My Lords, while I associate myself with the comments on the IB from the noble Lord, Lord Storey, I want to focus on the issue of NEETs. The White Paper seeks to address the growing problem of NEETs with pre-NEET targeted support in schools, the youth guarantee and short courses...

My Lords, it is a pleasure to introduce this timely debate. I am very much looking forward to the maiden speech of my noble friend Lady Curran.
I must remind the House of my education interests in the register, including chairing Century Tech and advising Pearson, both of which have products...

My Lords, I am grateful to all the speakers in this excellent debate, who were expertly responded to by my noble friend the Minister. I am grateful for the kind words that some have said to me about my speech. I love the passion for lifelong learning that we heard...

Lords motion to take note of the social, economic and personal value of lifelong learning. Agreed to on question.

My Lords, as the noble Lord, Lord Storey, said, this is part of a range of amendments all essentially about reporting and, as he accurately described, any number of us were wrestling with how to get something that looks like Skills England into the Bill. A way involved a reporting...

My Lords, I start by reminding the Committee of my educational interests, in particular that I serve on Pearson’s qualification committee, which includes its oversight of BTEC and other technical and T-level qualifications. I apologise that I was not present at Second Reading, but I had to be elsewhere. I...

Well, not fruity—more forthrightly than I would have expected. Is that better? There is some reflection to be had on that because if a House of Lords starter gets significantly amended, it is difficult to undo that anywhere else.
I also think some learning from the Schools Bill is necessary in...

I am sorry to interrupt my noble friend’s flow, but is it likely that this framework document will address that issue of the Secretary of State becoming, in effect, the awarding body for T-levels? Does she have any reflection on how precarious that makes the Minister if things go wrong...

I agree with the noble Baroness, Lady Wolf, on the importance of consulting employers and that 700 standards might be a little “mad”. I reinforce the sense that it is important to consult not just large employers as, for small and medium-sized employers, that granularity is really challenging.
I am glad...

My Lords, it is always a pleasure to follow the noble Lord, Lord Baker, because in many ways he always allows me to act as good cop. I remind your Lordships of my educational interests in the register, and I very much endorse the thanks given to the noble Lord,...

My Lords, what a pleasure to follow the noble Baroness, Lady Lane-Fox, particularly in her last comments, as part of what has been a really interesting debate, with an
excellent maiden speech in it. I remind noble Lords of my interests in the register relating to education, particularly my work...

My Lords, this announcement is welcome—as far as it goes. It is logical to start with the unqualified, but what of the many with middle and higher-level skills who are being squeezed by technology and finding that universal credit is catastrophic for them and their families? They cannot fund their...

My Lords, I must first refer your Lordships to my education interests as declared in the register. I am also grateful to the noble Baroness, Lady Garden, for securing this debate and for the way in which she introduced it.
Our education system is still stuck in thinking from 70 years...

My Lords, I am most grateful for this opportunity to open a debate on one of the profound political challenges of our generation. I am grateful that such a distinguished list of speakers have chosen to follow my lead. I am especially looking forward to the maiden speech of the...

My Lords, I will be extremely brief in thanking all noble Lords for their contributions. I congratulate the noble Baroness, Lady Wyld, on her maiden speech and welcome her warmly to the House.
We have started a conversation about these three issues that I hope will continue over the months and...

Lords motion to take note of the effect of globalisation, technology and demographic change on the future of work, and of the public policy response to those changes. Agreed to on question.

My Lords, it is a great pleasure to follow my friend the noble Lord, Lord Holmes of Richmond. He was my friend even before he chose to join the wrong political side when he came into this House. I agree with much of what he said and I pay tribute...

My noble friend may well be right, but the point I am making is that we need to think about this in the context of 60-year or 70-year working lives—possibly longer—and of continually having to reskill as we are continually deskilled by technology. That has profound implications for our education...

Beyond saying that there is quite a lot of flexibility in the proposal, can the Minister tell us whether the publication of the number of unqualified teachers in free schools would feature on the Ofsted risk assessment that we talked about last week? If there were a large number of...

My Lords, this is an important amendment and it is important for the Minister to respond to the questions that have been raised. When the Government were first formed, they made great store of talking up the importance of teaching. Indeed, the title of the first White Paper that the...
