I congratulate my right hon. Friend the Member for Preseli Pembrokeshire (Stephen Crabb) on securing the debate and mildly support his criticism of its attenuated nature; it is really not acceptable.

I can assure the hon. Lady that my constituents have responded to the consultation, both on paper and physically. Several of them were in Cardiff yesterday, objecting to this ludicrous proposal.
If large numbers of Welsh farmers are forced off their land, which the Welsh Government’s own impact assessment predicts that...

The measures in the Bill are wholly necessary and greatly welcome. The retention of EU law after our departure from the European Union was certainly necessary in order to maintain temporary legal equilibrium and avoid gaps in the UK’s statute book. However, as time has passed, it has become increasingly...

Thank you, Madam Deputy Speaker. May I also say how very saddened I was to learn of the death of Hywel Francis, who was quite simply a dear, much-loved friend.
The coronavirus pandemic, of course, is the background to today’s Saint David’s Day debate and indeed, it has dominated life in...

I will, if I may, focus on the amendments that seek to remove the entirety of part 5 of the Bill, which is its most controversial part because of the remark by my right hon. Friend the Secretary of State for Northern Ireland that it would breach international law. That...

I am pleased to speak in support of the Bill, specifically part 5, subject to Government amendment 66. Part 5 proved controversial, even before we began proceedings this afternoon. I have no doubt that my hon. Friend the Minister arrived in the Chamber fully expecting that he would have to...

The withdrawal agreement is a profoundly self-contradictory document, and never more so than in respect of Northern Ireland. It declares ringingly, for example, that Northern Ireland is part of the customs territory of the United Kingdom, whereas the substance of it is that it is part of the customs territory...

I shall try to adhere to your quite reasonable constraints, Madam Deputy Speaker. It is a great pleasure to participate in this annual debate. As the hon. Member for Gower (Tonia Antoniazzi), whom I congratulate on securing it, said, it gives us an opportunity to celebrate all that is good...

All I can say is that most of my constituents, particularly the farmers, are desperately keen to have access to the internet, which has been patchy so far. Clearly, we have to take health considerations into account, but that is what we rely on experts for, and I am entirely...

The right hon. Gentleman makes an important point about cross-border issues where Welsh MPs may wish to have input into matters that are discussed here, but does not this cut both ways? For example, as he will know, my right hon. Friend the Member for Forest of Dean (Mr Harper)...

The Irish Government have warned of the likely adverse economic and social impact on the Republic of a no-deal Brexit given the extent of that country’s reliance on the British economy. Since the Irish backstop is probably the greatest impediment to a negotiated Brexit, will my right hon. Friend confirm...

The Japanese Prime Minister recently declared that Japan would welcome the United Kingdom into the Trans-Pacific Partnership “with open arms”. Does my right hon. Friend agree that membership of the TPP is highly attractive and
should be pursued? Does he also agree that membership of it is virtually impossible for...

To ask the Minister for the Cabinet Office, what discussions his Department's Europe Unit had prior to 12 July 2018 with ministers or officials of the devolved administrations on the contents of the White Paper on the future relationship between the UK and the EU.
To ask the Minister for the Cabinet Office, what discussions his Department's Europe Unit had prior to 12 July 2018 with ministers or officials of the devolved administrations on the contents of the White Paper on the future relationship between the UK and the EU.
The UK Government has engaged with the Devolved Administrations throughout the process of exiting the EU. This has principally occurred through the Joint Ministerial Committee (EU Negotiations), chaired by the Chancellor of the Duchy of Lancaster, as well as other ministerial fora and bilateral engagement. The content of the White Paper was discussed at several ministerial meetings in the weeks preceding publication, specifically: two meetings of the Joint Ministerial Committee for EU Negotiations (chaired by the Chancellor of the Duchy of Lancaster) on 22 June and 5 July; and, two meetings of the Ministerial Forum for EU Negotiations (co-chaired by the Parliamentary Under Secretary of State for Exiting the European Union and the Cabinet Office Minister for Constitution) on 24 May and 27 June. Further information on these sessions can be found on Gov.uk. The devolved administrations also received embargoed copies of the White Paper in advance of publication.
Will my right hon. Friend extend to the Welsh Government the thanks of many hon. Members of this House for accepting the
UK Government’s sensible and pragmatic proposals for resolving the issue of the repatriation of powers, thereby reflecting the fact that Wales voted to leave the European Union in 2016?

I am grateful to my right hon. Friend for that question, because he rightly focuses on the practical benefits and the outcomes. I believe that so long as we are focusing on an environment in which business can continue to invest, employ and represent communities in the way we have negotiated with the Welsh Government, that will put us in the strongest position to get the best benefits for every part of the UK.
Does my right hon. Friend agree that the European Union has an equal interest in ensuring that its products receive similar protection? For example, the United Kingdom is one of the biggest markets in the world for champagne. I am sure that the new Conwy vineyards in Mochdre would be...

May I say how pleased I am that the traditional St David’s day debate is taking place again this year, albeit on the wrong side of St Patrick’s day? Like the hon. Member for Neath (Christina Rees), I was very disappointed when the beast from the east paid its visit....

Like most city deals and growth deals, this is a question of partnership working. Nevertheless, we are seeing investment in Swansea and in Cardiff, so I felt it was slightly churlish of the hon. Member for Neath to complain.
I shall concentrate on north Wales, as that is the part of...

The right hon. Gentleman has raised this question on numerous occasions, but sadly that is one of the paradoxes of devolution.

That, too, is one of the paradoxes of devolution. Many hon. Members find their constituencies served by hospitals on the Welsh side of the border and, because of devolution, they are unable to make representations on behalf of their constituents.

I do believe that my hon. Friend, in his own manner, is agreeing with what I have just said, but I am straying from the subject I want to discuss—improving the synergy between north Wales and the north-west of England.
One of the most important areas in which that can be...
