That this House notes with deep concern that the issue of excessively high medicine prices and systemic lack of transparency in the Research & Development (R&D) system is a global crisis; further notes that the second Fair Pricing Forum will take place in April 2019 presenting a critical opportunity for stakeholders to discuss how to respond to arbitrary priced medicines and define what is a fair price for medicines; acknowledges that different people will have different understandings of what is fair price; believes that a definition of fairness must prioritise access to medicines and transparency of R&D outlays and price-setting; and calls on the UK Government and other World Health Organisation member states to support Italy’s draft resolution entitled, Improving the transparency of markets for drugs, vaccines and other health-related technologies that will be discussed at the 72nd World Health Assembly.

That this House calls for the creation of one universal market for electricity distribution in the UK and the ending of 14 regional markets that results in consumers and businesses in the Highlands and Islands of Scotland paying the highest prices in the UK resulting in unacceptable levels of fuel poverty in the part of the UK that due to climate considerations have amongst the highest levels of energy consumption in the UK; and believes that, as we have in areas such as postal services, consumers in the Highlands and Islands should have the same opportunities for the purchase of electricity on a level playing field with the rest of the UK.

That this House is ashamed and appalled by the massive increase in excess winter deaths last winter in England and Wales as detailed by the Office of National Statistics; notes that an estimated additional 31,100 people died, up 29 per cent over the previous year, most of these the frail and elderly; believes that these sad and unnecessary deaths were largely caused by cold and lack of heating, a consequence of this Government's austerity programme and the lack of regulation of the rapacious energy companies; contrasts this massive surge in fatalities with the ballooning profits of the big six energy companies, up 77 per cent in one year; and demands an emergency national insulation programme, a boost to the state pension, a nationally co-ordinated programme through local authorities to identify those most vulnerable to the cold, the immediate freezing of energy prices and a programme to bring energy supply into public ownership so that this avoidable tragedy is not repeated this winter and in the following years.

That this House recognises that energy bills are causing immense financial hardship, with one in four households struggling to heat their homes; believes that cold, badly insulated homes damage the health of the most vulnerable, including older people, children and people with disabilities, costing the NHS almost a billion pounds a year; further believes homes can be made warm and cheaper to heat with high quality insulation and energy efficiency measures, that this is a cost-effective, fair and permanent way to reduce fuel bills and tackle fuel poverty, and will generate many thousands of jobs and cut carbon emissions; and so calls on the Government to use revenues raised from the European Emissions Trading Scheme and the carbon floor price to provide additional resources for policies to deliver energy efficiency in homes, especially those housing the fuel poor.
