Mr. Lansley: To ask the Secretary of State for Health what the timetable is for the National Institute for Clinical Excellence's work programme to support the aims of the public health White Paper, "Choosing Health", as described in paragraph 28, page 41, of the Choosing Activity physical activity action plan published on 9 March. [222824] Miss Melanie Johnson: A number of guidance topics were referred to the National Institute for Health and Clinical Excellence (NICE) on 5 April 2005, including topics in support of public health interventions and programmes pursuant to the aims of "Choosing health--Making healthier choices easier". This referral included six public health guidance topics: An assessment of four commonly used methods to increase physical activity: brief interventions in primary care, pedometers, exercise referral schemes and community based exercise programmes for walking and cycling. An assessment of interventions (including screening) to reduce the transmission of Chlamydia and other sexually transmitted infections and to reduce the rate of under 18 conceptions, especially among vulnerable and at risk groups. An assessment of brief interventions and referral for smoking cessation in primary care (including pharmacy and dental services as well as general practitioner's surgeries) and other settings with particular reference to pregnant smokers and disadvantaged groups and the tailoring and targeting of interventions. Guidance on the optimal provision of smoking cessation services including the provision of nicotine replacement therapy, for primary care, pharmacies, local authorities and workplaces with particular reference to manual groups, pregnant smokers and hard to reach communities. Guidance for midwives, health visitors, pharmacists and other primary care services to improve the nutrition of pregnant and breastfeeding mothers and children in low income households. The most appropriate means of generic and specific interventions to support attitude and behaviour change at population and community levels. NICE has already been commissioned to produce guidelines on the management and prevention of obesity.

Mr. Waterson: To ask the Secretary of State for Health what action he is proposing to control (a) obesity among and (b) alcohol consumption by children; and if he will make a statement. [200051] Miss Melanie Johnson: The foundation for all future work to tackle childhood obesity will be taken forward through the recently published Government White Paper, "Choosing Health: making healthy choices easier", tackling the risk factors of diet and physical inactivity. The Government will publish a delivery plan for the White Paper next year. As part of this delivery programme, we will also publish national delivery plans focusing on nutrition and activity, including the food and health action plan and the physical activity plan. The Government has also introduced a new public service agreement target, jointly owned by the Department for Health, Department for Education and Skills and the Department for Culture, Media and Sport, to halt "the year-on-year rise in obesity among children under 11 by 2010 in the context of a broader strategy to tackle obesity in the population as a whole". Regarding alcohol consumption by children, a social responsibility code is being developed with industry that will provide a code of best practice around manufacturing and sale of alcohol. One of its elements is to stop the sale of alcohol to children. The Department for Education and Skills, in consultation with the Department of Health and the Home Office, will use the findings of the blueprint research programme to ensure that future provision of alcohol education in schools addresses attitudes and behaviour as well as providing information.

Mr. Lansley: To ask the Secretary of State for Health (1) what estimate his Department has made of the cost of employing NHS accredited health trainers; [199472] (2) what estimate he has made of the number of NHS health trainers, as defined in the White Paper, Choosing Health, Cm 6374, which will be needed to provide universal access for those entitled to NHS care for this service; and what criteria NHS health trainers will be required to meet to obtain accreditation; [199473] (3) what consultation his Department has had with (a) primary care and (b) general practice bodies on the establishment of NHS health trainers; and if he will make a statement. [199476] Miss Melanie Johnson: The Choosing Health? consultation prompted many recommendations from specialist task groups and responses from organisations and the wider public. Representatives from primary care were involved in the primary care task group and responses to the Choosing Health? consultation document were received from across the national health service. A key theme in the recommendations and replies was the need to promote health and healthy lifestyles and for the NHS to take a lead. As a response to those views, the White Paper, Choosing Health?, announced the establishment of NHS health trainers. We will be working with the Faculty of Public Health and other appropriate professional bodies as the detailed plans for NHS health trainers are developed. From 2006, NHS trainers will be providing support to people in disadvantaged areas and progressively from 2007 across the country. This will involve a mix of full and part-time accredited NHS trainers and others, for example, trainers working in the voluntary sector, some of whom could carry out this role as part of their main job. There is no firm figure for the total number of accredited trainers as there will be a number of different models for delivering this service. During 2005-06, we will be piloting local models. The method of accreditation will be based on completion of formal training with built-in standards and quality assurance. The planning assumption, based on existing evidence and best practice, is that they will be broadly similar in salary and related employer costs to health care assistants and other NHS staff with comparable skills.

Mr. Stinchcombe: To ask the Secretary of State for Health what assessment his Department has made of the importance of increasing levels of physical activity among young people. [183529] Miss Melanie Johnson: In April of this year, the Department published the Chief Medical Officer's report, "At least five a week", which sets out the evidence for the health benefits of physical activity in childhood and adolescence. The report included the recommendation that: Children and young people should achieve a total of at least 60 minutes of at least moderate intensity physical activity each day. At least twice a week this should include activities to improve bone health (activities that produce high physical stresses on the bones), muscle strength and flexibility. Prevalence of activity and inactivity among children and young people is measured as part of the Health Survey for England. In 2002, the last year for which data are available, 70 per cent. of boys and 61 per cent. of girls met the recommendation. The benefits of physical activity for young people are not restricted to health. Physical activity in schools can improve academic achievement. Community sport and activity-based programmes for young people, such as "Positive Futures", can help to increase social inclusion. Between 6 May and 30 June 2004 the Government have consulted on their future physical activity programme in the "Choosing Health? Choosing Activity" document as part of the broader "Choosing Health?" consultation process. The responses will inform the preparation of the Public Health White Paper, which will be published in the autumn and will set out action to address a range of health issues including priorities for increasing physical activity in children and young people.

Mr. Reed: To ask the Secretary of State for Health if he will list the schemes for which his Department and the Department for Culture, Media and Sport are co-funders, how much was invested by each Department; and what the overall cost of each programme was. [174064] Miss Melanie Johnson: Together with my right hon. Friend, the Minister for Sport and Tourism (Richard Caborn), I chair the cross-Government activity co- ordination team (ACT). The ACT is not a direct funding body, but has been tasked with identifying and co- ordinating existing work across Government and identifying new sources of funding for evidence based interventions and innovative pilot projects. The Department, together with Sport England (a Department for Culture, Media and Sport funded non- departmental public body) and the Countryside Agency, funds the local exercise action pilot scheme with an overall cost of £2.5million over three years. The Department is contributing £1 million and Sport England £0.7 million to this work. In addition to these cross-Government schemes the Department of Health is taking a range of actions. In April 2004, the Chief Medical Officer published his report, At least five a week, which brings together the latest evidence on physical activity and health. The Department, as a co-funder alongside the Countryside Agency and the British Heart Foundation, has contributed £27,000 to a pilot scheme that has distributed 10,000 pedometers for use in primary care. The Department and Sport England have jointly commissioned research to evaluate existing questionnaires used to determine participation in physical activity and sport. We have also commissioned work to develop an objective measure of fitness for eventual inclusion in the Health Survey for England and a short physical activity questionnaire for use in general practice. The Department published a national quality assurance framework for exercise referral systems in 2001 and we have also contributed funding of £120,000 over a three-year period to help establish the register of exercise professionals. The Government has been consulting on further proposals for how we can increase levels of activity and encourage more people to be more active through the consultation document, "Choosing Health? Choosing Activity". The responses will inform preparation of the Public Health White Paper to be published in the autumn.
