Mr. Donohoe: To ask the Secretary of State for Trade and Industry what the change in the level of the science budget has been since 1997 in (a) cash and (b) percentage terms. [206294] Ms Hewitt: Between 1996-97 and 2004-05 the science budget will have risen by (a) £1.263 billion in cash terms and (b) 96 per cent. in total, in percentage terms. The following table sets out science expenditure since 1996-97, including planned spend in 2004-05. Following the Spending Review 2004 science budget expenditure is planned to rise to £3.282 billion by 2007-08. Mr. Dawson: To ask the Secretary of State for Trade and Industry what measures are being taken (a) to prevent the best young scientists from leaving (i) research and (ii) the UK and (b) to attract young scientific talent from abroad. [199952] Ms Hewitt: [holding answer 29 November 2004]: The evidence base for a brain gain/drain is uncertain, with some recent studies showing the UK as a net beneficiary of science, engineering and technology (SET) skills. Therefore, the Office of Science and Technology is taking forward a study to provide a clear and usable definition of the brain drain to ascertain whether the UK SET base is currently experiencing a net brain drain of SET personnel qualified to at least PhD level and to provide an analysis as to what the future balance of inward versus outward migration of SET personnel might be. A number of schemes have been implemented in the UK which aim to attract scientific talent from abroad. For example, the Research Councils operate the Dorothy Hodgkin Postgraduate Awards scheme that provides PhD scholarship for students from India, China, Hong Kong and the developing world. The Roberts' Review (SET for Success, 2002) included recommendations that focused on the supply of scientists and improving the attractiveness of research careers. In its strategy for science, "Investing in Innovation", the Government made a commitment to implement measures based on these recommendations. These included increasing Research Council postdoctoral researchers' salaries by around £4,000 by 2005, increasing the average Research Council PhD stipend to £13,000 by 2005, providing young researchers with two weeks a year of transferable skills training, and establishing a new academic fellowship scheme that will provide more stable and attractive routes into academia. The 2004 Spending Review settlement will provide additional funding to extend the average duration of Research Council PhD awards to three-and-a-half years, and further increase the level of Research Council PhD stipends by at least inflation. The work of the UK Resource Centre for Women in SET (science, engineering and technology) includes sharing good employment practices, and supporting women returners. A contribution from the Department for Education and Skills will enable the Resource Centre to develop a scheme dedicated to encouraging more female SET undergraduates to take up SET professions.

[188075] Ms Hewitt: The sources for the statistics quoted in the Science and Innovation Investment Framework 2004-2014 paper are the UK Office for National Statistics R&D surveys for the UK data and OECD for international comparisons. R&D statistics for OECD countries are compiled in line with guidelines set out in the OECD's Frascati Manual. (a) Public sector includes: All UK-based departments, offices and other bodies which furnish, but normally do not sell to the community, those common services, other than higher education, which cannot otherwise be conveniently and economically provided, as well as those that administer the state and the economic and social policy of the community; UK-based non-profit institutions controlled and mainly financed by government, but not administered by the higher education sector; and UK-based non-market, private non-profit institutions serving households. (b) The business sector includes: All UK-based firms, organisations and institutions whose primary activity is the market production of goods or services (other than higher education) for sale to the general public at an economically significant price; The UK-based private non-profit institutions mainly serving them. The public sector is essentially composed of UK Government Departments, the Research Councils, Higher Education Institutions and private non-profit institutions. The business sector is all private enterprises in the UK.

Analysis of the Labour Force Survey by occupation indicates that the percentage of women employees within science, engineering and technology was the same at 15 per cent. in 1996 and 2003. Mrs. Curtis-Thomas: To ask the Secretary of State for Trade and Industry what measures her Department has taken to ensure that women in science, engineering and technology are able to return to work after a career break. [180069] Ms Hewitt: The Government have been looking at the barriers all women face in returning to work following a career break, and has introduced a range of measures to support those women who wish to return to employment. This includes the introduction of the National Childcare Strategy in 1998 to provide accessible, affordable and quality child care for all children, and Government funded schemes to support substantial expansion in child care provision. The Government are also providing substantial help (approaching £2 million a day) through the tax credit system. In April 2003 the Government introduced a package of new measures to enable new parents to request flexible working and their employers have a statutory duty to consider their requests seriously. More recently, I announced that the Government are opening a debate with parents and employers about the issue of choice in balancing work and family life to hear directly from employers and parents with a view to reviewing the existing measures in 2006. For women returning specifically to science, engineering and technology careers, DTI is also making available £500,000 per annum for the Resource Centre for Women in SET to develop a dedicated returners package. Full details of the package will be published when the centre is launched on 16 September. This will address both the supply and demand side. The Resource Centre contract specifies providing a range of services to employers including developing a kite marking or award for gender equality HR practices (work life balance procedures; returners re-entry schemes; mentoring schemes etc.), employer networking events and good practice guides.

Mrs. Curtis-Thomas: To ask the Secretary of State for Trade and Industry what percentage of (a) females and (b) males are studying science, engineering and technology based degrees; and if she will make a statement on government initiatives to increase the number of female graduates. [180064] Ms Hewitt: In the following table are some statistics, which show that in some degrees which require Science and Maths A levels such as medicine, dentistry and veterinary science, more women than men are studying, and becoming qualified in these subjects. However these statistics also highlight that there is still significant female under-representation in vital SET courses such as the Physical Sciences, Engineering and IT. Overall the number of female science, engineering and technology (SET) graduates is increasing. However, only one in every three SET graduates in 2002 were women. More men apply for, accept and obtain higher education qualifications in SET and SET-related subjects than women but as the statistics show, the picture is very different depending on the precise nature of the subject. The work being done in schools and further education colleges to enthuse young girls to take up these subjects is the beginning of the process to encourage girls and women to take SET degrees, especially in those areas where there is a definite gender imbalance. As part of the Government's new strategy1, a new UK Resource Centre for Women in SET aimed at working with employers, professional bodies and individuals in SET will be launched on 16 September 2004. The Government have allocated £800,000 per annum for three years to set up and operate the new Centre and an additional £500,000 per annum of the development of a dedicated returners package. The Resource Centre will hold pump-priming funds that will be used to fund innovative or proven projects, including £200,000 separately provided by DfES to the Centre for schemes in higher education institutions to put support measures in place that aid the retention and progression of women science undergraduates into the science labour force. 1 The Government's new strategy is outlined in full in the report published on 28 April 2003: `A Strategy for Women in Science, Engineering and Technology'.
