice Board research is being undertaken to evaluate the enhanced effectiveness of using Family Group Conferencing in conjunction with Youth Inclusion and Support Panels to divert highest risk children from offending.(c) No recent research has been conducted by the Home Office or the Youth Justice Board assessing the effect on the re-offending rate of local authority run secure accommodation.
