Mr. Ivan Lewis: [holding answer 21 February 2005]:
The percentage of 16 to 19-year-olds and 20 to 24-year-olds who were not in education, employment or training (NEET) are given for
each local education authority (LEA) in the table.
These figures have been produced by combining information from the local Labour Force Survey for the last three years, to reduce the
error margins around the NEET percentages. However, sample sizes are still very small due to the narrow age bands and small
geographic area. The rates are volatile and care should be taken when interpreting the figures. An estimate of the confidence
interval is provided, to aid with interpretation. Where fewer than 10 people who took part in the survey in a given LEA were NEET,
the information has been suppressed as it would be potentially disclosive or particularly unreliable.
Figures are not available for the specified age groups, nor for parliamentary constituency, as sample sizes are too small for these
narrow groups.

Sarah Teather: To ask the Secretary of State for Education and Skills how many and what percentage of adults in London she estimates
were illiterate in each of the last five years for which figures are available, broken down by local education authority. [214570]
Mr. Ivan Lewis: "The Skills for Life Survey: A national needs and impact survey of literacy, numeracy and ICT skills" (DfES, October
2003) provides the latest estimates of literacy levels for England and London in particular. While it is not possible to provide
estimates for each of the last five years, the survey does show literacy levels in individual London education authorities. These
figures are detailed in Table 1.
The survey highlights that 5 per cent. of London respondents were classified at Entry Level 1, 2 per cent. at Entry
Level 2 and 12 per cent. at Entry Level 3 for literacy (Entry level 3 or below compares to below GCSE grade G). The Entry
level 3 or below figure for England as a whole is 16 per cent. or 5.2 million people. A further 34 per cent. of
respondents were at Level 1 (considered equivalent to GCSE grades D-G).
The survey maps skill levels to the National Standards for Adult Literacy and Numeracy. A copy of the survey report is on the DfES

Mr. Ivan Lewis: The joint 16-19 Capital Fund announced in the Department's five year strategy will be available for cross-sector
projects, including vocational provision. The forthcoming 14-19 White Paper will consider how financial co-operation between LEAs
and the LSC can be further developed to help support implementation of the 14-19 strategy.

The Positive Activities for Young People (PAYP) programme is a cross-government programme which is administered by the Department
for Education and Skills. Responsibility for managing programme delivery in each region is devolved to the nine regional government
offices. Delivery plans prepared by each of the regional government offices show that the Positive Activities for Young People
programme has operated in every local education authority area in both 2003-04 and 2004-05

Mr. Ivan Lewis :[holding reply 20 May 2004]: The information is as follows:
(a) The Department has recently commissioned the National Foundation for Educational Research to carry out an analysis of data to
identify the links between individual pupils' attendance at school and their attainment in examinations. The report is expected in
the summer of 2004.
(b) Analysis of school level data for the 2002/3 academic year indicates that there is a correlation between attendance and
attainment. For example, in schools with absence levels of 6.5 per cent. or lower, an average of 74.3 per cent. of
pupils achieved five or more A*-C grades in GCSE examinations. However, the average fell to 26.7 per cent. in schools where
absence levels exceeded 11 per cent.
(c) The data also reveal a general correlation at local education authority level with attainment dropping as absence levels
increase. Most authorities with absence levels of 7.0 per cent. or less have, on average, over 60 per cent. of pupils
achieving five or more A*-C grades. In those authorities with absence levels exceeding 10 per cent., on average, less than
45 per cent. of pupils achieve five or more A*-C GCSE grades.

Mr. Ivan Lewis :[holding reply 20 May 2004]: In December 2001, the Department asked all schools with above average levels of
unauthorised absence to set themselves targets to reduce the level of unauthorised absence by the end of this school year. In
February 2003, I wrote to all local education authorities reminding them of the importance that the Government attaches to improving
the levels of school attendance and urging them to work with their schools in reducing both authorised and unauthorised absences.
Also in 2003, we provided 56 local education authorities with expert advisers to help them work with schools to improve attendance
levels, in particular, to reduce unauthorised absence to a level closer to that of authorities in similar circumstances. The
Department also advises authorities and schools on appropriate levels of absence through analysis of targets set, for example, in
Education Development Plans, under the Behaviour Improvement Programme or as part of Local Public Service Agreements.

