The Department of Health and Social Care will lead on co-ordinating cross-Government work to raise standards in relation to the care and treatment of the deceased, supported by the Department of Business and Trade, the Ministry of Justice and the Ministry of Housing, Communities and Local Government.

Local authorities are independent of central government. My department has made no estimate of the number of the number of local authorities contracting funeral services outside of their obligations.

To that end, the Government is considering the full range of options to strengthen and improve standards to safeguard the security and dignity of the deceased. In this context, an interim update on progress with our response to the Fuller Inquiry Phase 2 report was published by the Department for Health and Social Care on 16 December 2025 (Fuller inquiry: government interim update on phase 2 recommendations - GOV.UK), and we will provide a full response by summer 2026.

We are committed to working with stakeholders to improve the scheme, and recently carried out reforms to the Social Fund Funeral Expenses Regulations, to clarify eligibility and simplify the application process. The formal government response can be accessed here, these regulations will come into force from spring 2018.
Funeral Expenses Payments continue to cover the necessary costs involved with funerals and cremations, and up to £700 for other funeral expenses. The funding offered from both Social Fund Funeral Expenses Payments and Social Fund Budgeting Loans offers an adequate level of support whilst maintaining a fiscally viable fund.
