To ask the Secretary of State for Business, Energy and Industrial Strategy, whether his Department has made an assessment of the potential merits of setting a price cap for domestic heating in winter 2022.
The energy price cap was introduced to address an issue where certain groups of customers in the domestic market were found to be paying too much for their energy through a loyalty penalty. It therefore only applies to domestic gas and electricity consumers who are on a default or standard variable tariff. The price cap rate is set by Ofgem.

Under the gas network price control Ofgem oversees the Fuel Poor Network Extension Scheme (FPNES), which is delivered by the Gas Distribution Networks. The FPNES provides a discount to eligible households against the cost of connecting to the gas network.

As set out in its British Energy Security Strategy, the Government is committed to accelerating the process of building and connecting electricity network infrastructure to accommodate both new clean, affordable generation and demand. This includes working with Ofgem, network companies and the supply chain to dramatically reduce timelines for delivering strategic onshore transmission infrastructure and to speed up connections to the local distribution networks.

The Energy Company Obligation (ECO) does not provide direct financial support. Homes currently reliant on oil and solid fuel heating in off gas-grid areas can benefit from insulation or certain types of low carbon heating measures, such as heat pumps.
In order to qualify, these households must be on relevant means-tested benefits or identified by their local authority or energy supplier as vulnerable. For owner occupier households, the homes must also be energy efficiency Band D-G. For the private rented sector and social housing, the homes must be energy efficiency Band E-G.

The Government has committed to expanding the Energy Company Obligation from £640 million to £1 billion a year over four years from 2022, continuing the focus on low-income households. Across England, Scotland and Wales, this will deliver installations of an estimated 800,000 measures, in 450,000 homes, of which 360,000 homes will be upgraded to Energy Performance Certificate Band C.
There are specific incentives for the upgrading of off gas-grid rural homes in Wales and Scotland.

In the Heat and Buildings Strategy, published in October 2021, the Government sets out actions for the reduction of emissions from buildings in the near and longer term. This includes a package of measures to reduce the costs of buying and running a heat pump and how the Government plans to scale up the deployment of heat pumps to 600,000 installations per annum by 2028. The new Boiler upgrade scheme, opened for grant applications 23 May, gives £5000 discounts towards installing a heat pump. The Government is also taking action to grow the market for heat networks and continues to invest in research for hydrogen heating.

The Government understands that some households with a disability or medical condition will have higher heating costs than average. Certain specialised NHS England services do provide rebates on energy costs for patients using medical equipment at home, such as home oxygen concentrators or adult home dialysis. These arrangements are unique to the contracts or service specifications of these conditions. Clinical Commissioning Groups are best placed to support their local populace.
The Government is aware of the impact that high global wholesale energy prices are having on consumers and has put in place additional support worth £9.1bn on top of existing measures to support vulnerable households.

Hybrid heating systems will not be supported through the Boiler Upgrade Scheme. The Government acknowledges that in off gas grid areas, a future transition from heating oil and LPG to biofuels may allow the boiler element of a hybrid system to decarbonise and the Government recognises the work taking place within the oil and LPG industries to that end. However, the Government does not yet have sufficient evidence to take decisions on the potential role of biofuels in this context.

Legislation will provide Ofgem regulatory powers to investigate and intervene on networks where prices for consumers appear to be disproportionate, if prices are significantly higher than those consumers would expect to pay if they were served by an alternative heating system.
All energy users are having to deal with rising energy costs, which have been caused by global factors. To help consumers, including those on heat networks, government have introduced support worth more than £9bn for vulnerable households, through initiatives such as the Energy Bill Rebate and the Household Support Fund adding to the help provided throughout winter 2021.