Mr. Ivan Lewis: Data on bullying are not collected centrally and there is no reliable basis for an estimate of prevalence. However,
any level of bullying is too high and we are determined to help schools to tackle the problem. Our guidance pack `Bullying: Don't
Suffer in Silence' and the anti-bullying Charter and the anti-bullying website www.dfes.gov.uk/bullying offer detailed advice on
preventing and addressing bullying. In November 2003 I launched our anti-bullying Charter for schools, which schools are now
signing. It is accompanied by a summary of effective practice to help schools review and enhance their anti-bullying policies. The
Charter was launched at the first of a series of regional conferences which have been running since November 2003 and culminate with

Mr. Ivan Lewis: At present, young people are able to receive an education maintenance allowance (EMA) if they live in one of the 56
LEA pilot areas listed in table one. This table also shows for each LEA area the numbers of young people who have benefited from EMA
in each area. It should be noted that different LEAs have been testing different versions of the scheme, in order to inform our
decisions about the best national model.

From September 2004, the national EMA scheme will be available throughout England to all young people aged 16 at the start of the
2004/05 academic year who meet the eligibility criteria. It will also to be available to 17 and 18-year-olds in the pilot areas. Our
forecast is that around 270,000 young people will take up EMA in 2004/05. By 2006 EMA will provide support to over 400,000 young
people.
The Department estimates the cost of the education maintenance allowance Scheme over the next three financial years to be:

Mr. Ivan Lewis: The Department is concerned to promote children's social and emotional development and their social, emotional and
behavioural skills (SEBS), which themselves contribute to children's emotional intelligence and emotional literacy.
Promoting positive emotional and social development is a crucial part of educating children. The Department is therefore committed
to providing guidance and materials for every stage. Curriculum guidance for the Foundation Stage covers the emotional and social
development of very young children and we are developing associated training materials. The Personal, Social and Health Education
framework supports the emotional and social development of children at Key Stages 1 to 4. To supplement that, the Department is
piloting specific Social, Emotional and Behavioural Skills (SEBS) materials for primary schools in 25 local education authorities
(LEAs) and developing similar materials for secondary schools.
The Department is investing £600,000 in SEBS materials for primary schools over two years. The pilot is in the early stages of
implementation but initial feedback from schools is very positive. It will be evaluated by the University of London's Institute of
Education. The Foundation and secondary materials are still at the initial development stage.
The development of SEBS materials is informed by existing good practice in a number of LEAs including Southampton, Bristol,
Portsmouth, Cumbria, Merton, East Riding of Yorkshire, Brighton and Hove and Nottingham City. The Department is also advised by an
expert SEBS practitioners group including academics from the universities of Southampton, Oxford and Middlesex, a range of voluntary
bodies including the National Children's Bureau, the NSPCC and Antidote, senior school staff and LEA officers.

The Information requested for permanent exclusions has been placed in the House of Commons Library.
Information on fixed term exclusions is not yet available centrally. The Department has recently started to collect information from
local education authorities on both fixed term and permanent exclusions on a termly basis. The first term's data are not yet
available.

Mr. Rosindell: To ask the Secretary of State for Education and Skills what methods are used to measure regional differences in
educational standards. [146663]
Mr. Ivan Lewis: The Department publishes a wide variety of data on the performance of schools and other education institutions,
including `value added' measures. Much of this is published in Statistical Bulletins, Statistical First Releases and Statistical
Volumes of Education as well as Performance Tables. These sources provide information at school, LEA, Regional, and national level.
This data is used by bodies such as Regional Development Agencies and the Learning and Skills Council to help develop regional and
local strategies to improve education and skills attainment.
