That this House notes the recent campaign by Marie McCourt, whose daughter Helen was murdered in 1988 and whose body has never been found, for the law to be changed to prevent convicted murderers who refuse to disclose the location of their victims' bodies from being released on parole; further notes that proper burial can help to provide closure for victims' families and help to ease their suffering; believes that it is right for the law to be changed to ensure that deliberately prolonging the suffering of victims' families by preventing a burial counts against murderers who apply for parole; notes that more than 330,000 people have supported Marie's campaign; notes that as a result of this campaign the Prisons Minister asked the Parole Board to review its guidelines on such cases; is concerned that this review still has not been completed; is further concerned that the Minister for Criminal Justice and Victims assured Marie that he would discuss this issue with the Justice Secretary and respond to her, but that more than two months later she has not received a reply; and urges the Ministry of Justice to respond to Marie as soon as possible and consider whether to change the law to strengthen provisions to ensure that refusal to reveal the location of remains is fully taken into account when deciding on parole for convicted murderers.

That this House notes with concern that value added tax is applicable to the erection and maintenance of memorials to the deceased; considers this to be an unnecessary and insensitive tax on the bereaved and those who wish to honour the memory of loved ones; observes that a tax refund for charities and faith groups for the erection of memorials has been in place for some years now in the form of the Memorial Grant Scheme; calls on the Government to extend the scheme to all memorials; and urges the Government to raise at European level the possibility of abolishing such taxes altogether.

To ask the Secretary of State for Work and Pensions, what information his Department provides on (a) the average cost of a funeral and (b) potential sources of financial support for a funeral to families of the recently deceased who are in receipt of state benefits.
To ask the Secretary of State for Work and Pensions, what information his Department provides on (a) the average cost of a funeral and (b) potential sources of financial support for a funeral to families of the recently deceased who are in receipt of state benefits.
My department does not hold information on the average cost of a funeral. However the average funeral expenses payment for 2013/14 was £1,347.
My department provides financial support towards a funeral to those on certain state benefits via Social Fund Funeral Expenses Payments and Budgeting Loans.
To ask the Secretary of State for Work and Pensions, what estimate he has made of the number of people who are unable to afford a simple, respectful low-cost funeral due to the declining value in real terms year-on-year of Social Fund funeral payments.

My department does not collect data to monitor the types of funerals people choose.
We are conscious of the rise in burial and cremation fees which is why the Social Fund Funeral Expenses scheme covers in full specified necessary costs, such as the necessary costs of buying a new burial plot for the deceased or the cost of any necessary doctor’s certificates for example; plus a significant contribution towards other costs of up to £700. As such, the Government has protected these payments.
The Social Fund Funeral Payment scheme continues to provide help towards a funeral and is not intended to meet all costs that could be associated with the day. The overall average award for 2003/4 was £1019 and in 2013/14 it was £1347. Because we still pay in full the necessary costs the average award is now 32% higher.
To ask the Secretary of State for Work and Pensions, pursuant to the Answer of 5 January 2015 to Question 219706, what criteria he has used to (a) specify the costs which are necessary for a simple, respectful, low-cost funeral and (b) determine the level of those costs.

The Social Fund Funeral Expenses Payment provides help towards the cost of funerals for eligible claimants. The amount allowable covers in full the necessary costs, for a burial or cremation. The scheme also provides a significant contribution of up to £700 towards other costs.
Full details about the scheme can be found on the gov.uk website at https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/373209/dmgch39.pdf paragraph 39261 onwards.

That this House notes the joint press release of 4 September 2014 from three United Nations special rapporteurs calling on the Iranian government to bring an immediate halt to the destruction of a Baha'i cemetery in the city of Shiraz; believes that the desecration of Baha’i graves constitutes an unacceptable violation of freedom of religion; and urges the Government to intercede with Iranian officials and press them to take immediate action to effect a full cessation of the demolition of this Baha'i cemetery.

That this House notes with enormous gratitude the sacrifice made by all United Kingdom armed forces through the ages in defence of this country and its values; notes particularly the very special nature of the sacrifice made by those who fought in the First World War in appalling conditions and with terrible loss of life; further notes that there are very few veterans of the First World War still living in the United Kingdom; and urges the Prime Minister to recommend to Her Majesty that the particular nature of their sacrifice be acknowledged and celebrated by granting a state funeral to the last British veteran of the First World War at the time of his death.
